16:39 - 07/11/2020

On Saturday, the head of the Bayraq Al-Khair Parliamentary Bloc, MP Mohammed Al-Khaldi, said that Prime Minister Mustafa Al-Kazemi will be included in the list of failed presidents within a few days.

"We expect government failure to continue in the coming period, and thus, within a few days, we will see the start of the term (failed) on Prime Minister Mustafa Al-Kazemi," Khalidi told Al-Maalouma.

He added, "The Ministry of Health in the current government has not played its role yet, and this applies to President Mustafa Al-Kazemi and his cabinet."

On Thursday, the Parliamentary Health Committee held Al-Kazemi’s government responsible for its failure to tackle the Corona pandemic, pointing to the presence of influential people in the Ministry of Health issuing wrong decisions warning that “ Iraq is in an unenviable situation and epidemic injuries are escalating.”

Conflicts of members and presidents "manipulate" public opinion ... dangerous information that "misled" the media and citizens within only 3 days

2020-07-10

unnamed-2.jpg?resize=512%2C331&ssl=1

Yassin Iraq: Baghdad

It is known that falling victim to false and misleading news is a common occurrence amid crowding news and the release of information from unknown sources, but the "irresponsible" inconsistency issued by the official authorities has become a serious reason for the delivery of misleading information to the media and citizens, the last of which was the media scene during the two days The past two are dangerous information inconsistencies and affect the public interest and their interests, this conflict overwhelms its causes is the “hastening” of committee members and crisis cells, the “uprising” of the heads of these committees and the limitation of information approved by them only, even if issued by “official speakers”, as happened with the crisis cell Parliamentary and Financial Committee.

30% of the salaries paid by the state “fake”!

Amid the financial crisis in Iraq, the widespread public aspiration for the government reform paper that vowed to end the double-salary file, and the government's complaints about what the government treasury suffers from the salaries imposed on it, a dangerous information issued by the Parliamentary Finance Committee spoke about the fact that dual salaries cost the state about a third The amount required for salaries every month, meaning that 30% of the amounts the government pays for salaries is “fake”.

This is what was confirmed by a member of the Finance Committee Jamal Kujer in a statement to the official newspaper, saying: “The government faces great challenges if it wants to start its reform steps, as it started with double salaries, and it has to start controlling the border outlets and confining arms to the state, and these are important matters to attract investments.”

And he explained that "space and dual salaries cost the state up to two billion dollars a month, forcing it to secure $ 5.5 billion a month for salaries only."

"The President" is blowing up

However, after the statement of the member of the Finance Committee, the head of this committee came out to blow up what could be considered the most dangerous information cited by the committee member and carried by the official newspaper and the media interacted with it in a big way.

Where the head of the committee, Haitham al-Jabouri, considered in a televised interview that "what was recently published regarding the value of double salaries, that is, the values of the second salary is inaccurate, that it costs the state more than $ 2 billion a month."

He added that "Finance Minister Ali Allawi said clearly during his meeting with the Finance Committee that there are tens of thousands of people who take two salaries from the state, for example that he is a contract employee and takes a social welfare salary or a retired employee and a contract employee at the same time and this is not allowed according to the law."

He pointed out that "there are no clear and corroborated figures on the double salaries by the government."

Comprehensive roaming ban

When following the positions issued by the Ministry of Health and the Parliamentary Crisis Cell since the beginning of the epidemic, the Ministry of Health's enthusiasm towards opportunities for a comprehensive curfew is evident, compared to the failure of the Parliamentary Crisis to allow this and its orientation towards partial approval, except that a development occurred during the past 24 hours and after Iraq’s registration more than 2700 injured the day before yesterday, he pushed the parliamentary crisis by declaring for the first time the necessity of imposing a comprehensive ban and considering it a "scientific option", before the head of the crisis cell returned to dismiss the allegation.

Spokesman for the Parliamentary Crisis Cell, Faleh Al-Ziyadi, confirmed in a press statement, that "during our meeting with the Prime Minister and the Minister of Health, we indicated that we have reached the third level of the spread of the epidemic, the optimum solution scientifically, and the opinion of the Parliamentary Health Committee, that a compulsory comprehensive ban must be made for a period of 14 days. It is a scientific and artistic opinion, ”pointing out that“ the application of this opinion calls on the security forces to implement the severe embargo and send joint committees from the Interior, Defense and Joint Operations to all provinces to implement the embargo, and there must be a popular and governmental will in order to control the epidemic, provided the citizen cooperates ”

620192313567326464077.jpg?resize=400%2C2

Again ... the “president” denies!

