Joey: CBI’s Shabibi looked for diverse income for their economy and budget so they are not vulnerable to a crisis…so Shabibi was on top of this contingency a long time ago, and they planned for it and need to vote in favor of exporting goods in order to address the decline in oil export. Also they requested to increase other exports. Because of US inability to address the debt problem, they have had to protect themselves with diversification. So back to Diana’s article, Shabibi knew that he had other avenues to pursue.

Patriot: It looks like as we discussed, a couple weeks ago when questions were asked about what could be delaying the RV, and I repeatedly said, “Shabibi is watching what the dollar will do, because once he hangs his dinar on the dollar he has a two year ride; he didn’t want to fill in the ‘X’ until he knew the ‘Y’ in the equation”. Najaf – Najaf Provincial Council has made a preliminary agreement with a Chinese company for it to build a power station, the head of the energy committee in Najaf told AKnews.Talal Bilal said the US$79 million electricity project will have a capacity for producing 100 megawatts. The station will be run on oil. The agreement came after the Chinese National Electricity Company presented an offer to the council whereby the council would pay the costs in installments over five years. The agreement on Wednesday could ease the province’s dire electricity shortfall, as the 100MW plant will provide 25% of the province’s power. The company has vowed to assume operation and maintenance of the station for three years. To produce 100MW the station will require 55,000 liters of fuel per day, a quarter of what Najaf refinery produces per day. “The station will be built near the refinery for the ease of transporting the fuel,” Bilal said. “The company will complete the project in six months and it is expected to operate next summer” Less than 7,000MW of electricity is currently available to Iraq’s power grid which is not adequate to provide most people with even eight hours per day. During the summer months when air conditioners battle the 50 degree heat demand hits 14,000MW.

Erbil is complete, that means HCL is complete, Article 140 is complete, and all the points in the Erbil are done because it’s published in their national record. And what we’ve been seeing in their activity related to sanctions having to be lifted…this is a Sovereign Nation. UN Secretary General Ban Ki Moon, on June 30 stated to the Iraqi Delegation, that they could trade with whomever they choose. Baghdad / NINA/– MP for the Iraqiya Slate , Khaled Fahdawi confirmed serious efforts spent by all the politicians to apply Article 140 of the Constitution.

He said in a statement to NINA today: “Since the security file and foreign relations are of the jurisdiction of the federal government in Baghdad , the shenanigans between Baghdad and the Kurdistan region ought to be resolved internally according to this aspect and it’s not logical to call an international force to solve these problems.”

He added: “The staying of U.S. forces in the region of Kurdistan is incorrect and objectionable, and Kurds were among the Iraqi political forces, who demanded entire withdrawal , alluding that Pm Maliki authorized by political blocs leaders to negotiate with Americans to keep part of their forces for the purposes of training in Iraq .”

In this context it’s noteworthy to remind that MP for the Kurdistan Alliance, Burhan Mohammed announced yesterday that the government of Kurdistan region would maintain a part of the U.S. troops, for “lack of seriousness of the central government to apply Article 140 of the Constitution,” he said.

Shafaq Kurdistan Declared [Alliance The Iraqi Council of Representatives, …on Tuesday, its support for the draft law of oil and gas in Iraq prepared by the Commission of oil and energy, and voted unanimously by the sixteen members, and submitted it to the Presidency of the Council of Representatives.

A member of the Kurdistan Alliance Qassim Mohammed said “Kurdistan is with the draft law of oil and gas, prepared by the relevant committee in the Council and the lifting to the presidency of the Council for discussion, because it is consistent with articles 111 and 112 of the permanent Iraqi constitution, and we do not have any reservations about it.”

Joey: They have voted unanimously on the HCL …and it states the draft law is consistent with articles 111 (which says the resources are owned by the people) and 112 ( GOI will govern the extractions of resources is regulated by law) of the HCL law because of the clarity and support of that document regarding article 140 which says there will be no reservations of the payment to the citizens. They have VOTED UNANIMOUSLY ON THE HCL. That’s exactly what this article that came out today is saying.

Steve: I’ve never thought they can make clear RV decisions until this document is in place, in fact all the final pieces have to be in place. This is a great piece saying they unanimously agree with no dissension; and constitutionally recognizing that the resources belong to the people. No Ambiguity here! HCL is specifically referenced apart from its being included in the Erbil completion.

Patriot: reading an email about low denominations and an RV supposedly projected by the other forums, and he questions that they couldn’t RV until the low denoms are released. They all agree.

Joey: Thinks Vic said something very profound in their meeting earlier in the day, and thinks that Mr. Talibani had a lot to do with the great articles coming out and the daily progress; she asks him to share.

