Presidency of the Parliament announces the increase of financial allocations to the Secretariat of Baghdad

BAGHDAD / First Deputy Speaker of the House of Representatives Hassan Karim al-Kaabi on Sunday December 23, 2018, recommended the increase of financial allocations to the secretariat of Baghdad, which is responsible for providing services to one-third of the population of Iraq, stressing that it was agreed with the Ministry of Finance to double the allocations by more than 40 percent.

The MPs also discussed the parliamentary financial committee, according to the statement "many of the problems experienced by the capital and related aspects of service, and the proposal of several possible solutions to apply."

For her part, Alloush explained that "the problem of the secretariat of the capital lies in the fact that it was included in the self-financing law, which deprived it of many of the paragraphs that were supposed to be included within the laws of the federal budgets every year."

"Today, we face a difficult reality. There are 7 million citizens who need different services. The infrastructure projects have been suspended since the 1990s, and after 2003 we were supplied with the needs, but after 15 years we started to consume both machinery and infrastructure, sewage and drinking water systems, Transport, etc., and all that is available covers only half of the total service requirement. "

The meeting went out with several recommendations, including "allocating 25 percent of the capital's revenues to the secretariat, and the ministries and all departments not affiliated with the ministry to expand the door of investment and contracts of participation with the private sector and issue instructions from the Council of Ministers in this regard."

It also agreed to "include a budget clause in the budget to carry out the project of the bridge linking the bridge between the two floors and the highway to ease the traffic momentum, as well as the project of recycling of waste and the allocation of land for landfill, and attention to the entrances of Baghdad.

A statement by the Information Department of the House of Representatives received the agency {Euphrates News} a copy of it today, "At the beginning of the session the Council voted on a parliamentary decision submitted by the committees of law and agriculture regarding the damage to the fish wealth ensure the commitment of the General Secretariat of the Council of Ministers to issue instructions to compensate the affected farmers Fish in the provinces where the damage occurred, as well as the commitment of the concerned authorities to the controls and instructions for the establishment of fish farms and accounting violators. 
"In turn, Tuhran al-Mufti, the representative of the government in the House of Representatives, pointed out that the Council of Ministers formed a committee comprising a number of ministries concerned, which worked to investigate the causes of fish deaths. He pointed out that the illegal spread of farms and the collection of harmful and chemical elements was one of the main reasons for what happened" .
Halabousi then directed the Committee on Agriculture, Water and Marshlands to "follow up the facilitation of granting the fundamental licenses to animal breeders with the relevant ministries."

At the beginning of the debate, MP Faiq Sheikh Ali, chairman of the Legal Committee called for "the need to take action regarding the elections of provincial councils and districts after the end of the legal period of its work and the position of the extension of the work or not, noting that the right of the House of Representatives to issue a decision to determine the date of the elections, Of the Council, "expressing" the readiness of the Legal Committee to receive the proposals of the deputies on the holding of provincial and district council elections and maturation in order to submit to the House of Representatives. For his part, Halabousi stressed the need to amend some of the provisions contained in Law No. 21 and the Provincial Elections Law No. 10, which includes a text allowing the extension of the provincial councils, which is in force and does not conflict with any law.
