Today we will focus on “Surprise! Iraq is afraid” as it pertains to the pending revaluation. kaperoni: Though it may not be the “promise” you want to hear, it outlines the ineptness and bureaucracy that Parliament and the Government have played in the delay in the revaluation of the New Iraqi Dinar.

kaperoni: We will see today that the GOI and Parliament have been ineffective in taking the next step…the move to a free market economy. The activation of all aspects including the laws to move Iraq forward. First article…

kaperoni: We see Parliament has been back from vacation for 10 days at this point. Very little accomplished. I think 6 of the possible 90 or so laws have been passed. Not good. Another quote…

kaperoni: “He’s Resan Agency (news): a need to activate all laws beneficial to the national economy initiated by the House of Representatives in the previous session as one customs tariff and consumer protection law and the protection of the domestic product for the advancement of the national economy.”

kaperoni: Another quote…

kaperoni: “He Resan: There are political parties and government stands behind the lack of activation of these important laws of the national economy, noting that a standardization and quality control is still suffering the non-application of these laws being in conflict with their work.”

kaperoni: “He added, if the activation of these laws will be the only way for the recovery of the Iraqi economy in terms of local industry to activate and control the border and reduce the import of goods not conforming to the specifications of the fact that Iraq today has a market for goods as a result of the absence of bad laws.”

kaperoni: This is good to see them call out these people. Everyone knows that this all goes hand-in-hand with the monetary policies of the CBI. So they are pushing. And it appears from the frequency of the articles, they are pushing hard to get some results. Next article…

kaperoni: Parliament: the Iraqi economy is uncertain and needs to policy-making of the new – 27/11/2011

kaperoni: Quote…

kaperoni: “Iraq’s economy is still not clearly defined “Is it an economy or market as a result of confusion of his policy,” noting that the Federal Government is still working laws inclusiveness that operate in the former regime. “

kaperoni: This is telling. It clearly states that many of the economic laws are outdated…dating back to pre-war timeframe. These laws need to get updated and passed by parliament to open up the free-market economy, which will support the policies and exchange rate of the dinar. Another quote…

kaperoni: “And called Friday: to form a joint committee between the economic ministries such as the Ministry of Planning and Finance and Trade to draw economic policy of the country and to develop visions of the future has in order to promote it and develop it. “

kaperoni: All right, maybe a good idea! Since the GOI and Parliament are ineffective, lets get some help!

kaperoni: These two quotes are great. They call out the Deputy Prime Minister for Economic Affairs, and Minister of Economic…telling them they have no direction. This is more supportive to then get outside help.

kaperoni: Khuzaie calls to provide the appropriate atmosphere for the advancement of the agricultural sector – Thursday, 01 December 2011

kaperoni: Quote…

kaperoni: “The statement quoted Khuzaie say that “the Iraqi economy needs support from all sectors of economic, industrial, agricultural and tourism can not be the adoption of the oil alone is a source of national income as it seeks the Iraqi government through the agricultural initiative to improve the agricultural situation in the country.”

kaperoni: That pretty much sums it up. It is clear, concise and tells you what we have been saying all along is the reason for the delays in the RV. All of this plays a part. No one part alone is going to work, and with all pieces together, only then will there be success.

kaperoni: “The Khuzaie “support for all the demands of farmers that will return the public benefit to the agricultural sector, pointing to the need to provide the atmosphere”

kaperoni: Quote..

kaperoni: “The Centre has begun to embrace the idea of organizing a major economic Conference,”

kaperoni: Ok, so last weekend there seemed to be pow-wow of sorts. To resolve these delays and provide confidence to more forward with the economic reforms.

kaperoni: Quote…

kaperoni: “The solution in referring to invite international companies from Europe and America and regional States to attend alongside the Iraqi private sector on different disciplines and sit at the round tables will be negotiated on a joint cooperation between the two sides drafted to work in the country during the coming period, “

kaperoni: Great idea. You cannot seem to figure it out Iraq, get some help with this. So it appears they have decided to ask for help from all sides, global companies, the US, UK, and Arab states. I think this meeting needed to take place. It now appears that they agree… help is needed.

kaperoni: “He noted that the Centre based on the preparation of national strategic plan of work prepared by the Government of the country and the development of economic sectors, expecting it to be real breakthrough towards 2012 construction and economic development,”

kaperoni: There is motivation for sure. The benefits are huge for Iraq. No time to waste.

kaperoni: Quote…

kaperoni: “Economist Nabil called Shaukat need special trip aimed at enhancing economic laws that serve the general interest of the Iraqi people and meet their aspirations for development of the country’s economic structure.”

kaperoni: Pretty clear. Once again, they are asking Parliament to do its job…. Pass the laws.

kaperoni: One more quote from this article…

kaperoni: “Tuesday: that the Iraqi Government enacted various laws, while they ignore the economic laws that have great importance in the service of the Iraqi people. He noted: there are several laws still on the “shelf”

kaperoni: It truly does not get any better than this. Clear and to the point. Parliament is holding up the economic reforms, the transition to a free market economy, the improvement in conditions for the Iraqi people and the RV of the dinar.

kaperoni: And this is a comment from a member of Parliament? Maybe they are getting the point?

kaperoni: “He stressed that the Federal Government to develop a new economic order in accordance with scientifically accurate that develops strategic bases from which to build the Iraqi economy and its evolution, saying: to keep abreast of modern global economic development in order to improve the local economy and rehabilitation”

kaperoni: This is good. It is again saying…You are not able, so get the help you need. Let’s get a move on this. And another quote…

kaperoni: “Economic analyst invited to take advantage of Iraqi minds abroad and built through economies of many States in the world, in addition to the use of foreign expertise and the organizations of the United Nations that its primary role development of underdeveloped economies.”

