I agree.

Some articles have spoken about the HCL after the budget. I can only assume it means after the approval of the budget in parliament & before the budget opening imo. I don't really care what order they choose, as long as the HCL is law prior to budget opening. This way they could amend the budget if needed prior to budget opening. I just don't want to see the budget opened, funds start being disbursed, while the HCL is still in the process of becoming law.....otherwise I could see it dragging on for many more months
