Baghdad News -

Arab Jerusalem

The United States of America has shown its readiness to provide support to the Sunni "tribal crowd" forces in preparation for the liberation of areas in Anbar province from the Da'ash organization.

A senior US military delegation held intensive meetings with Iraqi army commanders and Sunni tribal leaders at the Ain al-Assad Air Base in Anbar as part of preparations for the battle, a source told a news briefing.

The source added that the US delegation headed the coalition forces to fight General John Allen, where he met with elders of the tribes of Baghdadi, Haditha and Hitt tribal leaders in the presence of Iraqi army leaders responsible for the western axis of Anbar.

He said that Allen discussed the battle for liberation of the remaining cities west of Al-Anbar, but called on Al-Qaim, Rawa and Aana, who are aware of the potential of the tribal crowd, to show their willingness to support the role.

"The interest of the United States in Anbar province has been continuous and continued for years to liberate the areas controlled by the state," said Hadid al-Ghurairi, the tribal leader in Haditha.

He pointed out that «American support has played an important role in the failure of the fall of the modern city of the organization, despite the fall of many cities close to him in his grip».

"This support is not limited to the Iraqi army and the police, but also includes the tribal mobilization provided by Washington with weapons. Salaries are paid to its fighters, because the Americans are keen to liberate Anbar from the terrorist organization and cut off its links with Syria," the source said.

According to al-Ghurairi, "the American advisers concentrated their presence in Anbar more than their presence in Mosul and Salah al-Din," noting that "the transfer of fighters from the organization to Lebanon near the Iraqi border was aimed at targeting US forces in Anbar."

"There is another reason for the race between the United States and Iran to control Anbar, the existence of a gas field Okaz near Qaim, which contains huge amounts of gas."

"The United States understands that the battlefield in Anbar is wide and vast, and requires large numbers of fighters to start the battle and control the vast desert stretching into Syrian territory," he said, adding that "regular government forces in the region are inadequate alone and must be supported by the crowd forces Tribal, ready to participate in the battle to liberate its province, when providing the necessary supplies of weapons and wheels and salaries ».

Iraq launches military operation to prevent ISIS from sneaking to liberated areas in Anbar

Al-Jazeera and al-Badiya Operations have launched two or three offensive operations weekly to prevent ISIS terrorists from infiltrating into the liberated areas in Anbar Governorate, Qasim Mohammed Saleh, Al-Jazeera Operations Commander, said Saturday.

Earlier, the US-led coalition has conducted air raids over ISIS strongholds in Rawa, Qa'im, and Annah cities in Anbar while security forces had bombed ISIS enclaves in these cities.

It is worth mentioning that the US supports Iraq in retaking all the Iraqi territories from ISIS grip.

Also, ISIS has lost most of its territories in Iraq. The Iraqi forces expelled ISIS from Mosul and Tal Afar. The terror group is going through tough times in Syria, with its militiamen being expelled from half of Raqqa.

Iraqi army warplanes have dropped leaflets on ISIS-led areas in Anbar, an al-Anbar Tribal Mobilization (Hashd al-Shaabi) leader announced on Saturday.

The leaflets contain instructions and recommendations for citizens to stay in their homes and stay away from ISIS terror group's positions, headquarters, checkpoints, artillery sites and barracks because they will be targets for warplanes.

The army also urged civilians to prepare to exit through the safe corridors to be established by the security forces.

The towns of Annah, Rawah and al-Qaim are still under ISIS control since mid-2014. Thousands of civilians are still trapped there.

After the US-backed Iraqi army succeeded to recapture Mosul city from ISIS terrorists, Iraqi security forces began to sweep other Iraqi cities to oust remnants of ISIS.

The Arab League Proposes To Baghdad And Kurdistan A "Compromise" On The Referendum

Iraqi forces prepare for military operation in western Anbar cities

Are GMT 08:45 2017 Sunday, September 10 / September

- Iraqi forces prepare for military operation in western Anbar cities

Joint Iraqi forces launch military offensive in areas west of Anbar
Baghdad - Najla al-Tai

Chen Iraqi forces joint soon, a military offensive "quickly" in western Anbar areas, excludes existing border city , which has become the Iraqi capital to organize " Daesh ". The signs of starting the operation in western Anbar are increasing with concerns about the synchronization of the Hawija process with the date of the referendum in the Kurdistan region.

British troops arrived at a military base in western Anbar. The force will assist Iraqi forces in clearing the traps and roadside bombs. The cities of western Anbar, Qaim, Ana and Rawa have been waiting for the government's promise to launch a military campaign to liberate them from Da'ash.