After the cell’s member stated that it was indicated to the Prime Minister and the Minister of Health that “the best solution and the opinion of the Parliamentary Health Committee is a comprehensive ban,” and described it as “a scientific and technical opinion,” the head of the Parliamentary Crisis Cell Hassan Al-Kaabi returned to deny a recommendation or request the cell to impose a comprehensive ban.

Cell leader Hassan Al-Kaabi said in a statement that "what was reported by some media regarding the request of the parliamentary cell to the Council of Ministers to the necessity of imposing a compulsory comprehensive ban for a period of 14 days is shameful."

He added that "the recommendations, decisions and statements that the various media can adopt formally and which are issued by the cell are published through the media office of the head of the crisis cell, Hassan Al-Kaabi, or what is stated by the deputy head of the crisis cell or its decision exclusively."

10:10 - 07/11/2020

Member of Parliamentary Law Committee Hussein Al-Aqabi pledged, on Saturday, the success of the government in eliminating corruption by taking several major steps, indicating that the judiciary cannot confront corruption without a high integrity court in which the judge is a security guard.

In a statement to Al-Maalouma, Al-Aqabi said, "The government and parliament are required to grant judicial powers to the Office of Financial Supervision to pass cases directly."

He added, “Legislation regulating the government contracts law allows for the follow-up of contracts in a transparent manner, as well as the formation of a High Integrity Court to investigate corruption.”

He explained that “the Supreme Court of Integrity is similar to the Federal Court in which judges are appointed from jurisdiction and transfer their residence to the Green Zone to prevent targeting or threatening them, in addition to appointing 500 judicial investigators from the jurisdiction as well and granting powers to open corruption cases directly from FAO to Zakho without exception.”

Will Parliament discuss the infrastructure law postponed for 7 years?

21880.jpg

12th July 2020

The House of Services and Reconstruction Committee expected to re-launch the "Infrastructure" Law, which was expected to be passed in 2013, but political will prevented it

"This law is one of the laws that were not legislated despite its importance, which deals with 37 billion dollars allocated at the time to areas of infrastructure and strategy such as water, sewage, roads and railways,"committee member Abbas Al-Atafi said in a statement reported by the official Al-Sabah newspaper and seen by Al-Iqtisad News. Iron, telecommunications, education, health, and other sectors are urgently needed by the citizen, and it is possible to accelerate the issue of providing services to the general public, as they are most in need at the present time

He added that "a committee was formed at the time and put amendments to this law; the most prominent of which is the review of contracts by four  international companies that do not have a bias for any political party, in order to diagnose the defect in its presence, in addition to that this law will focus on large strategic projects such as housing complexes and schools. And hospitals because they benefit the citizens, away from the small projects that constitute large numbers in the budget without success

And on the guarantees, Al-Atafi explained, “A new article can be included that stipulates that the Ministry of Finance approves all debts and guarantees due to the state in accordance with paragraph 6 of Section 10 of the Financial Management and Public Debt Law No. 95 of 2004, and that projects implemented by companies Its sums are paid after two years have passed, and the foreign companies that will check contracts and implement projects are not the same ones that operate at home, there can be no room for corruption and therefore it will be eliminated and we will achieve important projects for the citizen, and it will not be on competitive bases to get rid of all the problems that they live in. Reciprocating companies inside Iraq

He attributed the reason for not approving the law to "the presence of a parliamentary fear of the issue of deferred payment that permeates the infrastructure law, claiming that the country will then be burdened with debts", stressing that "a country like Iraq cannot be so because of its oil and other mineral wealth that is still buried." Under the ground, and although it is still ruled by debts of some countries, it is in his interest to pass this law

He continued that "the projects of this law will focus on three main sectors (housing, building schools, hospitals, and health centers) in all regions of Iraq," noting that "interest in these sectors cannot have any parliamentary, technical or political dispute.  He explained that "the law will shorten 5-7 years of Iraq’s life in one year," pointing out that "the advancement of the electricity sector will be outside this law and the amounts allocated for services, given that there ..is special monitoring for the subject of electricity carried out by the ministry and supervisors of the energy sector in the country

95% of the revenue from the outlets goes to the pockets of the corrupt

21882.jpg

12th July 2020

The Iraqi government began its plan to impose its control on the border crossings, as a military force authorized to shoot at all who blackmailed businessmen at the two border crossings with Iran, Mandali and Muntheria, arrived

Until now, the central government has not made clear its intention to impose its control on the official and unofficial border crossings in the Kurdistan region, which the Parliamentary Finance Committee indicates is that its annual income is estimated at $ 5 billion, and the government estimates the amount of corruption in the border outlets more than $ 8 billion annually

