Powerful Iraqi Shiite preacher Moqtada Sadr Sunday urged other factions to support a protest that has seen his supporters occupy parliament in a dispute over who should name the next prime minister.

Nearly 10 months after elections, the oil-rich country is still without a new government due to the repeated failure of negotiations and the en-masse resignation last month of Sadr's bloc -- the largest in parliament.

The health ministry said at least 100 protesters and 25 security personnel were hurt in the confrontation.

Analysts have said Sadr, a mercurial cleric who once led a militia against US and Iraqi government forces, is using protests to signal that his views must be taken into account in establishing a new government.

He called on "everyone... to support the reformist revolutionaries".

- 'Got the worst' -

On Sunday morning, the demonstrators marked the Muslim month of Muharram, a traditional Shiite celebration, with religious chants and collective meals.

A statement issued by a Sadr loyalist on Sunday issued instructions to the protesters, urging them to keep the premises clean, organise unarmed security patrols and to keep the sit-in going by operating in shifts.

Sadr's bloc emerged from elections in October as the biggest parliamentary faction, but still far short of a majority.

That led to the pro-Iran bloc becoming the largest in parliament, but still there was no agreement on naming a new prime minister, president or cabinet.

They left on Sadr's orders last Wednesday after about two hours inside.

He told Shafaq News Agency, that a coordinating committee for the sit-in has been formed inside the House of Representatives, indicating that the committee will issue its first statement regarding the organization of the sit-in and the demands of the sit-in in the coming hours.

He considered that the popular demonstrations and sit-ins include all spectrums of the Iraqi people and are not limited to the Sadrists only, explaining that the first demands of the protesters include choosing an independent figure capable of running the new government and the non-participation of political parties in the government.

The leader, who decided to remain anonymous, stressed that political figures accused of corruption will be held accountable according to the just and impartial law, stressing that "there is no direct or indirect dialogue between the protesters or the political parties."

One of the protesters stated to Shafaq News Agency, that the demands of the protesters were distributed on a piece of paper, warning them against negotiating or accepting a truce sought by those he described as "corrupt".

According to the clip, the leader of the Sadrist movement, Muqtada al-Sadr, will be chosen as governor according to a session that will be held in the afternoon.

Despite all the calls for calm issued by the Shiite political blocs affiliated with the coordinating framework and the decision of Parliament Speaker Muhammad al-Halbousi to suspend its sessions until further notice, it seems that al-Sadr insists on continuing the sit-in inside the Iraqi parliament until its conditions of dissolving parliament, holding early elections and starting disarming the Shiite factions.

 


The head of the Center for Political Thinking, Ihsan Al-Shammari, believes that there are three expected scenarios to resolve the current political crisis in Iraq. The first is to resort to an independent figure who chooses a ministerial formation that includes personalities who are not affiliated with parties with the aim of preparing for new elections within a year, and the second is to maintain this government to prepare for elections beyond a year, As for the third scenario, it is weak and is represented by going to a new political contract, otherwise crises will continue in Iraq.

Al-Shammari explained that the most prominent demands of the Sadrists are the disbanding of militias and disarmament, which are matters subject to the government program and political will, ruling out that there will be acceptance of this condition, especially from the coordinating framework because arms are part of the political forces.

 

The sit-in continues

 

Al-Shammari believes that the Sadrist sit-in will continue until a new approach is reached, considering that the scenario of dissolving the parliament is what satisfies the Sadrists, taking into account the approval of the budget and a new electoral law.

 

 He described the talk about a Shiite-Shiite conflict with intimidation, because "the Shiites do not fight on behalf of political leaders", suggesting that limited friction will occur between the parties to the crisis and that a Shiite clash will not occur due to the presence of many checks and balances.

The researcher in political and academic affairs, Abdul Salam Berwari, believes that there are differences in attitudes between the Sadrists and the framework that prevent them from reaching expected solutions, and there is no common ground between them for dialogue, especially since the success of any dialogue requires mutual concessions by the two parties.

