Baghdad - conscious - Karrar Khalil

Today, Monday, the Joint Operations Command denied the news of the transfer of families or belonging to ISIS terrorist gangs from the Syrian Al-Hol camp, while it identified the reasons for the security breaches in some areas.

The spokesman for the leadership, Major General Tahsin al-Khafaji, told the Iraqi News Agency (INA), that "Al-Hol camp is of interest to all relevant authorities, as it contains families and members of ISIS terrorist gangs," indicating that "there is contact with the relevant authorities, especially with organizations." The international community and also through the United Nations regarding the camp. "

Regarding the news of the transfer of families from Al-Hol camp to Iraq, he explained that "everything that is raised and said on the communication sites about the issue is not accurate," explaining that "the Iraqi government continues to work with the relevant authorities until specific circumstances or cases are created to decide on this issue."

Regarding the security breaches, Al-Khafaji stressed that "the occurrence of security breaches does not mean that there is a weakness in the Iraqi security forces, but the reason for them is that there are some sleeper cells trying, through their shelter or the incubators that exist for them, to make breaches as they try to withdraw those areas into the influence of conflict and sharing." ".

He continued, "The great pressure exerted by the security forces on these groups and the cooperation of citizens with them contributed greatly to the elimination of these groups and their exit from their burrows," noting that "the Tarmiyah area and northern Baghdad are dense agricultural areas in which ISIS terrorist gangs can try to hide or attack. On the security forces through it because of the density of trees. "

Al-Khafaji pointed out that "there is a great intelligence work and cooperation by the citizens in those areas, which contributed and contributes to the stability of these areas," explaining that "the security breach does not mean that there is a state of instability in those areas or the existence of weakness or complacency with those organizations."

"One thing is clear, which is that the critical relationship between Baghdad and Erbil urgently requires a sustainable strategic dialogue."

 Kurdistan24 Erbil

ERBIL (Kurdistan 24) - The Special Representative of the Secretary-General of the United Nations in Iraq, Jenin Hennis Blasshardt, said Tuesday that the relationship between Erbil and Baghdad requires a sustainable strategic dialogue, and indicated the need for a long-term constitutional path to advance the relationship between the two sides.

"We are still developing compromises, and despite some sporadic successes in the form of one or two specific agreements, we still urgently need a long-term constitutional path forward" between Baghdad and Erbil, Blashart added in a briefing to the Security Council.

"The parties still express their willingness to sit at the negotiating table, but in the absence of a regular and structured institutional dialogue, sustainable progress will remain elusive," she added.

Blashardt touched on the federal budget file, and said that it "includes a deal on revenue sharing between the federal government and the Kurdistan Regional Government, which was reached after lengthy negotiations ... and the vague wording opens the door to different interpretations and mutual accusations of non-compliance."

"Now, this does not bode well for the future of relations between Baghdad and Erbil, and it is also worrying in the context of the upcoming elections where differences can easily be used to amplify divisions," Blashart said.

The UN envoy expressed her hope that "the Kurdish calls for intensifying UN mediation will bear fruit. But for this to happen, the United Nations Assistance Mission for Iraq needs the support of the federal authorities as well."

"One thing is clear, which is that the very important relationship between Baghdad and Erbil urgently requires a sustainable strategic dialogue as well as clear-cut implementation mechanisms. I must admit that my experiences so far do not give rise to optimism in this regard," she said.

In her briefing, Plasschaert addressed the Kurdish efforts to unify the ranks and said that it is "commendable and calls for optimism, as the union is only as strong as the links between its components, and these ties are strengthened through reconciliation and cohesion in local communities."

On Sinjar, the UN envoy said, "The representatives of the federal government and the Kurdistan Regional Government are engaged in discussions about the security provisions in the agreement that was reached last October."

"These provisions have not been implemented yet, which hinders progress in administration and reconstruction. Here, too, there is a negative feeling due to the absence of institutional dialogue and implementation mechanism between Baghdad and Erbil, which fuels misconceptions and lack of confidence," she added.

The Labor, Social Affairs, Migration and Displaced Committee called on the government to fulfill its promises in order to resolve the issue of the displaced and not leave it subject to electoral bids and the political mood, indicating that the problem does not lie only in the return of hundreds of thousands of displaced persons to their areas, but also in providing services and adequate livelihoods after their return, as well as a solution Accumulated regional problems.
The head of the committee, MP Raad Al-Dahlaki, said in an interview with “Al-Sabah” that “the file of the displaced is not a priority of the government, even some areas where there are displaced people are not under the control of the government, and even if we interview them, we need official approvals to see them,” explaining, “We were We hope that the government during the past two years will give priority to this humanitarian file, but it has placed the burden on the shoulders of the Ministry of Immigration, which was able, through the financial allocations available to it by the government, to return five million displaced people and close many camps, leaving only 22 camps.”
He pointed out that "the return of the displaced in this way is a return to the unknown, as the Ministry of Immigration worked outside the scope of its powers and responsibility because the return of the displaced is within the powers of the government and the service and health ministries and to prepare the appropriate ground for them, but the other ministries did not care, so the Ministry of Immigration was in a valley and the government in a valley." else".
Al-Dahlaki refused, "the forced return of the displaced in light of the lack of an appropriate climate for them, related to providing money for the returnees, compensation and infrastructure, and to get out of this embarrassment and because the current government cannot confront those who prevent the return of the displaced, so it started not to care about return and not give them priority."
He added that "to get out of the political bidding, this humanitarian file must be resolved, so we submitted official books to the Cabinet Secretariat, the competent authorities, and the Ministry of Immigration regarding the formation of a higher committee to return the displaced, and the answer did not come," explaining that "with the advent of the elections, auctions are taking place in the name of the displaced and their entry into a political auction." .
Al-Dahlaki called for "the need to prepare regionally before the return of the displaced by bringing tribal views closer," expressing his regret that "some refer to the displaced person as a terrorist despite the injustice that ISIS has inflicted on him and the harsh conditions he suffers."
The spokesman for the High Commission for Human Rights, Ali al-Bayati, confirmed in an interview with "Al-Sabah", that "the mistake was from the beginning assigning the responsibility of returning the displaced to the Ministry of Immigration only. The file is complex and needs all federal and local institutions to take responsibility for it."
He added, "We appreciate the efforts of the Ministry of Immigration for the return of many displaced persons, but the recent return was marred by many indications of their forced return, and this is according to the testimony of the (UNAMI) mission," noting that "the file of the displaced had to be closed, as the Ministry of Immigration announced, at the end of last year. 2020, however, there are still 1.2 million displaced people in the camps, and the largest number of them are in unofficial camps, unfinished structures and buildings and other sites that were not included in the camps of the Ministry of Migration,” calling for a comprehensive plan to resolve the file personally supervised by the Prime Minister.

On the other hand, Yarallah confirmed the continuation of digging trenches and strengthening the berms to secure the Iraqi borders, in addition to setting up thermal cameras, adding, "The borders are well placed and they are held almost tightly and there are no fears of them."

He denied that the Ministry of Defense had opened the door to recruiting in the army, explaining, "There is no new recruiting during the current year, and no funds have been allocated within the budget for this purpose."