The Prime Minister, Mustafa Al-Kazemi, said that there is a tendency for the government to intensify non-oil resources through several means, foremost among which are the border entry points, through which sound management can achieve profits and revenues for the treasury, as an important economic artery

He added that the Mandali border crossing is considered an important outlet, but it has turned into a den and a crossing for the corrupt, indicating that the government is launching a new stage today, which is to restore order and law in the work of the outlets and stop the waste of money in them, which is also the people's demand and social and political activities, so the money is the money of the people and not the money of the corrupt.  He pointed to the presence of "ghosts" in the campus blackmailing merchants and businessmen, and our message to them is that we will track them, infer them, present them to the judiciary, and rid the border crossings from them

The Commander in Chief of the Armed Forces affirmed that the Mandali border crossing has come under the protection of our military forces, and has the right to fire at anyone who tries to bypass or infringe on the customs campus and its employees, and indicated that he directed the automation of the administrative aspects of customs, in order to protect public money and fight corruption and corrupt And we also granted powers to the military commanders and the director general of the border outlets to address the situation of the outlets and develop the reality of their work

On the other hand, the head of the Parliamentary Finance Committee, Haitham Al-Jubouri, said that the unofficial border crossings are two in Erbil, 4 in Sulaimaniya and one in Maysan and Anbar in each of them, and are led by parties, clans, and factions, noting that the process of controlling customs is not carried out by the security authorities Rather, it is directed towards governance

He stressed that Iraq loses about 95% of customs revenue due to corruption in border ports, noting that large exemptions for investors made them take advantage of these exemptions by importing raw materials and selling them in the market, as well as exemptions for civil society organizations

He pointed out that the simple employee in the border outlets receives daily more than 10 thousand dollars due to manipulation in the gender of the goods, indicating that there are 4 companies submitted to control the border outlets, including two good companies, but so far have not been referred

Meanwhile, economist Abdul Rahman Al-Mashhadani stressed that the money wasted at the border outlets since 2003 and until now is estimated at about 100 billion dollars, indicating that between 5 and 6 border outlets with Iran are losing control of the country after six in the evening

Al-Mashhadani said, "The country's border revenues can include a large part of the country's current crisis, with taxes and customs duties forming the most important part of non-oil revenues in Iraq," noting that "Iraq has about 22 border outlets represented by land and sea ports and airports, but all of these The outlets did not meet the expected revenues that are supposed to be included in the general budget

He added, "What has entered the budget for these revenues over the past years does not exceed a quarter of the assumed real income, except for some years in the period of the rule of the former Prime Minister, Haider al-Abadi, especially between 2016 and 2017, when the revenues accrued to the state increased to about 3 billion dollars. He pointed out that "the money wasted through the border crossings since 2003 until the moment is estimated at about 100 billion dollars

Parliamentary Security demands Al-Kazemi to control the "royalties" in the roads and not be satisfied with controlling the border crossings

image.php?token=d5f0a207ac0da32ee02e9315fcbe6c51&c=5781899&size=

12th July, 2020

Today, Sunday, the Parliamentary Security and Defense Committee called on the Commander-in-Chief of the Armed Forces, Mustafa Al-Kazemi, to control the issue of "royalties" imposed on tankers and citizens on roads and not only control border crossings, while he considered that the most important thing about sending security forces to the borders is to place reliable and impartial men in them to keep on the people's money.

Committee member Abdul-Khaleq Al-Azzawi, who is a deputy from Diyala governorate, told Al-Akhbariya that “Prime Minister Mustafa Al-Kazemi should not rely on the border file and control border crossings without controlling royalties in the controls that lead from Diyala to Baghdad, as well as from the governorates of other provinces.”  He added that "sending security forces to the borders to control the ports is very important, but the sending of honest cadres in the customs and financial control in order to control the ports and their resource is the most important."

Al-Azzawi said that "Diyala is suffering a lot because of the control of some armed groups on roads and border outlets, and the government is fair to the province and the establishment of roads and strategic bridges, as it links the north to the south."

The Prime Minister and Commander-in-Chief of the Armed Forces, Mustafa al-Kazimi, visited Diyala Governorate and personally supervised the assignment of the Rapid Response Forces and the Popular Mobilization to control the Mendele border crossing and said it was the first step to control all Iraqi ports.

Pompeo hints at Iran links in killing of Iraqi expert Al-Hashimi

US Secretary of State Mike Pompeo on Wednesday demanded justice over the killing of a prominent Iraqi jihadism expert and highlighted threats against him by Iran-linked groups.

Hisham al-Hashemi, an internationally known scholar whose vast contacts inside Iraq made him a mediator among rivals, was gunned down outside his Baghdad home late Monday by masked assailants on motorcycles.