 

Iran refuses to escalate

 

Berwari added that President Barham Salih was supposed to present an initiative, but he was reluctant because the two sides were not ready to find common points, noting that "Iran does not want to escalate the situation in Baghdad, as evidenced by Qaani's arrival in Baghdad and the withdrawal of the framework from launching counter-demonstrations."

 

And the commander of the Quds Force in the Iranian Revolutionary Guard, General Ismail Qaani, arrived in the capital, Baghdad, with the start of the Sadrist movement's demonstrations in the Green Zone and the Iraqi parliament on the 28th of this July, to hold talks with the forces of the coordination framework and some other political blocs regarding the formation of the Iraqi government.

Berwari considered that the expected solution lies in agreeing that Mustafa Al-Kazemi will be the candidate of the two parties in order that there will be no winner or loser, and he will be assigned by the President of the Republic and gain the confidence of Parliament and turn into a fully legitimate government, indicating that the president’s duty is to calm the situation and hold early elections within a year. He pointed out that the United Nations could put forward solutions and proposals, or any national figure, but with the response of both parties.

 

The solutions are harsh

 

For his part, journalist Basem Al-Shara believes that finding solutions to the current crisis, whatever its form, will be harsh on the coordination framework in front of his audience, especially after the Sadrist movement's control of Parliament.

 

Al-Shara said that what is happening from the Sadrist movement’s supporters, in coordination with the security services, over the parliament and the Green Zone is similar to the collapse of the government of Afghanistan and the fall of Kabul to the “Taliban” with some differences, pointing out that Sadr is now the strongest Shiite and Iraqi leader, and this matter needs other forces to provide concessions to him.

 

He added that if the coordination framework wanted realistic solutions, it had to make concessions to the Sadrist movement that would be harsh and embarrassing in front of its audience, after making many promises that went with the Sadrist movement's supporters and the lack of a clear political consensus within the framework on dealing with developments.

 

Al-Shara added that among the most prominent of these concessions is the cancellation of Al-Sudani’s candidacy and keeping Al-Kazemi or bringing in a figure who has the approval of Al-Sadr, and granting more influence to Al-Sadr in any new government, pointing out that these concessions may embarrass the framework forces and make their chances in any early elections decline from the previous one.

For its part, the conservative newspaper, "Joan", wrote in an article entitled "Has another sedition arisen again in Iraq?", that Sadr's supporters stormed the Green Zone and "occupied" Parliament, while the coordination framework was close to forming the government, "which would not have ended The long political crisis in Iraq.

She added that what the Sadrists did "not only put the formation of the government in front of a serious challenge, but, as is clear from the message of the leader of this movement, the current challenge seems to be the deepest imaginable, which raises speculation about the possibility of a new strife similar to the strife of 2019".

"Joanne" said that the storming of Parliament "was expected two months ago, when al-Sadr asked his deputies to resign from Parliament."

The newspaper attributed Al-Sadr's goal of these measures to his plan "to completely change the equation," saying that he "abandoned the democratic parliamentary method and sought refuge in the harsh bullying method and fencing in the streets."

And the Iranian newspaper "Joan" considered that Al-Sadr is pursuing two goals, the first, as the newspaper says, is "subduing Parliament to its authority to communicate its choice to the prime minister" and the second goal is "the continuation of the protests until there is no choice but to dissolve parliament and hold early elections."

In turn, the Iranian newspaper "Jomhouri Eslami", which is close to the reformist movement, wrote in an article, today, Sunday, entitled "Iraq's Distressed Future and Muqtada Al-Sadr's Political Confrontation with the Coordinating Framework and Iran" that "Al-Sadr seems to be smart enough not to distance Tehran from himself." , adding that his priority in the current transitional period is to thwart the formation of the government by the coordination framework.

The "Jomhouri Islami" newspaper added that Iran had shown maximum restraint to preserve unity in the Shiite house, but that it would "take a tougher policy" toward al-Sadr if he continued his efforts to thwart the coordination framework in forming the government and dissolving parliament.