Vic: Mr. Talibani is 78 yrs old and very, very much respected (Allawi 65, Barzani 64, and Maliki 61). Vic reminds us about the culture in the Middle East and Far East where age requires respect by any younger member of society. Any younger person can speak, only after being given permission by an elder person present. The past few weeks have seen much progress being accomplished in meetings at the home of Mr. Talibani, who has the ‘Peace Palace’. We have to remember from proven documentary, when it came time after the trial of Saddam Hussein, President Talibani, was the first to sign the execution papers of Saddam, so that Maliki could be second and it wouldn’t look like he was seeking revenge for the murder of his 7 assassinated brothers by Saddam’s regime. Talibani is from Kurdistan and as you were saying yesterday that we need to keep an eye on Maliki, I believe that Mr. Talibani along with Mr. Barzani is able to do that for the world. In the Middle East, when you are invited to one’s home, and you do your business first, and then break bread together you are with brothers in peace. God Bless Mr. Talibani.

Patriot: We could read a ton of articles for hours tonight, but these are the ones that are the highest priority for tracking our RV event. The positions of ministers is done; and the Erbil agreement is done; the HCL is done; the US Troops have been announced publicly that some will be staying; they are doing business without sanction; the 7 year mineral Geo study was completed recently; and in early September they will be unveiling it’s results to the world which can be justifiable collateral for the value of their currency. Tell your friends we are nearly at the end of this journey.

Also, Get a copy of The Iraq Project and go straight to the end to see where they are and compare it to the news articles we are analyzing here. Once we get an RV, we will open this line to celebrate and then help take the next steps toward post RV navigation.

I've posted on this already several times.

Trade, commerce and development parts of the Ch7 were lifted last Dec 2010. It's nothing new. They've been pursuing trade/development since then.

Ch7 is not fully lifted. Several resolutions remain. I made a list of those and posted them. Most pertain to Kuwaiti issues.

WTO does not accept a country for membership based on the value of its currency. Membership acceptance is based on level of trade value to other member countries.

IMF has not implemented any new rules requiring currencies to be metal backed.

The 3 remaining ministers not yet appointed are still under Maliki's control. He may have interim people managing them, but HE is still in those positions.

Erbil Agreement is not complete. Some parts are, others not. The KEY ones: distribution of power decisions are most definitely not.

Article 140 is not complete. They are appointing a new committee to get it reviewed again. Some has been paid, but most not.

Census is not complete. The people have not been counted to date.

HCL is not complete. It is in 4 parts. Some parts have been done, others not. Distribution and revenue-sharing is not done.

Can't have HCL/revenue sharing done until census is done. Can't get census done until Article 140 is completed.

I have posted these issues several times now. Anyone able and willing to take the time to read the news articles, the WTO website, the IMF website, the Iraq Dev Plan 2010-2014, listen to and read the various UN reports submitted by Iraq and the Iraq Envoy Melkert, would know this information.

Anyone can take the news articles, especially poor translations, and twist them into whatever they want. If they were taken at face value, reading the syntax as it should be read (usually somewhat backwards) they clearly show that even though much HAS been done, a lot still remains to be done.

In addition, Iraq has clearly stated they are coming out with a new currency to replace the old currency. They will be removing 3 zeros. They have stated they have reviewed how Turkey and Brazil did theirs and that they have a lot to learn from those transitions. They state the draft proposal for the currency transition is complete and will be forwarded to the Council for review. After which, it then goes to Parliament for approval and vote. They still have to then create the currency, educate the people and then release the new currency.

If the news and reports are taken at face value instead of reading whatever they want out of it, you too would see that they offer inaccuracies.

So, I stand again to say the Call Squad is not as accurate as they think they are. They are reading more into the news/reports than is there.

This post is not intended to be negative or bashing in any way. It is intended to simply caution those who may want to think they are factual when they may not be. If you believe they are factual based on what YOU yourself have discovered or learned, then that is fine and dandy. I believe otherwise based on the actual news/reports as they are written and not how I choose to interpret them.

I want to interject something here which I feel is important and I read it here in the last 6 months and that is when chap 7 is retired, then chap 8 is in effect the 2 main points are Iraq is free to form their own military for their protection , that is important for sure but this is the real biggie I think and it supports the other areas of revenue that Shabbs is looking into ----It allows Iraq to put VALUE on all the other resources that are there, gold,sulfur, uranium, crops and much more, under chap 7 this is not allowed---so the real wealth of Iraq will be many times higher than the the value of the oil

I read it here ,I don't go anywhere else and try to pick the subtle things out which we seem to miss looking for the RVtomorroww.

