That the second reading of the bill for the national council for strategic policies was postponed, supposedly until Monday, was never a big surprise. Nor was anyone particularly shocked to learn about a delay in the decision on the question of the parliamentary membership of three deputies whose eligibility has been questioned. But the way the planned vote on the revised bylaws of parliament was suspended today was nothing short of pathetic. Barely had the legal committee started reading out the first amendments to the bylaws which simply included some definitions of key concepts when members of the Shiite alliance began protesting the definition of a “simple majority”! The proposed definition was straightforward enough (half of the present members plus one when a quorum has been reached), but some deputies including Bahaa al-Aaraji of the Sadrists objected on “procedural” grounds, calling this an unspecified violation of article 2 of the Iraqi constitution (laws must be in accordance principles of democracy). As a result of the objections, the vote was called off, supposedly with a postponement until Monday. Maybe it was all theatre agreed to beforehand by the political leaderships. The problem is this: When a bill reaches the stage of voting in the Iraqi parliament, it means there have been two previous readings at which members of parliament at large have had the opportunity to present objections and improvements – which in turn are handled by the relevant specialised committee as well as the legal committee. All too often, however, committees prepare laws for the voting stage only to see them languish forever because the political leaderships discover irreconcilable disagreements that can only be addressed by that Iraqi magic wand of late-night meetings behind closed doors. As a result, the parliamentary impact on a legislative process already dominated by the executive (which presents the laws) is further minimised. As for the substance matter at hand, it is unsurprising that matters are moving so slowly. One interesting aspect of the current bylaws is that they create a collective speakership that involves more consensus-searching (which often means more stalemate) than the constitution actually demands. In other words, had trust existed between Iraqiyya and State of Law, they could have easily reduced the deputy parliamentary speakerships (held by Kurds and the Sadrists) to ceremonial positions and made the current speaker, Usama al-Nujayfi, to a more dominant figure. However, despite rising tensions between the Kurds and Prime Minister Nuri al-Maliki lately, it seems personal friction between leaders of State of Law and Iraqiyya remains more than strong enough to prevent any attempt at this kind of rapprochement. My questions are: Are they ever going to fill these three seats? And does this have to be done before the GOI is considered "seated"? We've all heard (about a million times) that the GOI must be "seated before we see the RV; truth or guru drivel?

Anyone with a smidgin of common sense just reads their posts for the laughs, but there are many who are so desperate for this to happen that they buy into the red, green and yellow screens, the "it happened last Thursday, we're just waiting on the PING", banks are waiting to calibrate the rate on their computers, and all other such bunk. All it takes, as you said, is for a tech to input the rate at the CBI, and it should get picked up everywhere automatically. Anything else you hear to the contrary is just a salesman trying to get you to buy more dinar, (as one ex-pumper confessed on a forum I read somewhere- I believe he got paid $20 USD per million dinar sold). Thanks again for injecting some reason into the chaos!

In the show Chris Wallace said he had just gotten a report from Reuters that President Obama announced that "he" had a plan to solve all our problems in September. Now I wonder what "his" plan could be? This probably has nothing to do with the RV but I thought it curious that (as one of the panel points out) if he's got this great plan (and since the economy is in the toilet NOW) why will it not be announced until September? Who knows, maybe he'll try to take credit for the RV........................

He is also supposed to have worked on the Plan for Iraq. I have not verified any of this. WARNING..... There is some good info on here, but this comes from PTR, so there's also some BS. Use your brain and serparate the wheat from the chaff. The interview is about an hour long.

Sajri told Alsumarianews that Al Iraqiya List decided to submit his name among others as candidate to the Ministry of Defense on the list to be presented to Nouri Al Maliki from which he will choose a name. Sajri expected Maliki to approve his candidature. ________________________________________________________________________ According to all the Gurus the GOI has been seated for some time; Quote: "It's Done". This article would appear to disprove that. Of course this IS Iraq, and in addition to that I've read somewhere that Alsumeria is owned by Maliki. So who knows? If indeed it is true that the GOI must be fully seated before the RV occurs, and considering the lightning speed at which the GOI moves, it may be a while yet. Hope not, there's an umbrella drink out there somewhere with my name on it.