kaperoni: This analyst is telling them as well, no more time to waste. Use the world stage to get this done. Use the experts, to help us. This is very good news, IMO, to help these people get “over the hump” to sort of speak.

kaperoni: “The head of the investment in the province of Baghdad, a specific al-Kazimi, told the Kurdish news agency (Rn) today, said that “the province of Baghdad does not have the ability to exchange Trelawny dinars during the budget year 2012 because it did not accomplish a thing of the budget in 2011 but spent on projects that are not a development”

kaperoni: More confirmation from a member of the GOI..Al-Kazimi. He states clearly that Baghdad does not have the ability to run an investment budget for the year 2012, when they did not accomplish anything during 2011 pertaining to development. Pretty telling information.

kaperoni: So today, it looks like we find the solution to our problem. Keep in mind when reading these next quotes…the World Bank has a huge interest in the success of Iraq. They have funded these rehabilitation projects and need to see them through to the success to be paid back. The World Bank has loans for healthcare, water supply projects, electricity, the CBI banking reforms, roads, sanitation, education and many more. The World Bank cannot afford to watch this fail.

kaperoni: So here comes the Calvary. The solution to the delays, the incompetence of the GOI and Parliament. Quote…

kaperoni: “Baghdad (news) .. announced the International Federation of Iraqi businessmen that the IMF adopt a new organization for the development of the Iraqi private sector and put through the economic policy of the country.”

kaperoni: Wow! Whatever you want to call it. Their job is to…” put through the economic policy of the country.”

kaperoni: Lets get the details of how this is going to work…Quote…

kaperoni: “Tuesday: the International Monetary Fund will adopt a new organization sponsoring the Iraqi economy through the development of its private sector and the development of the economic policy of the country,”

kaperoni: So we see the IMF is going to take the lead. Coincidence? Ha doubt it. It looks to me that they will hand over the day to day activities to the World Bank who is already in Iraq. Makes sense. Effective and ready to get it done.

kaperoni: Next quote…

kaperoni: “This will be done in agreement with the Iraqi government as a result of the government’s inability to draw a clear economic policy.”

kaperoni: That sums it up. You could not get it done, so we will!

kaperoni: Quote…

kaperoni: “this organization will call on all international economic organizations and local communities to develop an economic policy based on the basis of correct and accurate,”

kaperoni: More details to the plan. How they will accomplish this on behalf of Iraq. Will this delay the RV, only time will tell if the lack of abilities in the GOI and Parliament will affect the overall economic reforms.

kaperoni: Another quote…

kaperoni: “The main objective of the adoption of this organization is to energize the private sector and engage with the public sector in the investment process and the reconstruction of the country,”

kaperoni: I like this. Anytime they use the word “energize” in Iraq it is a good thing. LOL

kaperoni: And this last quote…

kaperoni: “it will put the Iraqi economy, the general line and on the march,”

kaperoni: Yes, time is a wasting. Get them on the march! Left, Right, Left…lol The next few weeks will be telling to see if this new organization can get Parliament and the GOI to get the laws written, reviewed and passed as needed. For sure, the CBI is waiting for all this to be in place. Let’s hope they are successful.

kaperoni: One last thing, don’t waste ur money on dinar this month in hopes of a RV in December. Pumpers are pushing hard for your money calling the RV every single day. This information clearly states otherwise. It may RV in December, but chances are greater for sometime in 2012.

I tend to agree with the "sometime in 2012" statement. Yes they need chapter 7 son, yes they need HCL soon, but they also need a stable economic capacity and right now they are not even close. There are dozens of laws that effect the economy that are important for the CBI to be able to support an RV....NOT just the HCL. 2012 will be fine with me. If they're going to take their time, as always, at least they're making a bit more progress than the past 5 years I've been waiting. What's one more? It may not be what you all want to hear but please research more than just the HCL and Chapter 7. Please do more news searches and reading than what is on this site alone. Although there is good info here, its just the tip of the iceburg of what I read daily. There is such a bigger picture going on that so many people don't educate themselves on, but so much more of this would make sense if we all get out of the "HCL and Ch 7 world.". There's so much more to it...and the CBI is well aware of that. Read, read, and read some more....on various news site, not just this one.

Seems like last year at this time. Everyone was saying that 2011 was going to be the year things finally got done. Now we are forced to change those predictions to 2012. There was nothing wrong with those who said 2011 was going to be the year. If we had been dealing with other governments, those predictions would have came to pass. However we are dealing with a government that the thought of cooperation is not a popular one, and they seem to fight it every day. Some of these people would just as soon shoot each other and go back to the 7th century. Bringing their thinking up to today is going to be slow at best. They have always had someone to tell them what to do and not to do, so making their own decisions is a very alien concept for them.

Just my thoughts. :rolleyes:

Kap has been mostly accurate for the most part. I believe he is right in that 2012 is looking more realistic by the moment, and this is about and a must for many parts of Iraq's economy and infrastruture coming together for the RV to occur. The GOI and the Parliament of Iraq are are worthless as 2 t_ts on a boar hog!

This was my favorite part.....

'Tis the season for people to be swindled out of money they desperately need. Just like last year, the pumping and rumors were out of control at times. 2011 doesn't appear to be any different.
