The Council of Ministers, in its regular session held yesterday, Tuesday, headed by Council Speaker Muhammad Shia’a Al-Sudani, agreed to increase the ceilings for the amounts and duration of lending for the Housing Fund to be 60 million dinars for the center of the capital, its districts and districts, and the centers of the governorates, its districts and districts, provided that the decision is implemented from the date of its issuance.

The Council approved the creation of a national program to raise awareness and introduce the importance of inclusion in the retirement and social security law for workers, which targets the youth group for the purpose of securing decent job opportunities for them and reducing the tendency towards government jobs.

 

The Council agreed to increase the number of children's nurseries in order to increase women's participation in the labor market, which amounts to (10.6%), based on the Labor Law, by establishing nurseries in projects in which women work in order to allocate loans granted for this purpose only.

He also agreed that the Ministry of Finance would finance an amount of five hundred thousand dollars to the Civil Aviation Authority to contract with the International Finance Corporation (IFC) for the purpose of developing and rehabilitating Baghdad International Airport.

According to the statement, the Council of Ministers discussed other issues on the agenda and issued the following decisions:

First / Approval of a draft law on the accession of the Republic of Iraq to the statute of the International Council of Dates, which entered into force on February 16, 2022, and was audited by the State Council, and referred to the House of Representatives, based on provisions of the constitution.

Second / endorsement of the proposal for the first amendment to the Foreigners Residence Law No. (76) of 2017, taking into account the opinion of the General Secretariat of the Council of Ministers, which is confirmed by their legal memorandum.

Third / Approval of the draft law of the second amendment to the law on personal liability insurance for employees of state departments and the public sector No. (47) of 1990, which was audited by the State Council, and referred to the House of Representatives, based on the provisions of the constitution, taking into account the opinion of the Ministry of Finance and the General Secretariat of the Council The ministers indicated under the legal department memorandum.

Fourth / Approval of changing the name of Al-Furat General Company for Chemical Industries and Pesticides to (Al-Furat General Company for Chemical Industries), based on the decision of the company’s board of directors, and the provisions of the amended Public Companies Law No. (22 of 1997).

Fifth / Approval of amending the second paragraph of Cabinet Resolution (23080 of 2023) to become as follows:
Transfer of the General Company for Iraqi Ports ownership of areas of the specified plots of land; The Ministry of Finance also transferred the specified land areas, according to the accompanying profile of the letter of the Ministry of Industry and Minerals, with a total area of (4,500) dunums, to the Ministry of Industry and Minerals / the General Company for Petrochemical Industries, to allocate them to establish the Nibras Petrochemicals project exclusively, based on the provisions of the Law on the Sale and Lease of State Funds (21 for the year 2013) as amended, and the amortization of the selling allowance according to the Federal Financial Management Law (6 of 2019) as amended.

He added, "The Ali Al-Wardi Municipality was established in Baghdad Governorate, the Al-Salam Municipality in Al-Najaf Governorate, Al-Mutanabi Municipality in Wasit Governorate, and the New Diwaniyah Municipality in Al-Diwaniyah Governorate."

And he stressed, "The process of completing the transfer of land ownership is taking place from the Ministries of Finance and Agriculture to the new municipal institutions, in order to save effort and shorten the procedures, and according to the directives of the Prime Minister, as specialized committees were formed in each governorate to follow up on the completion of land preparation and the initiation of urban planning and implementation of infrastructure." .

On November 8, 2022, the Prime Minister stressed the importance of implementing new serviced cities that enjoy infrastructure according to an economic model and commitments between the government and the citizen, and not only distributing plots of land that lack services and produce distorted cities.