"There are military measures starting to launch a military operation in areas west of Anbar," a local source in Anbar said. The source close to the recent meetings held by US General John Allen, coordinator of the International Alliance to Combat Daqash, at the base of Al-Assad in al-Baghdadi, expects the military operation in two stages. "The first campaign will be to restore the areas of Akashat, Rihana, Aana and Rawa," the source said.

"The liberation of this area will probably be delayed because it depends on the development of events in Syria," the source said.
Al-Qaim, according to the last spokesman, was turned into a gathering center for "armed" militants after the loss of Mosul and eastern parts of Syria. Iraqi and Western forces occasionally launch raids on militant positions there, targeting buildings used by the group to meet and store weapons. In contrast, the source attributes the choice of "Ana and Rawa" to be part of the first phase of the liberation process, to "the small number of gunmen in the two cities."

Since the first military campaign in western Anbar, which began in October, the situation is surrounded by uncertainty and conflicting information. The American side stopped the first campaign to liberate western Anbar, announced by the Prime Minister in conjunction with the launch of Mosul operations, For the second time earlier this month.

There was a clear contrast between the Iraqi and US positions. At that time, the Iraqi leadership, absent from the details of the second campaign, which was launched three months later, was later blocked by the liberation of Mosul. But US forces have since continued their efforts to arm Western Anbar tribes with military vehicles and heavy weapons to resume Western liberation.
In both campaigns only a few small villages were liberated, left by the "Daash" militants without real fighting. However, parties in Anbar confirmed that operations in western Anbar were "limited" in order to secure some liberated towns and to work in Mosul. Local parties did not rule out at the time that the "shortage" of the factions was behind the suspension of operations. The number of troops involved in the latest military operation, which was stopped less than a week after its launch, estimated about 3,000 fighters, including hundreds of clan fighters.

In that operation, the joint forces liberated the villages of Zuwayya and al-Suqara, some 30 kilometers west of Haditha district, before operations mysteriously ceased. "The US forces are very interested in clan fighters, provide them with arming and training, and hold regular meetings with clan leaders," said the source in Anbar.

Earlier, the Anbar clans had received light weapons from the Popular Propaganda Authority, the 7th Iraqi Army Division, and the operations of the island and the desert. Leaders in the tribal crowd revealed that the tribes had about 800 heavy weapons obtained from the battles against Dahesh in Haditha and Hit.

The Jaghayfah clan alone has 300 monograms obtained after a sensational defeat. The tribes of Albu Mahal, Albu Ubaid and Bu Nimr also have a similar number of such weapons.
The head of the security committee in Anbar province, Naim al-Ka'ud, said that meetings with tribal leaders in the western regions were "not new." "The international coalition is always holding meetings with the tribes, logistical support and discussing the liberalization of cities," he said.

Al-Ka'ud, whose tribe is located in the district of Hit, reveals the readiness of all military forces, police and clans to return to areas west of Anbar. "We are waiting for zero hour from the government, and the operation may be before or during the Hawija process," he said, assuming that this would happen within a few weeks.

The Prime Minister Haider Abadi has revealed, last Tuesday, the close liberation of Hawija province in Kirkuk and areas west of Anbar from the occupation of "Daash." In the meantime, convoys of displaced persons began to flow from the cities of western Anbar to the liberated areas of the governorate, amidst force majeure. "100 to 150 families arrive daily in Ramadi via wetlands," said Eid al-Karbouli, a member of the Anbar provincial council.

The local official describes the situation as "bad" because of the difficulty and gravity of the road taken by residents to reach the army's presence areas. "The population pays $ 300 to smugglers, and most people have been unemployed for years," Karbouli said.

IDPs are smuggled into closed tanks, putting their lives at risk. He also asserts that "a thief kills anyone who is caught trying to escape." The extremist organization had collected all official and informational documents from residents of western Anbar areas to prevent them from leaving the cities.
Displaced people are forced to travel long distances, while the local official says that "the security forces' actions are very complex, because they consider everyone coming from there to be a follower." Karbouli notes that "after the security check, most of the displaced people for a day or two blind because there are no camps to shelter them."

The Arab League has entered the line of contention between Baghdad and the Kurdistan region over the planned withdrawal later this month. The Secretary-General of the Arab League, Ahmed Aboul Gheit, yesterday during his visit to Baghdad and Erbil, the University's keenness on the unity of Iraq and unite efforts to complete the battles of liberation against the organization Daad. The senior Arab official stressed the need to adopt the dialogue and the Constitution in resolving controversial problems, especially in regard to developments on the decision of the referendum in the Kurdistan region. This came during a meeting with Aboul Gheit and Prime Minister Haider Abadi, Saturday, according to a government statement.

