The problem with your logic is that he is not in the USA and will not be using USD. He will be exactly where he was and along with every other citizen of Iraq. A wire can be reversed by the originator within a certain amount of time. I received wires several times a week... It is ALWAYS a good idea to transfer to another account to prevent such an occurance. It may be rare, but I have had it happen once. I will not be bitten twice!
