Sorry but budget being passed means absolutely nothing. I have seen 5 of them and they have all been late. And yes, the RV rate was "IN" every one of those too....FWIW

This is the 5th budget I've been through , and yes, every year it's late and yes, every year it's tied to the elusive RV...FWIW
