The Alliance of Sa`oonon questioned, on Saturday, the seriousness of the support of Prime Minister-designate Mustafa al-Kazemi by most political forces, stressing that al-Kazemi was rejected by those forces that attended the commissioning ceremony.

Member of the coalition, MP Riyadh Al-Masoudi, said in a statement to "Information", that "most of the Shiite political blocs are not serious about proceeding with the support of Al-Kazemi, and that their acceptance of the mandate came in order to exclude Al-Zarfi and prevent the President of the Republic from imposing his will outside the constitutional mechanism so that it is not a political custom."

Al-Masoudi added, “The Shiite political forces that signed Al-Kazemi’s assignment were mainly rejected by him when he was nominated by the President of the Republic in the first stage,” expecting that “Al-Kazemi faces a very difficult stage during his introduction of the ministerial program and his cabinet.”

The deputy of the Sadqoun bloc, Abd al-Amir Ta`ban, affirmed in a previous statement that the Prime Minister-designate Mustafa al-Kazimi was accused of his affiliation with America and had to prove his Iraqi affairs, noting that the process of assigning Mustafa al-Kazimi to form the government to “difficult birth”.

The Sadr alliance comments on a "flaw" in Al-Kazimi's speech and sets a condition for the passage of his government

ammar-alhakim.jpg

11th April, 2020

The Saeron Alliance, led by Sadr movement leader Muqtada al-Sadr, confirmed today, Saturday, that any government program free of early elections will not be voted on in the House of Representatives.

"The failure to include the speech of Prime Minister-designate Mustafa Al-Kazemi, the early elections, is not a defect in the speech, but rather did not mention him as being an issue in the necessity of early elections," said coalition deputy Riyadh Al-Masoudi, to Shafaq News.

He stressed that "no government program will accept or be voted on by the House of Representatives, if he does not clearly mention the early elections and fix the date for these elections, and there is a tendency to hold these elections after one year of giving the new government the confidence of Parliament."

The President of the Republic, Barham Salih, appointed Al-Kazemi, who is close to him, to form the government within 30 days, less than an hour after Adnan Al-Zorfi announced his apology for this task.

The indications suggest that Al-Kazemi’s mission will be easy in light of the support he received from most of the Shi’ite, Sunni, and Kurdish political blocs.

On Thursday, in his first televised address to the Iraqis, just hours after his assignment, Al-Kazemi vowed to form a government of services away from the dark rooms that would serve citizens and confine arms to the state and preserve the country's sovereignty.

He said that the test in front of him is a national duty that rests with everyone. He pointed out that the Iraqi people have not achieved their aspirations despite the passage of many years since the fall of the former regime as a result of failures that all bear their responsibilities.

Al-Kazemi pledged to form a government of services that would serve citizens and not be isolated and far from the dark rooms, vowing that his government would be a government of deeds, not words. He said that his government will stand on the first line of defense for the people against the Corona virus by harnessing all internal capabilities and external relations to contain the crisis.

Al-Kazimi continued by saying, "Sovereignty is a red line ... We will not give up the sovereignty of the country, and the government will watch over the preservation of Iraq’s sovereignty."

The prime minister-designate also pledged to confine arms to the state, saying, "All weapons are the prerogative of the state, not individuals and groups."

He affirmed that his government will take care to preserve the dignity of the Iraqi citizen, adding, "We will not allow the humiliation of any Iraqi, internally or externally ... The Iraqi is not subordinate to anyone, he is a descendant of civilizations."

Al-Kazimi indicated that "fighting corruption is a national task, and returning the displaced is a goal that I will not abandon," calling on everyone to cooperate with the government to establish confidence and protect Iraq from conflict.

Baghdad today - follow up

Rep. Salam, a member of the Kurdistan Democratic Party, said that his party would not insist on assuming certain names for the ministerial posts allocated to it, among them assigning Fouad Hussein again to the post of Minister of Finance.

Salam said in an interview with (Baghdad Today) that "the current Minister of Finance, Fouad Hussein, enjoys integrity and competence, and keeping it is a good thing, especially in light of the current economic crisis," adding that "there is talk of offering his name again to take over the position of the Ministry of Finance."

