I dont know how the parliament can vote to hold provincial elections at the same time as the parliamentary elections because the constitution specifically states that they are to be held one year apart so that way there is no vacuum left between the provinces(states), and the federal government. They are also suppose to have the federation council done already and their elections are to be held the same time as the provincial elections. I would expect to see something sent to the federal court objecting to this vote. Good grief they cant even agree on the provincial elections law which the kurds and sadr's bloc walked out on because the amount of reps they are allowing to be from the provinces that will sit in the house of reps is more than what the constitution allows. It gives the big blocs all the leverage to come in and take over once again. Jabouri is a piece of **** and does nothing for parliament, but then what would one expect when he belongs to the muslim brotherhood. We need the amendment to law 21 of 2008 so we can allow the provinces to have their legitimate powers, and we need to see the kirkuk voting issue settled within the provincial elections law. Without these things we are dead in the water, sorry to say. ;)

First: The electoral term of the Council of Representatives shall be limited to four calendar years, starting with its first session and ending with the conclusion of the fourth year.

Second: The new Council of Representatives shall be elected forty-five days before the conclusion of the previous electoral term.

 

Provincial elections law of 2008, which is still current until the new law or amendments are made. 

 

Second, a one-day vote shall be taken for the provincial councils.

Thirdly, in case of postponement of the elections, provincial, district and sub-district councils will continue to run their affairs until new councils are elected.

 

 

The provincial law clearly states that if the house of representatives wants to postpone the elections, or if they want to dissolve the provincial councils then they have to do it my a 2/3rds majority vote for each and every province separately. So once again what they are doing is unconstitutional and against their own laws that they currently have in place. 

 

Also if they cant agree on the kirkuk law for provincial voting, all it would take is the prime minister, the president, and the house of reps president along with the ihec (independent high electoral commission), to get together and they could make the law amongst themselves, and they could have solved this problem along time ago. ;)
