Expanding the state’s role in the economy and society, especially the salaries of employees and retirees, which grew by 400% during the period 2004-2020, at the expense of spending on infrastructure and building fixed capital in the country. This led to a decaying private sector and a labor market tending to public employment and continuing to be overly dependent on oil revenues.
 
2. The rentier role of the state: The rentier expansion of the state has distorted the economy and society, especially in the sectors of water, electricity, and the ration card. The state provides these services for free or almost free of charge, as this system has been designed since 1991 on the basis of allocating a quota for each Iraqi family based on the number of its members Regardless of the per capita income, which added much greater economic costs than the direct costs, which are estimated at 2.4 trillion dinars annually.
The state’s almost complete ownership of the water and electricity sectors and its excessive influence on inputs and outputs, including setting prices and providing subsidies, imposes huge burdens on the government to finance these services without recovering their costs. Electricity subsidies alone cost 10 trillion dinars annually.
 
3. Population pressures resulting from the high population growth rate that will raise the population of Iraq to 5 million in 2030, and the increase in the number of those under the age of 30 years to about 66%, which will lead to significant additions in the workforce, where about 5 million people will enter To the job market during 2020-2030.
 
4. The Corona pandemic and the collapse of oil prices, which led to salary expenditures for employees and retirees accounting for 122% of Iraqi oil revenues in 2020. This situation has led to a widening of the budget deficit and an increase in government debt.
 
5. Weakness of financial institutions in Iraq represented by the absence of policies and regulations for revenue management as well as reliance on paperwork in the budget calculation process. In addition to Iraq’s lack of an integrated financial information management system that connects electronically between all government spending units, in addition to the unified treasury account that combines all government accounts in one treasury account, and this means the government’s lack of control over all data and information related to its various financial sources and cash balances.
 
Where is the corruption?
Although the paper was correct in determining the general background of the economic problem in Iraq, it neglected the most important economic problems that prevent the development of the Iraqi economy, represented by corruption, which is expressed in the late ranking of Iraq in the Corruption Perceptions Index, which is ranked 168 out of 180 countries.
 
Corruption is one of the most important problems of sustainable development. Corruption undermines public trust in government and private companies, causes injustice, reduces the efficiency of fabricated operations, impedes the ability to retain high-quality employees, impedes attracting investments, and causes waste of resources and money.

It is noteworthy that the Iraqi Finance Minister himself says that there are about 250 billion dollars missing in Iraq that are sufficient to build several countries. Nevertheless, we did not find the word corruption in the white paper, and then the paper did not include any serious treatments to confront corruption and recover money from the corrupt.

Regarding the appointments, Allawi said, "There is no room for recruitment, and thousands have been employed in an ill-considered manner, as it is not possible to appoint in light of the current job scale and allocations."

Regarding the region’s share, the Minister of Finance emphasized that "this matter is governed by population ratios, and that the problem arose from the export of oil," pointing out that "the decline in oil prices has fueled disagreements in the region and Baghdad."

"The white paper referred to a reduction in salaries and wages from 25% to 12.5% of the gross domestic product over a period of three years," Al-Marsoumi said in a blog post monitored by Yass Iraq.

 

Al-Marsoumi explained that “the white paper that derives its theoretical origins from the neoclassical school aims to use fiscal and monetary policies to address the deficit in the balance of payments and the general budget,” considering that “it was preferable for the salary reduction to be calculated on the basis of its percentage of operating expenses or public expenditures and not through Its ratio to the gross domestic product, which is an inaccurate judgmental and estimating criterion, in addition to that the payment of salaries is through the general budget and not through the gross domestic product.

 

Al-Marsoumi indicated that “Assuming that the base year on which the reduction is made is the year 2019, when the gross domestic product in Iraq reached 263 trillion dinars, salaries and wages expenditures will be around 65.750 trillion dinars, according to the ratio of 25%, and will be reduced within three years (from 2021 to 2023) to half, to 32.875 trillion dinars.

 

He explained that "this occurs through first: the absolute reduction of salaries at specific rates starting from the year 2021, and second: by setting an upper limit for salaries, and third: by including taxes on all salaries and allocations, including profits, incentives, etc."

The source told Shafq News that the finance ministry informed banks of the suspension of salaries due to the lack of cash on the one hand, and pending a parliamentary vote on the lending law.

Banks had released salaries for most ministries, the remainder of which belonged to departments of different ministries and some independent bodies.

Employees' salaries are usually paid from the 15th of each month until the 26th of the same month, but in September, the payment of salaries to government employees was delayed for the first time due to the financial crisis.

Iraqi finance officials have already confirmed that the country's financial pressure will continue for the foreseeable future, as the country's main source of income from oil exports will continue to be affected by the global drop in demand and the massive outbreak of the Corona epidemic.

Al-Kazemi announced, on June 22, 2020, the preparation of what he called the "White Paper", which includes economic, financial and administrative reforms, and it is scheduled to be sent to the Iraqi Parliament for the purpose of discussion.
The paper consists of five axes to achieve sustainable financial stability, achieve macroeconomic reforms, provide basic services, and develop governance and the legal environment.

In the context, Prime Minister Mustafa Al-Kazemi held a meeting with the political blocs today, Monday, in the presence of the Speaker of Parliament Muhammad Al-Halbousi and the President of the Supreme Judicial Council, Faiq Zaidan. During the meeting, which was attended by the Minister of Finance and Planning, the reform white paper on overcoming the economic challenges that passes was discussed The country, especially when it comes to the financial aspect.
Al-Kazemi reviewed the reform paper, and indicated that it is a preliminary paper that needs everyone's efforts to develop it, and to benefit from the existing expertise, in order to translate it into a reality for long-term work.
He stressed that the white paper represents the beginning of economic reform, despite being lengthy and includes some measures, but it will be a base upon which we can base the development of the country's future vision, expressing his hope that the House of Representatives will discuss the reform paper and approve it in principle, to be a general framework for real and serious work. It can boost the Iraqi economy.