"In the days leading up to his death he was repeatedly threatened byIran backed armed groups," Pompeo told a news conference in Washington, without explicitly blaming Tehran.

"The United States joins partner nations in strongly condemning his assassination and call(ing) for the government of Iraq to bring to justice the perpetrators of this terrible crime... swiftly," he said.

Hashemi was an authoritative voice on Sunni extremist movements including the Islamic State group, which are violently opposed to Iran.

But he infuriated Tehran-backed factions in Iraq's Hashed al-Shaabi military network through his support system" rel="">support of popular protests last year against a Baghdad government seen as too close to Iran.

Some experts have voiced fear of a new violent phase in Iraq and believe the turning point may have come in January when a US strike in Baghdad killed a top Iranian general, Qasem Soleimani.

President Donald Trump's administration has sought to check Iran's regional activities and choke its economy and frequently seeks to throw a spotlight on purported nefarious activities backed by the clerical state.

Baghdad today - Baghdad

The Kingdom of Saudi Arabia expressed today, Monday, its willingness to open the Arar border crossing with Iraq and start the trade exchange between the two countries.

A source familiar with in an interview with (Baghdad Today) said, "The Kingdom of Saudi Arabia has expressed its willingness to open the Arar border crossing with Iraq and start the process of trade exchange between Iraq and Saudi Arabia."

The source added, "This step came in conjunction with the near visit of Prime Minister Mustafa Al-Kazemi to the Kingdom of Saudi Arabia," without specifying the date.

A source in the Border Ports Authority, told (Baghdad Today), in the month of August of last year, "The Arar port, which was used to cross pilgrims and pilgrims, will also turn into an outlet for commercial exchange between the two countries."

He added, "Saudi Arabia undertook to build the contents of the port at a cost of 50 million dollars," noting that "the opening date will be in the month of October."

And that "there is an Iraqi-Saudi communication in order to open the port of Al-Jumaymah in Al-Muthanna Governorate to contribute to reducing poverty and unemployment rates in the province," stressing, "The Prime Minister informed us that there are a number of unofficial crossings with Saudi Arabia in order to close them."

The Border Ports Authority in Iraq announced, in September of last year, that the Arar border port from Saudi Arabia would be opened in mid-October of the same year, in front of the commercial traffic in a pilot manner.

Iraqi lawmaker: Iran has a role in generating a third of national electricity, and there is a reason preventing the implementation of Siemens and General Electric contracts

Localities 07/13 2020 17:19 1542

Baghdad today - follow up

Member of the Parliamentary Energy Committee Ali Al-Aboudi revealed the volume of what the national system produces in Iraq, while noting that Iran has a role in generating approximately one third of the total energy produced.

"Iraq is currently producing more than 18,000 megawatts, we import 1,200 megawatts of electricity from Iran and through the gas pipeline coming from it, another 5,200 megawatts are generated, and you can imagine if its supply was stopped, what could happen?"

"As for the contracts of Siemens and General Electric, which were signed during the era of previous governments, I think implementation is difficult because the Ministry of Electricity is unable to secure the salaries of its employees, so how can it spend money on these contracts to put them into practice." He called for "merging the ministries of electricity and oil under the name of the Ministry of Energy to end up confusing fuel supply and financial problems because of it," noting that "the Oil Products Distribution Company has debts on the Ministry of Electricity in excess of $ 14 billion."

He talked about the burdens of draining the budget of the Ministry of Electricity by saying, "We have 200,000 employees in the Ministry of Electricity, and this burden drains a lot of money allocated to it within the operational budget, and the total amount allocated to the ministry since the first budget after 2003 is 63 billion dollars."

He revealed pictures of administrative corruption and the extent of its impact on the reality of electricity by saying, "There is a deviation in the path of the Ministry of Electricity with political cover, as there is administrative and financial corruption, for example there are contracts referred to influential people, and this causes an increase in the cost of one megawatt to 110 dinars, and in the electricity sheet it records 10 dinars only." .

He added, "Some electricity processing plants require fuel that is one of the most expensive global types, and these are among the causes of corruption, because the supply of these stations to you takes into account the national interest, and there are also investment contracts signed with amounts amounting to 20 billion dollars to establish a power station that does not cost more than 3.5 billion dollars."

A few days ago, the level of electrical energy supply in Iraq declined by a catastrophic rate with increasing temperatures, and the Ministry attributed the increase to the high level of loads and demand, which finally led to an almost complete extinction in the southern electricity system.

