Ladies, if I may offer a truckers perspective. The IMF staff review for 2013, recently posted, (and yes I actually did read all of it) LOL Clearly stated that there were recommendations of mechanisms to be initiated that are required by international banking regulations in Iraq. This was one of two issues that was hindering Iraq's international acceptance. The second being setting up certain banking infrastructure so as to make it easier for foreign investors to get into Iraq. Furthermore, it was the opinion of the Staff that, in 2013, these were the only issues preventing the CBI from allowing the exchange rate to reflect more accurately the true market value. The report strongly suggest a float. I believe that the tenor of the report suggested that the IMF was ready for these issues to have been completed already, in 2013. It's my opinion that the CBI can allow the currency exchange rate to more reflect the actual market value any time they desire. And that the secured assurance of the nessasarry banking laws, in conjunction with a strong government and security (an issue clearly being filled by America) will initiate said exchange regime. As for Maliki's man now running the CBI, I would remind us to consider the political aspects of his following Maliki. It most likely had more to do with, job security, and putting food on the table than faithful support of Maliki. See how quickly most ran from Maliki once the dye was cast.
