Shafaq News/ A number of employees of the Ministry of Higher Education, Municipalities and the Tourism Authority gathered, on Wednesday morning, in front of the Governmental Bank of Shirwana in the Garmian administration within the Kurdistan Region, to protest against the delay in disbursing their monthly salaries for last June.

Shafaq News/ The Minister of the Region for Negotiations with the Federal Government, Khaled Shwani, said on Friday that the delegation of the regional government in charge of negotiating with the federal government conducted about 25 official visits to the capital, Baghdad, with the aim of resolving differences and outstanding issues between the two sides, returning Baghdad as the best place to overcome those differences.

Shafaq News / It has been more than 22 days since the announcement of the salary distribution list for the month of June, according to the salary schedule issued by the Ministry of Finance and Economy in the Kurdistan Regional Government, but the process of distributing salaries in the Garmian administration is not over yet.

An informed source told Shafaq News Agency, "Some employees of the Ministry of Municipalities and Higher Education did not receive their salaries for the month of June, such as the General Directorate of Garmian Municipalities, Water and Water Resources Directorates, higher education and scientific research employees, as well as free lecturers."

Shafaq News/ The Minister of Finance of Kurdistan Region, Awat Sheikh Janab, circulated a new decision to all ministries and government departments regarding the issue of salary distribution, in which he directed sending employee payrolls before the 20th of each month.

This came according to an official letter appended to the Minister's signature on the 16th of August, that any department that does not commit to sending payrolls on the 20th of each month, its salaries will be delayed.

And the spokesman for the Kurdistan Regional Government, Jotiar Adel, had said in a statement in May of the year 2022, that the salaries of employees and workers in the public sector are “generally provided as follows: oil revenues of 350 million dollars, internal revenues of 128 million dollars, the money that the government sends Federal: $138 million,” noting that in January and February, the money that was supposed to be sent by Baghdad to finance the salaries of the region’s employees did not come.

A source in the Ministry of Finance told Shafak News Agency, that August's salaries will be distributed from September 1 to September 22.

The source added that the process of distributing salaries for the month of August was left with nothing but the signature of the Minister of Finance and the start of distributing salaries.

The spokesman for the regional government, Jutiar Adel, said in a press conference, which was attended by Shafak News Agency; "55% of the oil revenues in the Kurdistan Region for the year 2021 were spent on internal expenditures." 

Adel added; That "total public revenues (oil and others) were 46.3 trillion Iraqi dinars, while public expenditures amounted to 49 trillion dinars.

Talabani said during his participation in a special investment forum attended by the correspondent of "Nas Cord" (17 September 2022) that "the region suffers in general from a budget deficit, but the deficit in Sulaymaniyah is greater due to the disparity in the distribution of imports and budgets compared to Erbil and its dependencies."  

  

Talabani added that "the people in charge of the system of the two administrations in the region during the previous years agreed to distribute the imports between the departments of Sulaymaniyah and Erbil by 43% for Sulaymaniyah and 57% for Erbil, and the division is still in effect until now, including the funds allocated for salaries, although salaries are a sovereign matter."  

  

Talabani stressed "the need to end the equation in view of developments and changes in the situation," stressing that "a committee is studying the issue now in order to find a solution."
