Revealed the Finance Committee in the House of Representatives, the government conducted according to the method of sale contracts on credit "loans" without the knowledge of Parliament, which is promised in violation of law, stressing that it will display these files with the parliamentary committees related to the judiciary for the purpose of accounting for negligence.

The MP said the committee member, deputy Faleh force in a telephone conversation with (range) said yesterday that "there is talk of the signing of the government with U.S. companies, British and South Korean decades in a deferred payment without the approval of the House of Representatives and this is a violation of constitutional and legal frank".

He added that "the Board of Supreme Audit and the Integrity Commission and the Commission on Integrity checking of this talk as if it were true, the effects of legal and administrative and financial implications of the institutions that have the conclusion of those contracts will be brought to justice."

He continued that "the members of the House of Representatives voted by majority to repeal Article 36 of the financial budget for the conclusion of contracts in a payment on credit they cause great damage treasury of the country due to the benefits of it, as well as the ministries you can not exchange more than 54% of its budget, investment, and also the case for the provinces which have not been implemented only 45% of which is why the use of these contracts and we have sufficient funds to implement projects.

Wow - this sets up a bunch of so-called creditors to lose their shirts. If Iraq government officials signed agreements for loans from international banks and foreign countries - IN VIOLATION OF IRAQ'S CONSTITUTION - then those deals are null and void upon the governement of Iraq (which is always the Parliament - never the executive (president or PM) -and the individuals would be personally liable for the debts. Would be grounds for immediate impeachment too....

Can't wait to see if the act on this or sweep it under the rug...

Wow - this sets up a bunch of so-called creditors to lose their shirts and a bunch of people to go to jail.

If Iraq government Executives signed agreements or loans from international companies/banks and foreign countries - IN VIOLATION OF IRAQ'S CONSTITUTION - and wthout expressed authority - Then those deals are null and void and those holding the useless contracts have no legal recourse upon the Governement of Iraq.

So Iraq would escape any debt in those agreements.

What most people do not understand is that in countries where The People (individually and collectively) ARE the Sovereign and establish for themselves a democratically elected government to represent their Sovereignty: that House of Representatives / Parliament or similar body which they elect IS "The Government".

The Executive (President or PM) is NEVER the Government.

The Executive only "executes the orders given to him by "The Government". (EVEN HERE IN AMERICA!)

So.... Any individual Executives acting outside their legal fiduciary authority would be personally liable for any such debts.

Such action would also be "treason" and would be grounds for immediate impeachment too.... In the M/E that might also result in a death sentence.

Can't wait to see if they act on this or sweep it under the rug...

Guys - maybe this is the basis of all the talk from Iraq about corruption....???

Not stealing funds directly - but rather Executives using their positions to secure loans and deals and skimming off the top...

Good thing that never happens here in the USA... we just make it legal for them to steal....

:lol: Mr O. does this right in front of Eye's of Every American Everyday!! Solar Plants, GM Government Motors, Wall Street, Bail Outs, I can go on an on!! And nobody call him out!! 15 Trillion Debt!! Wake UP!!

Yota, good morning. I would remind you that George Bush started the auto bailouts with a $18.5 billion dollar loan, and Hank Paulson, under George Bush, did the Wall Street bailout. I can get into the debt of the two wars, one that was bogus, that were not on the books under Bush, but calculated and put on the books by President Obama and appears as deficits. I can go on and one too, but let's not muddy the IQD waters. We have enough on our plate.

Everybody on this site knows that the majority of members hate President Obama. Okay. But at least get your facts straight so your hate is in clear view.

Your right George Bush had 8 years in Office we got in debt up to 3 trillion, Mr O. in 3 years added another 12 trillion, Oh Boy can't wait to see what happens if he gets another 4 years!!!
