I do get the feeling that the UN truly wants to see Iraq out of Chapter VII. Kobler has been spending a lot of time in Iraq, and I'm pretty sure he would rather be somewhere else (anywhere else?). But neither are they going to just hand anything to them; all the t's need to be crossed and all the i's need to be dotted.