The Secretary-General of the League of Arab States, last month, sent a letter to the President of the Kurdistan region, Massoud Barzani, in which he stressed the University's pride in the survival of the Kurds as a genuine component in the Arab community, especially that the regional scene is full of fragmentation and fragmentation.

"The visit comes within the diplomatic effort undertaken by the Secretary-General in the discharge of his responsibilities, in order to preserve the territorial integrity of a member state of the university, which is surrounded by dangers," he said, adding that " Aboul Gheit aims during his visit to support the chances of resuming the missing dialogue between Baghdad and Erbil to overcome the obstacle of the referendum. "

Afifi added that "the Secretary-General of the Arab League will then go to Erbil to meet with the President of the region, Massoud Barzani, and put forward his vision, which is based on the importance of resuming a mature and constructive political dialogue between Baghdad and Erbil in all matters, with the readiness of the League to play a role in this regard, To reflect on the spirit of compromise and quiet approach, especially at this delicate stage in which the Iraqi nation needs all its components, "stressing at the same time that" the organization of the referendum planned will not increase the situation only complicated. "

During his meeting with Prime Minister Haider Abadi, Abul Gheit said "the victories achieved by the Iraqi forces against the terrorist gangs," he reiterated "the Arab League's keenness on the unity of Iraq and not to raise any problems destabilizing its security and stability and unity and focus on completing the liberation of its territory and adopting the principle of dialogue and adherence to the Iraqi constitution to resolve any Problems ".
During the meeting, they discussed the political and security developments in Iraq and the region, the fight against terrorism and the victories achieved by the terrorist gangs. Later on Friday evening, the Secretary-General of the Arab League arrived in Erbil, the capital of the Kurdistan region, for talks with the President of the region. He was received by a number of Kurdish officials. A spokesman for Prime Minister Haider Abadi said the Iraqi government "wants to prevent the referendum to keep the country alone."

Said Saad al-Hadithi, "The independence wanted by the Kurdistan region is an illegal and unconstitutional step." "There is no desire to accept the idea of independence in the country," he said, adding that "the region has federal powers, according to the Constitution, and that no party has the right to change the reality of Iraq with a unilateral desire, without the consent of the other party."
He admitted that the presence of paragraphs in the Iraqi constitution, need to review, can be considered, "and wished the officials in the Kurdistan region" to discuss the differences, so as not to reflect what is happening from the conflict on citizens with regard to the reality of the existence of one Iraqi state. " In response to a question on what Baghdad has to prevent the referendum from being passed, al-Hadithi said: "We do not want to enter into an internal conflict, but the results of this referendum will not be met by the state."

The Presidency of the Republic criticized the name of President Fuad Masum in the political debate on the referendum in the Kurdistan region. The presidency stressed that infallible on the implementation of the Constitution and resolve outstanding differences between the parties to the dispute. She noted that the president "is not a political speaker to give his opinion every day."

The media office of the President of the Republic, in a statement received by "the Arabs today" a copy of it, "irresponsible statements recently issued by parliamentary sources and media aimed at insulting the sovereignty of President Fuad Masum on the backdrop of divergent positions on the issue of the referendum in the Kurdistan region."

The statement of the presidency that "infallible is very interested in collecting the word of the Iraqis to ensure the implementation of the provisions of the Constitution and not the transition with one side against another of the parties to the political process."
The presidency stressed that infallible "makes all his efforts to strengthen relations between the parties concerned and call for further dialogue to end the outstanding problems, focusing on the priority of protecting the Constitution and to ensure the implementation of its provisions." The presidency said that "the president of the republic is not a political speaker to give his opinion daily in the emerging events in the national, regional and international." The presidency stressed that the president "is interested in the need for more dialogue between the parties to the political process and all Iraqis to resolve any differences or problems pending or emergency," expressing its rejection of "attempts to question the positions of the President in principle and fixed, which emphasizes the priority to uphold the principles of the Constitution."

The presidency considered that "the unfortunate press statements made or echoed by some in this regard involve a blatant misrepresentation of the public opinion and inciting sometimes dishonorable against the presidency." The presidency renewed "the call to take care to launch such irresponsible statements that may harm the reputation and security of the country and its supreme interests, regardless of the narrow self-motivation of its owners."

