The MobiQi is only one of the services International Smart Card LLC is offering. This company also offers Banking, Voting, National ID see the link below for a quick summary. I'm guessing Iraq will be using the company to help with the distribution of Government payments to their people, including the Food Ration program.

The site says 1.6 million cards issued, and they will have 2 million in circulation BY THE END OF 2010. Old site, not updated, sorry....