And he added: "On the other hand, in the event that Prime Minister-designate Mustafa Al-Kazemi refuses to give the name (Fouad Hussein), there is no insistence on certain names at all, so we will present more than one option and cooperate with the taxpayer to be able to form a government and cross the country from the current crisis."

Last Thursday, President Barham Salih, Al-Kazemi, was appointed to form the government after the former Prime Minister-designate Adnan al-Zorfi announced his apology for the mission for "internal and external" reasons that he did not disclose.

Al-Kazemi, an independent who is not affiliated with any political party, assumed the position of head of the intelligence agency, in June 2016, during Abadi’s tenure as prime minister.

Five Shiite blocs have previously announced their support for Al-Kazemi, headed by the “Al-Fath” coalition (48 seats) led by Hadi al-Amiri, and the “State of Law” coalition (26 seats) led by Nuri al-Maliki, and the “stream of wisdom” led by Ammar al-Hakim (19 seats).

The leadership of the Patriotic Union of Kurdistan, Karwan Anwar, saw on Saturday that the assignment of Mustafa Al-Kazemi to the prime minister would be next to US interests in Iraq.

Anwar told Al-Maalouma that "Prime Minister-designate Mustafa Al-Kazemi came at an appropriate time, in view of the national consensus on him," noting that "Al-Kazemi is the best person who takes care of US interests in Iraq as a result of his strong relations with the Americans."

He added, "The political forces are required to support the next stage by making great concessions regarding ministries and dividing shares."

The independent deputy, Bassem Khazaal, affirmed earlier Saturday that the Prime Minister-designate Mustafa Al-Kazemi does not have any political and governmental program to form his new government.

The "Saeron" alliance, backed by the leader of the Sadrist movement, Muqtada al-Sadr, believes that the nature of the position of Prime Minister-designate Mustafa al-Kazimi as the head of the intelligence service affects the progress of his negotiations with political forces regarding the formation of the next federal government.

The bloc's deputy, Riyadh Al-Masoudi, told "Shafaq News" that "the coming days will reveal all the intentions of some political parties and blocs by their surprising welcome to assign Mustafa Al-Kazimi to form the next government." He added that "there are political motives among some parties behind this sudden welcome," stressing that "the coming period will reveal to us the purpose of it, was it intended to remove Adnan Al-Zarfi from the mandate or other goals."

Al-Masoudi added, "Al-Kazemi will face a problem in forming his government, especially since his military job is orders to reflect the political process, which are consensual, and therefore there are no policy orders."

For his part, the security expert, Fadel Abu Ragheef, told Shafaq News, "George Bush Sr. had previously been nominated for the presidency of the United States of America, and before that he was the head of the CIA", explaining that "the security services have administrative and the other parts are security. Intelligence and intelligence work is the most fundamental of administrative work in the sense that the administration governs security and intelligence."  He added that "the Prime Minister, King Mustafa Al-Kazemi, will benefit from his administrative experience, in addition to using many experts who will manage the work of the ministries in the next stage."

Abu Ragheef considered that "most of the countries' leaders are primarily military personnel, which do not mean orders and prohibitions mean administration in streamlining." He pointed out that "there is a high coordination between Al-Kazemi and the political blocs, especially the Shiite forces that are the owner of the matter in his candidacy, and Al-Kazemi's success in forming his government depends on the hands of the political blocs and the extent of their interaction With the government program."

And on Thursday, April 9th, the Iraqi President, Barham Salih, assigned the head of the Intelligence Agency, Mustafa Al-Kazemi, to form the new Iraqi government, after Adnan Al-Zorfi announced he would step down from this mission.

Al-Kazemi has a 30-day deadline beginning April 9 to paralyze the new government that Muhammad Allawi and Adnan al-Zarfi failed.  Al-Kazemi’s mission appears easier than his predecessors, given the support he receives from the majority of Shi’ite, Sunni, and Kurdish blocs. Al-Kazemi pledged to form a government that would provide services to citizens and work to confine arms to the state and preserve the country's sovereignty.
