The Parliamentary Legal Committee confirmed, on Wednesday, that the decisions of the Federal Court are binding on all and are not subject to appeal, and are obligatory for implementation by all state institutions.
Committee member Hassan Fadaam stated to NRT Arabiya, (September 29, 2021), that “the articles rejected by the court in the budget law will fall from the law and will not be implemented,” stressing that “the decision of the Federal Court obliges all government agencies to implement these paragraphs without any delay".
And he supported, "The decisions taken by the Federal Court to challenge them in favor of the government, include allocations to compensate employees' salaries, contracts and procedures."
He explained, "It also agreed to the government's appeal by refusing to impose 15% taxes on fuel, and the costs of oil licensing rounds," noting that "the Federal Court also agreed to the government's appeal by refusing to establish petrodollar funds."
And he supported, that "the decision of the Federal Court on appeals in the articles of the budget law will be valid until the end of this year," noting that "the 2022 budget law will not be delayed and it will be approved before the end of next January."
He pointed out that "in the event of a delay in the next budget, work will be carried out according to the Financial Management Law until the adoption of the new budget."

The Federal Supreme Court approved, on Wednesday, 6 contested paragraphs in favor of the government, and the appeal was received on 4 articles.

The most important articles approved by the court:

Approval of the government's appeal to add allocations to compensate employees' salaries, contracts and wages.  

Approval of the government's appeal to refuse to impose 15% taxes on fuel.  

Approval of the government's appeal regarding the costs of oil licensing rounds.  

Approval of the government's appeal to refuse to establish petrodollar funds.

Today, Wednesday, the Federal Supreme Court approved 6 contested paragraphs in favor of the Iraqi government, while it rejected 4 paragraphs.

The Iraqi News Agency stated, "The Federal Court agreed to the government's appeal to release the hand of the Minister of Finance by agreeing to add financial allocations to compensate employees' salaries, contracts and wages, as stated in Article 50 / A."

She added, "The court also approved the government's appeal to refuse to impose 15% taxes on fuel, in addition to approving the government's appeal regarding the costs of oil licensing rounds."

And regarding the refusal of the Finance Committee’s control over the distribution of projects in the province, the agency stated, “The Federal Court agreed to the government’s appeal on this issue.”

And she continued, "The Federal Court agreed to the government's appeal to refuse the establishment of petrodollar funds by the provinces, and considers it the exclusive authority of the federal government, while the government's appeal regarding the unconstitutionality of raising the prices of wheat and barley is considered constitutional and within the powers of the House of Representatives."

On Wednesday, the Federal Court announced the approval of 6 contested paragraphs in favor of the government, including the government's appeal to refuse to impose 15 percent taxes on fuel, while 4 paragraphs were rejected .

And quoting the Iraqi News Agency, in a news item, stating that "the Federal Court agreed to the government's appeal to release the hand of the Minister of Finance by agreeing to add financial allocations to compensate employees' salaries, contracts and wages, as stated in Article 50 / A. "

He added that "the court also approved the government's appeal to refuse to impose 15% taxes on fuel, in addition to approving the government's appeal regarding the costs of oil licensing rounds ."

Today, Wednesday, the Federal Supreme Court issued a ruling on the appeals submitted by the government in the fiscal budget for the year 2021.

The court decided to approve 6 contested paragraphs of the budget in favor of the government, and the appeal was received on 4 articles.

And it agreed to challenge the government by adding allocations to compensate employees' salaries, contracts and wages.

The court also agreed to appeal the refusal to impose 15 percent taxes on fuel and agreed to the government's appeal over the costs of oil licensing rounds.

The Federal Court approved the government's appeal by refusing to establish petrodollar funds.

The Federal Court has officially circulated its special decision in the governmental appeals case in the Federal General Budget Law 2021, to all ministries and state departments to proceed with its implementation.

On September 20, the Federal Court decided to approve six contested paragraphs in favor of the government, and the appeal was received regarding four other articles. On fuel, it also agreed to the government's appeal regarding the costs of oil licensing rounds, and it also agreed to the government's appeal by refusing to establish petrodollar funds for the oil-producing governorates.

Court issued a Federal, on Thursday, a decision to be unconstitutional Article 15 of the Competition Act and antitrust No. 14 of 2010.

And the Federal Court’s media said in a statement, that “the Federal Court issued a decision in the case numbered 68 Federal – 2021 on 5/10/2021, unconstitutional of Article 15 of the Competition and Anti-Monopoly Law No. 14 of 2010.”

He pointed out that "the court ruled that this article is unconstitutional for violating the provisions of the Constitution of the Republic of Iraq for the year 2005."
He continued, "It is reported that this law was published in the Iraqi Gazette, issue (4147) on 9/3/2010."
