Just guessing, but if the Kurdish situation in Iran is similar to the one in Turkey, the Kurds want autonomy. At least in some form, and from what I've read they have only found such an agreement with the government of Iraq. Erdogan wants them dead. The Iranian hardliners want them dead. Disarming them and plopping them in a camp in the middle of nowhere is simply asking for an Iranian airstrike to slaughter them. If the Iraqi Kurds gave any consideration to their brethren, they would integrate them into Iraqi Kurdish territory. Doing anything else invites their elimination at the hands of the Turkish security forces or the Quds death squads.
