Mr.Rich is just stating on how most of the articles we do see refer to Maliki as "the outgoing PM". I don't think he's trying to be arrogant, he is just helping clarify something that is a fact. If you read through a lot of the older articles, you will see it as a recurring title for Maliki.

I think it means when the lower denoms are released they will have the Kurdish writing on them as well, which was stated in several articles months ago. And the zeroes staying is a good thing too. The closer we get the more conflicting the articles will become.
