presence
The problem with fines, no matter how big or small, is when the gain outweighs the benefit. That goes for all industries. For instance, a company getting fined x-amount of dollars because they didn't make improvements in their environmental protection processes that cost 2-x amount of dollars to implement, and companies like those run by Jamie Diamond who make a fraudulent profit that's 10-100, or even a 1,000 times greater than the potential fraud. The fines referenced above are great signs, however, and show progress in areas that other investors (big and small) want and need to see who contemplate doing business with Iraq.
