I really hate to side with the Pimpster, but Iraq'a budget IS the biggest it's been ever. Maybe they budgeted that amount BECAUSE they knew that was the amount of dinars it would take to do all this? SK finances big construction projects all around the globe, has one of the biggest economies in the Far East & with an ER of 1,400 Won to 1 USD.
