Can someone more knowledgeable than me explain the difference between "being listed on the forex" and this link showing the IQD on the forex?

I'm missing something, yes?

Most world currencies have some sort of value against other currencies.... such as on xe.com you see the IQD at 1168 or so. It is not TRADED on forex as there is no interest in it, it is too high risk, the spreads are too high, and so on. At some point in the future, it MAY become a tradable currency against others, but doubtful. Neither Kuwait, Iran, Saudi Arabia, Jordan, China, etc are traded on forex. Yet, you can see their value against other currencies on many forex and currency exchange sites.
