I look at it two ways. 1) This isnt good if they plan on leaving the value as is. 1 million dinars at current value does not get an Iraqi citizen very much. I am sure a lot of citizens would be happy but more would be insulted. 2) This is really good if they plan on giving them 1 million dinar with the intention of revaluing!
