Al-Hindawi added, "The delay in approving the budget has caused a delay in the completion of many activities, such as aerial maps and the directory of administrative units, and securing the requirements for field work, as about 125,000 researchers and enumerators will participate in the implementation of the census, distributed in 18 governorates that include 171 districts and 427 districts. And this requires the provision of more than 400 supervisory centers throughout Iraq, which requires the training of these enumerators well."

The planning spokesman added, "The ministry has completed all the special requirements for implementing the general population census, but so far there is no budget," noting that "the ministry needs 120 billion dinars to implement the general population census."    

  

Al-Hindawi continued, "The ministry's efforts are continuing in preparations, and a set of experiments have been carried out in 7 governorates in a field manner," explaining that "the general census of the population will be carried out electronically, and efforts must be tested in the field."    

  

And he indicated, "There are a set of stages that must be completed in order to implement the census, such as securing tablets, which we need 150 thousand of them, as well as the need to train and qualify 150 thousand counters, and conduct an experimental census throughout Iraq to test capabilities and capabilities, and conduct the numbering process. It will also pave the way for quick access to knowledge of the special needs that provide job opportunities for citizens, and this survey will contribute to providing indicators that serve the preparation of long-term policies to confront Labor market challenges, structuring and identifying and diagnosing the deficit.

He pointed out that "the government relies on the importance of conducting the census in implementing government policies and achieving the goals of the government program, in addition to its importance in preparing future plans that help in the development and renaissance of society."  

  

The statement indicated that "the meeting witnessed a discussion of the measures taken by the Central Statistical Organization in the Ministry of Planning, the requirements for implementing the general population census, and the expected roles of other relevant ministries."  

  

And he indicated that "the council reviewed the decisions of the fourth session of the Arab Council for Population and Development, and it was emphasized that the census be within the international recommendations and the ten principles of the United Nations, as well as being guided by the Arab strategy for population planning."

A special body for statistics that replaces the 'central body' for conducting the general census

Official sources reported that a special body for statistics will be established in Iraq, to replace the current central body, and one of its main tasks will be to supervise the upcoming population census in the country.  

  

  

  

It is expected that the Iraqi Council of Representatives will conduct, on the twenty-seventh of February, the second reading of the draft statistics law, which provides for the establishment of a special body for statistics in Iraq.  

  

The spokesman for the Iraqi Ministry of Planning, Abdul-Zahra al-Hindawi, said in statements to Kurdish visual media, followed by “NAS” (February 25, 2023), that “once the draft law is approved, the Statistics Authority in Iraq will be formed,” pointing out that “the body will replace the Central Statistical Organization of the Ministry of Planning.” ".  

  

Al-Hindawi added, "The Statistics Authority will have broader powers than the Central Bureau of Statistics, and its main task will be to supervise the general population census."  

  

And the Iraqi Prime Minister Muhammad Shia'a al-Sudani stresses in his program that the population census will be conducted during the current year.  

  

On the fifteenth of February, the Iraqi Prime Minister announced the approval of the National Document for Population Policies, directing the creation of all the capabilities required to complete the new population census in 2023.  

  

The last population census was conducted in Iraq in 1987, and all governorates participated in it, followed by a census conducted in 1997 without the participation of the autonomous Kurdistan region in the north of the country.  

  

The Arab Weekly quoted Iraqi political circles as saying that conducting the current year's population census would pave the way for settling disputes between Baghdad and Erbil, especially regarding the Kurdistan region's share of the general budget.  

  

The political system controlling the Iraqi decision links determining the Kurdish region's share of the general budget to the population mass, while the region remains silent about the condition presented so far.

Tawfiq explained to "Al-Sabah" that "the process is very difficult for several reasons, the most important of which is the national and ethnic conflict," noting that "the only solution as a way out to accomplish it is to delete the paragraph on national and ethnic identity, and otherwise we will open up new horizons for a conflict not only between the region and the center and the survival of this field." The census will be turned into a referendum and may lead to boycotting the process.” Tawfiq added, “The census will provide official and accurate data related to the region’s population, and thus the controversy over the region’s proportion in the federal budget.”

Strategic analyst Kazem Yawar said: "The census was scheduled at the time of the government of Adel Abdul-Mahdi, and after his dismissal, it was transferred to the Al-Kazemi government, which was unable to conduct it, and today we are in the Sudanese government, which must be completed for constitutional necessities." And Yawar continued in his interview with "Al-Sabah". "Talking about the government's inability to conduct a census due to political prohibitions in the disputed areas will not affect its legality in these areas, since this is one of the duties of the federal government in all regions of Iraq," stressing "the country's need for fair budgets based on population distribution percentages."