Earlier, a spokesman for the Ministry of Electricity, Ahmad Al-Abadi, confirmed on Sunday 12 July 2020 that there were 4 problems that caused the supply hours to decline in the recent period, while calling for the merger of the ministries of Electricity and Oil to solve the problem of the lack of a fuel plan to operate stations that remained suspended due to lack of fuel.

Al-Abadi said in an interview with the program "Shortest Roads" presented by the journalist Dr. Nabil Jassem on the Sharqia News Channel that "his ministry supports its integration with the Ministry of Oil, so that there is a fuel plan to provide energy, and the ministry does not have the duty to qualify the gas to benefit from it, Because it is the duty of the Ministry of Oil and Interference to add a great burden to the Ministry of Electricity, and this is one of the biggest problems facing us. "

On the size of what was spent since 2003 on the Ministry of Electricity within the budgets, Al-Abadi said, "The total of what was spent from electricity is 62 billion dollars, of which 16 billion went to develop the system, 12 billion went to the electricity of liberated cities after their destruction, and nearly 9 billion went to salaries while spending on imported fuel And gas, $ 12.6 billion, and the rest is to develop distribution networks, as well as to support the reduced price of service paid by the ministry from the allocated money. "

He added that the reason for the decline in supply hours is due to "the lack of operational budgets, increased demand and the decline in the supply of gaseous fuel and the excesses of informal areas that led to the decline in processing hours." Significant, it was rejected by the Ministry of Finance and Planning on the pretext that the country’s circumstance does not currently allow in light of facing the Corona virus. ”

Al-Abadi pointed out that "there are non-specialists in the electricity sector who crowd themselves and cause confusion, in addition to the presence of deputies who deliberately turn the street, even though they know the reason for the decline in supply hours."

And that "the Ministry of Oil has made us confused because the Ministry of Electricity has stations that we cannot operate," noting that "the ministry is now implementing the emergency plan through which we are working to purchase nutrients and transports through payment in the future."

Al-Abadi said that "the current production capacity throughout Iraq is 18,400 megawatts, but there are conservatives who confiscate the production of plants and limit them to their governorate."

He continued, "There is a higher coordinating body whose decisions must be adhered to in terms of energy distribution and the share of each governorate, because any high load in which the shares are exceeded causes a breakdown of the system."

Al-Abadi concluded by saying, "There are governors who threaten and alight the street. For example, what happened in the Zubaidiya station in Wasit governorate, where the handling at the station was lifted, causing a complete outage of energy in the provinces of Maysan and Basra."

The Washington Institute for Middle East Policy has published an article that shows that from several episodes written by veteran Institute fellow Mickley Knights on the measures the US government and intelligence should take to protect the US-backed Al-Kazemi government.

The article, which was translated by Information Agency, stated that “This part relates to protection and providing security. The other part will be government communications and media capabilities.” The article claimed that “Al-Kazemi’s government is subjected to daily attacks that show that the government is unable to protect itself in the heart of Baghdad, and that there Some cheap, fast, and good tactical reforms within Iraq’s capabilities and its international partners must be undertaken to maintain the current Al-Kazemi government. ”

He added, “It is easy for the capabilities of the US diplomatic security office to help Baghdad protect Iraqi officials, especially those who do not already have personal security details. On request, as the US government can immediately provide some of the following support, at low cost and in partnership with Iraqi intelligence and counterterrorism forces.

He continued, “One of the important recommendations of the CIA to support the Al-Kazemi government is security awareness training, including reverse monitoring, government driver training and basic life-saving training to help drivers and officials keep themselves or others alive until they reach the hospital, and provide anti-concealment For bullets.”

He continued, "The American recommendations also included strengthening personal cars, adding shields to their doors, using bulletproof glass, flat tires, a wireless car dashboard, and alarm bell camera systems."  And he added, “The recommendations suggested the establishment of the so-called safe zone inside the green zone by closing the streets, but this contradicts the current trend of opening roads and avoiding permanent roadblocks to traffic. The US government should help Baghdad install a system of hydraulic barriers subject to central control. In the region, i.e. concrete columns rising from cavities in the ground, the recommendations also demanded the replacement of the 56th and 57th Brigades in the Green Zone with seasoned combat forces from the rapid reaction and anti-terrorist units.

He pointed out that “in the long run, the government center in Al-Khadra must be cleared of all forces that are not under the control of the General Command of the Armed Forces, and remind the Al-Kazemi government that the Strategic Framework Agreement between the United States and Iraq aims to help the country defend itself against all threats, not Only ISIS, the US embassy has a broader mission, including counter-terrorism, intelligence cooperation, security sector reform, and the provision of American military equipment through defense sales and transfers at no cost.”
