The Ministry of Labor and Social Affairs signed a memorandum of understanding to reform the protection system with the United Nations Children's Fund, which includes the provision of financial grants to children and pregnant women and the inclusion of youth workers in the informal sector in its services.

The head of the Social Protection Authority, Huda Mahmoud Sajjad, said, in a statement reported by the official newspaper "Al-Sabah" and seen by "Economy News", that "the memorandum concluded by the ministry with the United Nations Children's Fund, the International Labor Organization and the World Food Program, in cooperation with the ministries of Planning and Development Cooperation, And trade, aims to develop a strategy and roadmap for reforming the social protection system over a period of five years (2025-2021) in order to respond in the short-term to the repercussions of Corona, as well as to protect the lowest-income citizens during and during the financial and economic reform.

She added that "one of the goals of the memorandum of understanding is to provide financial grants within the protection network for children and pregnant women, with coordination and coherence between the authority and the ministries of education and health, as well as expanding the access of young workers in the informal sector to the employment-based protection system in the active labor market."

The head of the authority explained that "the memorandum of understanding will contribute to unifying the program and information record of the Social Protection Authority and the ministries of health, planning and education, so that access to information is better and smooth," noting that "the memorandum stressed the importance of effective coordination between governmental and non-governmental agencies to ensure integration in achieving outputs." reform of the social protection system.

The ministry's spokesman, Abdul-Zahra Al-Hindawi, said in an interview with the Iraqi News Agency, and followed by "Al-Iqtisad News", that "the increase in the unemployment rate in Iraq came due to the conditions that Iraq went through during the year 2014," noting that "Iraq went through multiple difficulties that began with the entry of terrorist groups and what It was accompanied by a drop in oil prices that led to the suspension of many projects, in addition to the Corona pandemic, which led to an economic downturn and the closure of many economic activities, which generated a lot of unemployment among young people.

He added, "The Ministry of Planning carried out a survey of three governorates (Baghdad, Basra, and Nineveh) to find out about small and medium enterprises and thus draw appropriate development policies to provide support and create better conditions for these institutions," noting that "the unemployment rate available to the ministry for the year 2020 is 14%, specifically 13.8%".

He continued, "This percentage varies from one governorate to another, according to the economic situation and the conditions the governorate is going through," noting that "the Ministry of Planning is working on a new survey to find out the new indicators of unemployment, and perhaps it will be completed by the end of the year."

Al-Hindawi stressed, "The importance of the survey lies in drawing a realistic and accurate picture of the reality of small, small and medium enterprises. Draw it to find out the reality to develop solutions.

The Ministry of Planning announced the results of the survey of small and medium enterprises, which was carried out by the Central Bureau of Statistics, in partnership with the United Nations Development Program and with the support of the US Agency for Development, in three governorates (Baghdad, Nineveh and Basra).

Al-Ghazi praised “the effort of the program in support of Iraq, in coordination with donor countries and local and international organizations, as well as the projects to be implemented in the southern governorates, which will target youth competencies and energies,” stressing “the need to set priorities for the projects that will be implemented.”

He pointed out that "working with this card equipped with a secret number (code) is by installing a reader application on the agents' mobile phones, where the agent and through this application the card is read and verified by entering the secret number, where the quantities of vocabulary and the number of individuals appear for the purpose of preparing the family, and at the same time it will reach A notice to the central calculator and the catering centers after the citizen receives the items.


He added that "the Sadr Supply Center in Baghdad and supply centers from the governorates of Dhi Qar, Anbar, Diwaniyah, Maysan, Najaf, Kirkuk, Diyala and Nineveh were selected," noting that "the first phase was applied to the category of those covered by the social protection network, and after that it will be applied to other categories covered by the supply system."


He added, "The project came to facilitate and simplify procedures for citizens to receive food items, which comes in line with the requirements of the current stage, which is witnessing a qualitative leap in the world of technology, as well as eliminating cases of manipulation and corruption in this aspect."


