Looks like the "Investment Bank of Iraq" (BIBI) (ticker symbol) will be offering an additional 100,000,000,000 shares (lot of dilution there - since they already have 156,313,000,000 shares in the market) of their company on 12/22...  Currently their price is 0.970 dinar per share - and, they are hoping to raise an additional 95 billion dinars through this offering...

I'm guessing it would be a neutral event because all instruments would be raised equally.

But if someone who actually understands this stuff has an opinion, I'd like to hear it.
