Oil production to 11 million bpd by 2020? wow! It's at like 3 million per day now, right? That will almost quadruple current production. We shall see, they can't even pass the HCL. I would think they need to do that first.

You got to give them some credit for being the dreamers that they are.  Even if they find a way to increase pressure in their played out (and existing) fields - there wouldn't be enough oil extracted to reach that goal.  The have already implemented water injection and that indicates they are getting desperate to grab a Middle east power play.  It is too little - too late for them.