 Kirkuk / Marwan al-Ani

A leader of the popular crowd on Wednesday predicted the liberation battles in western Anbar ahead of the Hawijah battles. Ali al-Husseini, the leader of the popular crowd within the northern axis, said in a statement that "the Joint Operations Command is preparing to launch liberation battles in western Anbar to fully control the western border and prevent the infiltration of criminal elements from the crowd." "The liberation battles in western Anbar will begin before the liberation of Hawija province south of Kirkuk," Husseini said, noting that "the preparations for the liberation of Hawija and its parties are in full swing at the present time," noting that "there are surprises waiting for an organization calling for criminal in the coming days" .

Military and logistical preparations have been underway for days to prepare for the start of the liberation battle of Hawija following the liberation of Tal Afar, west of Mosul. This week, security leaders announced the completion of military plans for the start of the battle of Hawija. Prime Minister Haidar al-Abadi said last week in a letter to the people of Hawija and western areas in Anbar that their liberation from the control of Dahesh has become close. Al-Hawija, 55 kilometers south-west of Kirkuk, controls the post-June 2014. The judiciary, one of the largest districts in Iraq, accounts for 32 percent of the governorate. According to statistics for the administration of Kirkuk province, the judiciary and its areas witnessed the displacement of about 35 thousand families towards the city of Kirkuk after the control of Dahesh in 2014.

The demands of local and government demands to speed up the launch of the liberation of Hawija, but the battles of liberation in Nineveh delayed the timing of the launch for about 9 months. Hawija, a district established by a Republican decree in 1961, and most of its population are Sunni Arabs with a minority of Kurds.
The population of the judiciary is more than 318 600 people according to the statistics of 2014.
Administratively, the province of Hawija follows the province of Kirkuk, and has been the subject of a permanent dispute between the main components of Iraq, especially Arabs and Kurds. The judiciary is one of the disputed areas in accordance with Article 140 of the Constitution. Following the fall of the regime in 2003, the activities of armed groups increased in southwest Kirkuk, including the Hawija district. One of the most prominent groups from Hawija was a platform for its activities (al-Naqshbandi and al-Qaeda), who launched numerous attacks on Iraqi forces and civilians in those areas.

The political parties and a number of civilian activists, in the province of Hawija, demanded in 2013 to turn the judiciary into a province, but the Kirkuk provincial council rejected it, and insisted on staying within the current administrative description. Hawija saw in 2013 demonstrations and sit-ins for several weeks in protest against the government's approach in the era of Nuri al-Maliki, and demanded the release of detainees and the arrest of the law of accountability and justice and move away from policies of exclusion and marginalization. On the morning of the 23rd of April 2013, a large military force coming from Baghdad stormed the sit-in in Hawija, in order to disperse the demonstrations and the end of those gatherings, killing and wounding dozens.

Hawija is an important agricultural area and is the second largest vegetable source in Iraq. The majority of the people of the judiciary are engaged in agriculture for land and fertility. Hawija is characterized by the production of many crops such as cotton, maize, wheat and barley.

Anbar (IraqiNews.com) Iraqi forces are clearing the road to a second Islamic State haven in western Anbar preparing for a military offensive to recapture it, a local official was quoted saying.

Rageh al-Eissawi, a member of Anbar province council’s security commission, said in a statement that security forces launched wide-scale combing operations at roads leading to the town of Rawa preparing for an invasion against Islamic State militants.

He said the operations coincided with intensive air raids on the area by Iraqi warplanes.

Bomb squads are also clearing roadside bombs planted by the militants at those areas, Eissawi added.

Iraqi army forces on Thursday completely took over the town of Annah, just two days after operations launched to free western Anbar from IS.

Islamic State

Anbar’s western towns of Annah, Qaim and Rawa had been held by the extremist group since 2014, when it occupied one third of Iraq to proclaim a self-styled Islamic “Caliphate”. Iraqi troops were able to return life back to normal in the biggest cities of Anbar including Fallujah, Ramadi and others after recapturing them in 2015 and 2016.

Iraqi government and paramilitary forces are currently in parallel operations to retake Kirkuk’s Hawija from the militants. They recently recaptured Salahuddin’s town of Shirqat as part of the offensive.

Baghdad (IraqiNews.com) Islamic State militants are holding 65000 civilians inside their last two remaining havens in western Anbar, a human rights monitor said as military operations managed to reclaim a third bastion.

Those are trapped inside the cities of al-Qaim and Rawa, and are prevented from leaving by mobile militant patrols, according to the Iraqi Observatory for Human Rights. It predicted thousands of civilians to flee to Baghdad and security-held areas in Anbar, voicing fears that the militants were possibly going to use the civilians as hina shields.

Iraqi army forces on Thursday completely took over the town of Annah, just two days after operations launched to free western Anbar from IS.
