Stressing, so it is necessary for Baghdad to send the region's share of the budget as soon as possible, and to abide by the agreements concluded.

Regarding the visit of the Kurdistan Regional Government delegation to Baghdad, Hauramani said that the visit of any government delegation from the Kurdistan Region to Baghdad will be in order to find out why the region's share of the budget was not sent.

On the third of August, Baghdad had sent 598 billion dinars as part of the salaries of the public sector in the Kurdistan Region, while the region needs 940 billion dinars per month to cover salaries.

Sabah Hassan, a former member of the Finance Committee in the dissolved Kurdistan Regional Parliament, announced on Monday (August 14, 2023) that an agreement on sending the region's budget was imminent.

Hassan said in an interview with "Baghdad Today" that "the federal financial control delegation present in the region conducted a comprehensive review of the data, statistics and figures of employees in Kurdistan and audited them."

"The governments of Baghdad and Erbil will reach an agreement in the coming days, and the region's full share will be sent retroactively from the beginning of this year, and the advances sent by Baghdad will be deducted," he said.

Baghdad (IraqiNews.com) – The Kurdistan region of Iraq urged the federal government in Baghdad to release additional funds to satisfy its financial obligations, including employee salaries.

The main source of income for the Kurdistan region of Iraq used to be oil exports through Turkey.

12.67 percent of the federal budget was added as a supplement to the oil export revenues Iraqi Kurdistan relies on; however, due to disagreements with Baghdad, these federal budget payments have fluctuated throughout the years.

Turkey stopped Iraq’s exports of 450,000 barrels per day through the oil pipeline that extends from the Kurdistan region of Iraq to the Turkish port of Ceyhan on March 25.

The halt of oil exports from the Kurdistan region of Iraq cost the Kurdistan Regional Government (KRG) billions of dollars.

Turkey’s decision to suspend oil exports followed an arbitration decision issued by the International Chamber of Commerce (ICC) in Paris.

The decision obliged Turkey to pay Baghdad $1.5 billion in compensation for damages caused by the KRG’s export of oil without permission from the federal government in Baghdad between 2014 and 2018.

The KRG began exporting crude oil independently in 2013, a step Baghdad considered illegal.

Baghdad has been transferring money on a monthly basis to the Kurdistan region of Iraq, but the amounts are not sufficient to cover its obligations.

The Iraqi Council of Ministers approved this week a transfer for September, October, and November totaling 500 billion Iraqi dinars (approximately $381 million).

The Kurdistan Regional Government (KRG) said on Wednesday that the amount is less than the 906 billion Iraqi dinar ($691 million) required every month to pay wages.

Thousands of people carrying flags of Iraqi Kurdistan demonstrated on Tuesday in the autonomous region over unpaid civil service salaries, which they blamed on Baghdad, according to the AFP.

The protesters demanded their salaries for the past two months.

Yesterday, Sulaymaniyah teachers announced a strike from official working hours, starting on September 13, coinciding with the start of the new school year, and called on government employees to go on strike.

Last Thursday, the Director General of Health in Sulaymaniyah, Sabah Hawrami, warned against doctors and workers boycotting their work due to delayed payment of their salaries.

The Prime Minister expressed his hope that the (My Account) project would include all public sector employees within two years, indicating that the government is seeking to reach an agreement with the participating banks to expand the scope of the project to include the private sector.


He explained that the process began in Erbil, and will soon include Dohuk and Sulaymaniyah, for the benefit of all employees, noting the participation of three banks in the project, with ongoing efforts to agree with other banks to participate in it.


The Prime Minister stated that those registered in the project will soon receive bank cards from banks, which will allow them to withdraw their money from ATMs easily, and this will help facilitate daily transactions for citizens, reduce corruption and money laundering, and ensure the distribution of salaries on time.


He continued: "We are in contact with the federal government, with the Prime Minister, and with the Governor of the Central Bank of Iraq, and I informed them that the success of an accounting project in the Kurdistan region will benefit all of Iraq. They were pleased with that, provided many facilities, and expressed their support for us in this regard."


The Prime Minister thanked the Minister of Finance of the Kurdistan Region for his continued support and clear efforts in the project. He also expressed his thanks to the members of the Prime Minister’s Office who worked hard in its implementation. He also praised the role of the Information Technology Department in the Regional Government, which played a major role in the success of the process.

The Prime Minister reiterated that the process of digitizing the banking system will contribute significantly to establishing an infrastructure that enhances the stability of the economy in the Kurdistan Region, which will reflect positively on the lives of citizens and the efficiency of the work of banks.
