In regards to the above article....Here in Italy  still today  the child of a migrant / foreign family doesn't automatically become Italian citizen......When he / she reaches 18 years  then he / she can apply for Citizenship...So basically they're foreigners in the Country where they were born and where they live...Which includes  ( from a certain age on) to go to Police  (here is the Police which manages the migration issues, permits etc) every four or five years to renew the stay  permit ( I think that's  extremely humiliating thing to do when you were born here and have been living here  since your 1st day of life)