I believe the confusion lies with the oil contracts Kurdistan is signing and those Baghdad/GOI are signing. Two different balls of wax.

When the Ch7 sanctions were lifted Dec 2010, those were the ones that allowed Iraq to finally move forward on trade, commerce and development. There were conditions attached, but they could move forward and recreate themselves. That allowed them to enter into contracts for all sorts of imports, oil and land and utility development, agriculture, etc. Saying Ch7 is lifted because the trade embargoes were removed is not being accurate.

The Kurds right now are the heaviest oil producers. They have been pretty much autonomous for many years; and although they are still a part of Iraq, they have their own government, leadership, commerce, trade, and revenue. That is not sitting well with Baghdad, who wants to control everything.

Baghdad is claiming the right to sign any oil contracts while at the same time telling Erbil they do not have any authority to do theirs. This is, and has been, a MAJOR bone of contention between Barzani and the current GOI. Barzani claims the right to continue to develop his region as he sees fit. Maliki sees it otherwise. Maliki wants to control it all.

Under the Erbil Agreement, one of the parts was Baghdad trying to make the Kurds responsible for their own defense and paying for it. This has the Kurds in an uproar because the agreement stipulated Iraq was responsible for ALL defense and all costs for it. This was the battle between Barzani and Maliki. If the Kurds had to provide and pay for their own military, they wanted a larger cut of the oil production. The battle was 17% to the Kurds if Iraq paid for defense, or 19% if the Kurds paid. The battle continues. There's a ton more involved in the Erbil Agreement, which was agreed on and signed by all 3 leaders: Barzani, Maliki and Allawi. Unfortunately, Maliki has reneged on several of the 19 items in the agreement.

Part of the Erbil Agreement also included completing Article 140 which is to find, repatriate and make financial restitution to the people displaced (refugees) by the war. That has been a very slow process. UNAMI is very involved in assisting that process. Until Article 140 is concluded, they cannot do a true census (people count). Until they get a true census, identifying all the people lawfully Iraqis, the HCL cannot be completed. One of the parts of the HCL is the revenue sharing of the oil revenue. It cannot be divvied up until they know how many people are in the pool. Another monkey wrench in this census, Article 140, HCL mess is the fact that certain people do not want to be identified by tribal affiliation or residency location. So they have to be educated on why making those decisions are important to them and their families. This takes time and is a difficult process. Again, UNAMI is in this process as well.

Anyone saying each of these is independent of the others and stands alone is incorrect. Yes, PARTS of each issue are getting done or have been completed. The easy parts. The tougher parts are those facing difficulties, conflict, or stalemate. They plan meetings to form committees to review (again and again and again) these issues, in order to appear they are actually moving forward. This is why you see news articles continuing to claim "the decision for _________ (fill in the blank) will be next week". How many times have you seen 'next week'.... for so many of the still pended and unresolved issues? They simply keep kicking the cans down the road while they continue to squabble over who is in control, who gets to make the decisions, and who is pointing fingers to lay blame.

It has gotten so bad lately, especially with Iran causing so much trouble in the northern region, that the Kurds are once again considering breaking away from Iraq. They are evaluating their strength and ability to defend themselves and are not quite there yet. If the Kurds break away from Iraq, Iran will pounce. So, Barzani has to continue to try to play nice while Maliki goes about lying, reneging, and doing as he likes.

It's a mess, and a VERY complex situation. No one can take any one piece of the equation out and claim it's done. All the parts are intertwined and connected. As to which parts affect the currency...? That's another can of worms entirely. I believe anything to do with the oil and revenue distribution (Erbil Agreement, HCL, census, Article 140) are directly related. As for the remaining few resolutions from Ch7... the Kuwait mess...? Not so sure about that. I've not seen any articles or reports that would tie that in, but again, I don't know. It may.

What is your take on the need for Iraq to do SOMETHING quickly? I mean, it seems that the natives would eventually begin to get restless and all of the supposed investors we keep hearing about (housing projects, oil fields, etc) would not be happy with such turmoil and so many areas of indecision.

Then you have all of the articles that keep saying that Iraq doesn't have enough physical currency due to their notes being so old and worn out.

Wouldn't you then assume that whatever they are going to do they are probably going to hurry up about it.

I don't think they do ANYTHING in a hurry. It's a very slow process. They make agreements they break. They make promises they break. They lie, they cheat, they're corrupt. They're tribal. They have to learn an entirely new way of life, government, society. Watch the unrest over there escalate. It's already started....
