He added, "Discussions to end the political blockage will be joint between the parties of the Quartet Alliance and any party, whether the Sadrist bloc, the Democratic bloc or the sovereignty, in order to end the differences and form the government."

Al-Rikabi noted that Muqtada al-Sadr presented his candidate for prime minister during his meeting with the political forces; But the political map has now changed, and this does not mean that the candidate's name should not be put forward with the other names, and it is possible for him to express his objection to the chosen candidate.
And he indicated, that any prime minister who will be assigned in his next mission should not accept a selective government program, and he must put the files that concern the life of the Iraqi citizen and keep the specter of high prices and the water and energy crises in priorities.  
Al-Rikabi concluded, that the framework will not agree to proposals to keep the caretaker government, and it is assumed that there will be a strong government to overcome crises, and we must go by presenting options to the political parties, and the President of the Republic should invite to the dialogue table to proceed with the vote on the presidential candidate.

Transforming the system from a parliamentary to a presidential one is one of the demands called for by the popular protests (Reuters)

  

 

The stifling political crisis in Iraq 's political system has created some solutions, including the dissolution of parliament , the re-election and changing the system to a presidential one. Despite these propositions, it faces obstacles from the old guard and the founder of the new political system after 2003. Independent MP Muhammad al-Khazali revealed his proposal to transform the political system into a presidential system and abolish the constitution.

 

Transforming the system from a parliamentary system to a presidential or semi-presidential system is one of the demands called for by the popular protests that began in October 2019, but political differences prevented this.

Al-Shammari pointed out that "what wisdom demands is to provide the main priorities in services, health and electricity for the work of the government, and the government program must be agile and clear according to clear priorities."

He added, "We want to reach an electoral law that addresses the loopholes in which the previous law was signed and increases the percentage of electoral vote representation," noting that "the amendment of this law requires a stable political environment."
Al-Shammari indicated that "the popular opinion says that the next government will not last more than two years, and I personally see its continuation until the next elections, which may be delayed until the 2024 elections."
He explained, "The framework emphasized that the understanding with the independents remains valid and supported, and there is a great opportunity for them to present the prime minister's candidate in accordance with the specifications."

He noted that "the coordinating framework is the Shiite political house, not an alliance, and we are part of this house, and whoever will form the government is forces from within the framework, and it will announce itself in the House of Representatives, and if the framework announces itself, the Wisdom Movement will withdraw from it as it will not participate in the government."

Raed Fahmy: Sadr's withdrawal achieves the essence of the idea of the political majority

The Secretary of the Leadership Council of the Patriotic Union of Kurdistan, Farid Assard, earlier highlighted the situation of the parliament after the resignation of the Sadrist bloc's deputies.  

  

Assard said in an analysis published by the “Al-Marsad” website, followed by “Nass”, (June 19, 2022), that “although he had previously indicated on several occasions that he might withdraw from the House of Representatives, these hints were not taken seriously, But it is now clear that he was not joking and that he was serious about what he was saying and was not intending to use that threat as a pressure card.    

  

He said, "Before we go into talking about the step that al-Sadr took, there are three points that it is necessary to know. The first is that the resignation of deputies from the House of Representatives does not require a majority vote, and it is originally not submitted to the parliament, but rather to its presidency, and it is not right The presidency of the council stops or rejects the resignation, and the second: is that the election law regulates the process of replacing members of the council in a way in which the candidate with fewer votes replaces the resigning member, and the third: is that the resignation is final, which means that the member, as soon as he submits his resignation to the presidency of the council is considered resigned He will no longer be able to return to the council."    

  

And he indicated that "therefore, these resignations will not disrupt the work of the parliament, but will certainly lead to a complete change in the composition of the parliament, because those who will replace the independent members will be Sadr's competitors, specifically they will be either from the coordinating framework or from the independents." .    

  

He added, "It is obvious that this result will lead to a dramatic change within the parliament, in which the framework, alone or with some of its supporters, will be able to form the largest bloc first, and then form the new government later."    

  

He continued, "Al-Sadr was able from the beginning to maintain his superiority, avoid this option and accept what is less than his ambitions, monopolizing the first place in the political process for himself, but it seems that the way Al-Sadr thinks is complex and leaves only a small margin for bargaining, and in this he proves He does not care about positions and finds himself able to make any decision, no matter how difficult it is.    

  

And the General Secretariat of the House of Representatives, earlier, issued a parliamentary order to terminate the membership of the Sadrist movement’s 73 deputies, so that the Sadrist bloc’s replacements would be among the top losers in the various lists, provided that a session is set for their swearing in.

The former Inspector General of the Ministry of Interior, legal expert Jamal Al-Asadi, commented earlier, about the possibility of the replacement of the "Sadrists" deputies in the first upcoming sessions of the House of Representatives.

The data of the "Kalwadha" Center showed that 12 of the vacant seats went to candidates from the "Al-Fateh" coalition, which represents the "Popular Mobilization", and includes factions allied with Iran.  

  

With this increase, the number of deputies for the coalition led by Hadi al-Amiri rose to 31, according to the center, to remedy the significant decline it achieved in the recent legislative elections, after it was the second force (48 deputies) in the 2018 parliament.  

  

On the other hand, the independents won 11 of the total vacant seats, bringing the number of deputies to 34.  

  

  

The "Extension" movement, which it says is emanating from the protest movement that erupted in October 2019, headed by Alaa Al-Rikabi, came third in the list of winners from the resignation of the Sadrist bloc, by gaining 7 additional seats, raising the number of its representatives in Parliament to 16.  

  

In turn, the "National State Forces" coalition, which includes the "Victory" coalition headed by former Prime Minister Haider al-Abadi, in addition to the "Hikma Movement" headed by the cleric Ammar al-Hakim, won 7 additional seats, bringing the number of members of the bloc in Parliament to 11.

For his part, the "State of Law" coalition led by former Prime Minister Nuri al-Maliki won 5 seats out of the total vacant seats, bringing the total of its bloc members in Parliament to 38 deputies.  

  

The same number of vacant seats (5) went to the "Huqooq Movement", a new political group close to "Kataeb Hezbollah", one of the factions of the Iraqi "Popular Mobilization", and led by Hussein Mu'nis, bringing the number of its representatives in Parliament to 6.  

  

The rest of the seats were distributed among the "National Contract" coalition led by the head of the "Popular Mobilization Committee" Faleh al-Fayyadh (4 additional seats, for a total of 5), and the "Designation" coalition, a political bloc in Basra province in southern Iraq headed by Amer al-Fayez, with 3 additional seats, bringing the total to 5. Eight months after the early legislative elections, the main political parties in the country are still unable to agree on the next government, and each of them claims to have a majority in parliament, which includes 329 deputies. 

Al-Sadr announced two months ago that he would turn to the opposition. He called on his political opponents in the coordination framework that includes Shiite blocs, most notably the rule of law led by former Prime Minister Nuri al-Maliki, and the Al-Fateh bloc representing the pro-Iranian Popular Mobilization factions, to form the government.

The Sadrist movement, which headed the "Save a Homeland" alliance with the Sunni "Taqaddam" bloc led by Parliament Speaker Muhammad al-Halbousi, and the Kurdistan Democratic Party, wants to form a majority government, stressing that its bloc is the largest in parliament (155 deputies). 

As for the coordination framework, which says that it has a bloc of about 100 deputies, it is pushing for the formation of a consensual government that includes all Shiite parties, as has been the political tradition in Iraq for years.
