The authority said in a statement, "A meeting was held today at the authority's headquarters, chaired by Director General Shaker Mahmoud Al-Zubaidi, with the directors of the departments of the general headquarters and the directors of the customs areas, during which he directed the formation of a specialized committee to implement Cabinet Resolution No. (90) for the year 2020, and the approval of the Minister of Finance was issued."

The statement added, "Al-Zubaidi stressed the importance of this decision, as he indicated that it would eliminate bureaucracy at work after unifying four customs centers and making them one customs center called (the Great Welcome Square) and it will have positive repercussions on the infrastructure and standardization of electronic procedures with the Ministry of Transport / Iraqi Ports Company.

The authority indicated that "he stressed on following the correct administrative contexts and applying them in the best way, while urging the directors of the customs areas to advance their departments to reach the desired goal towards achieving sustainability and development in all aspects of the customs work."

The Federal Integrity Commission called, on Wednesday, to amend the amended Customs Law No. (23 of 1984), in line with recent economic developments, and for the concerned authorities to reconsider bilateral agreements that grant customs facilities and exemptions from fees; To maximize financial revenue.  

  

  

  

The Authority’s Prevention Department recommended, in a report prepared by it on the visits made by its team, which consisted of conducting field visits to the Ministry of Finance - the General Customs Authority, to review the file of customs exemptions granted to various sectoral authorities by developing an accurate economic and financial mechanism and vision, and specifying the goods covered by the exemption. The project and the time periods specified for it, indicating that the size of the exemptions mainly affect the planned revenue.  

  

The report urged, according to a statement by the Integrity Commission, that Nass received a copy of it, (August 17, 2022), to “put an end to stopping and reducing the differences in fees owed by importers, traders and clearance companies by determining the amounts owed by each company and importer, and assigning the responsibility of collecting them to the district manager or The customs center, in addition to the approach of the General Authority for Taxes, with a view to amending the taxes that must be collected in light of fee differences in order to achieve a general revenue for the state treasury, as well as stopping the activity of those responsible for financial fee differences until those dues are paid.  

  

The report suggested that the General Authority of Customs send units from the Customs Tariff Audit Department to border crossings, for the purpose of limiting financial differences to importers before paying customs duties, as well as supporting and strengthening investigation and control activity in all ports, and intensifying campaigns in local markets to control prohibited materials, in coordination With the Supreme Judicial Council, in addition to setting strict controls to limit the phenomenon of exporting basic foodstuffs outside Iraq, to limit the rise in prices, and to work to increase the strategic storage of them, and to stop exporting them at the present time.  

  

He added, "After reviewing the statistics of exported foodstuffs, it was noticed that quantities of (rice and edible oil) were exported during the first four months of this year."  

  

The report touched on "the problems and obstacles represented by the lack of prior coordination with the customs departments in the border posts in controlling cases of violating consignments at the border post, and sending them to the General Authority of Customs, based on the provisions of Article (241) of the Customs Law No. (23 of 1984), and the failure of the authority to The General Directorate of Iraqi Ports notified it of the presence of overcrowded containers in the warehouses of the Ministry of Transport for long periods, noting that the legal period allowed for the containers to remain is (30) days only.  

  

The report stated that "the revenues of the General Customs Authority for the years (2019 - 2021) amounted to approximately (3,080,000,000,000,000) trillion dinars, despite the Kurdistan Region's failure to comply with Resolution No. (13 of 2019) regarding the unification of customs and tariff procedures adopted between the center and the region," noting that "" The speedy resolution of the cases will contribute to supporting the state treasury from the funds obtained from it.

Integrity seizes waste of public money worth 5 billion in Basra

The circuit is left unused and has not been used since its preparation in 2012, with a value of (5,075,400,000) billion dinars .  

  

The department added, "Leaving the equipment in the warehouses of the Environment Department, as a result of not constructing and erecting a building for it, despite sending the department's cadres for training, exposes them to extinction and not benefiting from them, in addition to causing a waste of public money with the aforementioned amount . "  

  

And she continued, "In a third operation, after investigation and follow-up, an amount of (651,891,177) million dinars was seized from the Basra Oil Company, after an employee of the company's financial authority manipulated the documents of mass transportation wages for the years (2020, 2021 and 2022), and other amounts were added to the accounts. Drivers' dues in exchange documents and their embezzlement .  

  

  

In the northern port of Umm Qasr, "The work team of the Basra Investigation Directorate managed to thwart an operation to smuggle tens of tons of used and damaged fiber-class pipes that are prohibited from being brought into Iraq, loaded on (6) trucks at the port, and an attempt to bring them in as new materials . "