It is noteworthy that the ministry had earlier launched a catering program on smart phones in Najaf governorate after issuing electronic ration cards for holders of the unified national card and in cooperation with the World Food Program to promote the ration card transactions from transfer, halving and addition, as well as paying the fees of collection through it.

committee hosted the governors of Nineveh, Anbar, Diyala, Salah al-Din and Kirkuk.

 

At the beginning of the meeting, the Minister of Planning said, according to a statement by the ministry, that "the ministry is ready to provide all possible types of support for the success of the committee's work,"  noting that "the government and the Ministry of Migration and Displacement have made and are making exceptional efforts to address the displacement file, in light of the national plan to return IDPs approved by the Council of Ministers.


He added that "the serious cooperation between the concerned ministries and governorates has yielded good results that have been positively reflected in the closure of many camps after the return of the displaced to their areas," speaking of "the existence of cooperation with the international community in order to contribute to the implementation of the plan."

 

Battal noted that "an international conference is being prepared as part of the government's efforts to end the displacement file and put an end to the suffering of the displaced."


For her part, the Minister of Migration and Displacement praised "the great support provided by the Ministry of Planning, to implement the plan for the return of the displaced," noting "the closure of many camps during the last stage, and efforts are continuing towards closing all camps, after providing the appropriate conditions and securing the requirements for voluntary return for all." displaced persons."


In addition, the governors provided an explanation of the conditions facing the return of the displaced, welcoming the government’s efforts in this field,  while the committee discussed, in its third session, which was held at the headquarters of the Ministry of Planning, the issues and files on the agenda, and took the necessary measures and recommendations regarding them.

The Undersecretary of the Ministry of Planning, Maher Hammad Johan, said during a speech delivered on his behalf by the Minister of Planning: “The response document and the recovery plan from Corona 2021-2023 prepared by the ministry in cooperation with the United Nations Development Program, ministries, governorates, the private sector and civil society with the team of experts and specialists came in difficult circumstances. And complicated after the great and dangerous repercussions of the pandemic, which struck all countries of the world and left difficult economic and social repercussions.

He added, "Iraq was able to develop a vision to address the economic, social and spatial effects of Corona, which came within the framework of the response document, which we were keen to be responsive to reality and flexible in its ability to accommodate various variables over the implementation period to reduce the impact of the expected changes, as well as being realistic and participatory." Johan pointed out that the document included three axes that were affected by the repercussions of the pandemic, namely the economic, social and spatial,” stressing that “the document came in order to confront the challenges and structural problems that development in Iraq suffers from, and to achieve capacity and resilience through the ability of executive departments and policy makers to mobilize capabilities Necessary to confront and contain crises and work to provide the elements of internal resilience to those affected by the crisis through protection and basic social services to enhance community cohesion and achieve economic response and recovery while supporting macroeconomic growth in a sustainable path, promoting balanced and just spatial development, as well as providing infrastructure for services in all governorates ".

For her part, the expert, Prof. Dr. Wafaa Al-Mahdawi, said in a speech she delivered on behalf of the experts who participated in writing and preparing the recovery document: This document is an implementation, and in writing it we faced how to get out of the traditional pattern of writing policies, since writing the recovery document came at a time when we suffer From health, financial, economic and social crises. She added, "This great challenge required experts to raise the level of policy writing to innovation and turn it into effective and innovative policies."

She pointed out that these policies that have been prepared must be translated into reality in the short, medium or long term, as they are innovative policies. She indicated that the role of state institutions and all participants is to transform these innovative policies into operational policies and translate them into practice, noting that "Iraq ranks first among the countries in the Middle East and North Africa, being the only country that has prepared a document or plan to recover from the Corona pandemic."

It is worth noting that the workshop included a presentation on the response document and the recovery plan from the repercussions of the Corona crisis presented by the Undersecretary for Technical Affairs, Dr. Maher Hammad Johan, as well as discussion sessions that included three axes: The first is the economic axis headed by the Director General of the Department of Economic and Financial Policies, Dr. The second was headed by the Director-General of the Department of Human Development, Dr. Maha Abdul Karim Hammoud, while the third was headed by the Director-General of the Department of Regional and Local Development, Dr. Muhammad Mohsen Al-Sayed, with the participation of experts, representatives of ministries and concerned authorities.
