Being under chapter 7 is not good and until the required outstanding Chapter 7 issues are resolved a monetary change is useless with out being internationally recognized. I agree all Chapter 7 outstanding issues are tied to each other and should go down simultaneous, which will result in Chapter 7 release which will kick start the Iraqi economy. The Required Monetary Change in my opinion will be the last issue on Iraq's Chapter 7 release "a transparent International trade-able currency that is up to par with bordering countries for trade is REQUIRED" They can't be in Chapter 7 for anything good to happen?

My take on this is positive, anytime I see an article about Dedollarizing leads to one solution: 1:1 or greater Dinar value with Internationally recognition would help "also passing of the H.C.L. oil share portion of the bill will no doubt build confidence in the Currency and Country" !!! Can't wait to see sum more recent numbers! Transparency is a awesome sign of Iraq's goal to get out of chapter 7 this is directly hooked to Monetary change. The only issue left that is out of Iraq's hands directly is Kuwait. My opinion is once the Kuwait issues are resolved all other H.C.L. Erbil, Full G.O.I. etc. will fall into place. And last but not least for Chapter 7 release is to have a transparent World Trade-able Currency. Transparency = The countries real worth "open book currency backing" = Dinars real value = Chapter 7 Release = RV "which to me means Real Value not Re Value" :D :D :D

I beg to differ Iraq was in no condition in 2003 to take on any massive changes. The U.S. called back a retired "I think he was a General" to head the exchange. He was the main man that took care of the currency reprint / Exchange and Destruction of the old.

The exchange rate is fictitious and does not reflect the true value of the Dinar. Until Chapter 7 is released Iraq is not obligated to show backing / "transparency" for their currency

F. Y. I. Part of the Chapter 7 exit requires a country to have a transparent "accountable" World Traded Currency and with Iraq's main objective to get out of Chapter 7 it is very relevant ! For any type of Monetary Change to take place Iraq must gain peoples trust in the Dinar. By RVing the Dinar with no accountability is like putting perfume on a pig "it doesn't help"

Please correct me if I'm wrong: Until Iraq is out of chapter 7, the UN sanctions that are still in place prevents Iraq from possessing certain critical weapons required to defend their country. How can our troops be pulling out at this critical stage of development and risk throwing 10 years out the window leaving them like sitting ducks? All the so called news is so contradicting I honestly am numb to it all. In my opinion the key to any Currency Change lie's with-in Chapter 7 release and International status. Once Internationally traded transparency laws will show the true value even with the 30 trillion printed Dinars and I guarantee it not .0009."Time as usual will tell !!"

Out of chapter 7 = Completing the chapter 7 list of U.N. demands, they do not need help just complete the list issued years ago and help Yourselves !!!!
