I'm with Jubouri, but a lot of talk from his corner lately TOO. He can't do it if the folks don't show up in parliament, as is common. What happened to booting the folks who are continually absent?? What happened to pushing through all the BIG laws after Ramadan?? Like you said 10 years.....way too much talk. Maybe this should be GOI new motto.....

This holiday law would be a good place start, it certainly needs to read you must attend at least 50% of the Parliment sessions that your paid to attend. I'm sure Alla will understand that you need to run a country an will forgive you for taking 200 days a year to party an feast....

kind of hard to pass laws when members of Parliament are not working but in the cafeteria eating.  Kind of hard to pass laws when they don't show up for work.  I think Abadi just needs to dissolve Parliament and go full speed ahead.
