I did not see mention of The HCL cuz I don't care about the HCA.

Each year we await the passing of the Budget as if this is the trigger for the RI/RV. It wasn't in 2015 and won't be in 2016.

 

The HCL will be separate from the Budget.

 

I am also having serious doubts that the long awaited HCL is going to be the trigger as well. (Sorry Adam)
