Al-Sumaria News publishes a list of governorates that announced the suspension of official working hours tomorrow, Wednesday.

15 governorates announced the suspension of official working hours in their departments tomorrow on the occasion of the anniversary of the assassination of the "leaders of victory."

Below are the governorates:

Babil,

Karbala 
Dhi Qar 
Baghdad
Salads
Nineveh
Anbar
Najaf
Maysan

Sounds like they pulled this holiday out of nowhere to get more time to do behind the scenes work on exchange rate and salaries etc. Could be my hopium speaking but......
