Your right.

HCL profit sharing will come from future oil sale profits, not the Budget or HCL.

HCL was the agreement with the Kurds or better known as Erbil Accord over what percent of the Budget they would receive.

Profit sharing to the citizens comes from oil sales as stipulated in the HCL.  IMHO.
