A spokesman for the Iraqi government , Saad al - Sabri, told the"new Arab", the government has already embarked on an integrated plan for the post of the " Islamic State " (Daesh) the entire Iraqi territory from his control and liberalization, pointing out that the economic situation of the country is currently hinders the return of all displaced persons  to the liberated cities.

Sabri said the government has embarked on a plan for the post after the elimination of the "Daesh", with regard to the reconstruction of the cities and the extension of civil peace and restore stability , through the return of all displaced people to their homes. 

He explained that "this is part of the Iraqi government 's concerns first, and now we have an integrated vision on that stage include societal consensus  and civil peace and stability and capacity to provide services and fill the needs of the displaced." He added that he will form a ministerial committee headed by a civilian prime minister, Haider al - Abadi , "to coordinate with the provinces and to cooperate with the United Nations ,  which also prepared a program, and there are steps already taken in this regard." 

He continued newborn "There are steps taken to re half of the displaced to their areas, but the economic situation of the country 's direct reason not to return of all displaced people to their areas liberated, we are counting on the international community  in it with our help."

Last week, he announced a military commander , a  senior Iraqi receding control of the organization "Daesh" in Iraq to less than 7 percent, after it was the end of 2014 , about 40 percent of the total area of Iraq. 

And helped international support led Washington 's  Iraq in the liberation of 12 major Iraqi city from the grip of the organization, most notably Tikrit, Ramadi, Fallujah, Hit, wet and Qayyarah vine and Sharqat, as well as the majority of parts of the city of Mosul and its environs.

The Special Committee handed over to the Prime Minister Haider al-Abadi the implementation of the "reform and post-liberation" project headed by Ahmad al-Sadr, two projects for the leader of the Sadrist movement Moqtada al-Sadr.

The political body of the Sadrist movement confirmed on Tuesday that the head of the special committee to implement the electoral reform projects and post-liberation of Ahmed al-Sadr, reviewed with the Speaker of Parliament Salim al-Jubouri projects of the leader of the Sadrist movement Moqtada al-Sadr on the elections and after the liberation of Mosul.

"The committee officially handed over copies of the draft" reform of the elections and the election of reform "and the post-liberation of Mosul to the leader of the Sadrist movement to the prime minister," a statement issued by Sadr's office said on Friday.

The statement added that "during the meeting, the two sides discussed the terms of the two projects and the importance of reaching a fair and fair elections through a new election commission is not accused and doubt its professionalism and independence and a fair election law that meets the aspirations of citizens to represent the real people of Iraq.

He added that "the post-Mosul phase was also emphasized by the organization calling for reconciliation among the people of Iraq and the need to establish an international fund for the reconstruction of the affected areas, as well as relief of the displaced and end their suffering and accelerate their return to their areas after securing them."

The statement pointed out that "the Prime Minister interacted with my projects (reform of the elections) and (after the liberation of Mosul) and promised the Committee to study the two projects."

This was directed by Sadr, on Sunday, the closure of the economic body of the current, considering that the decision comes within the reform project to eliminate corruption.

I know they are still clearing ISIS out, but Abadi better have a solid plan, support, money, equipment, food and massive labor to start rebuilding immediately. If not, he will have another fight on his hands. The day he announces full liberation it has to begin, the rebuilding and infrastructure. From the frying pan into the fire. :blush:
