The House of Representatives elected Hakim al-Zamili to the position of the first deputy speaker of parliament in its fifth legislative session, as he obtained 182 votes, while his rival, Representative Hamid al-Shiblawi, won 34 votes, while 11 ballot papers were considered invalid.
Shakhwan Abdullah also won the position of second deputy speaker of Parliament, after MP Sarwa Abdel Wahed competed with him. Abdullah received 180 votes, while Abdul Wahed received 33 votes, and 13 ballot papers were considered invalid. 
At the end of yesterday's session late, the "Sadr Bloc" submitted to Al-Halbousi the names and signatures of the most numerous parliamentary bloc.
The first session was held yesterday afternoon in the presence of 325 deputies, headed by the president of the constitutional age, Mahmoud al-Mashhadani, and the deputies took the constitutional oath. Second Deputy Speaker of Parliament Shakhwan Abdullah said: "The Presidency is committed to the constitutional timing for electing the President of the Republic, according to Article 54 of the Constitution, and the Federal Court does not allow delays or the adoption of the open session principle."
Abdullah explained, in an interview with "Conscious", that "a specialized committee will check the resumes of applicants for the position of the Presidency of the Republic, and their numbers and names of those accepted will be announced according to the specifications set by the constitution," noting that "the Accountability and Justice Commission will also check the names, provided that they are not The candidate shall be convicted 
With a felony.” Abdullah limits the chances of winning the position to Kurdish understandings, “The president of the republic will be between the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, and it will be agreed upon in the next stage, and there is no candidate from either of the two components: Sunnis or Shiites, because it is an entitlement to the Kurds.”
A source in Parliament told "Al-Sabah": "The number of candidates reached 44 as of Wednesday afternoon, which is the number of candidates to rise at the end of official working hours today, Thursday."

It surfaced recently that the negotiation process between the two Kurdish parties, the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, has reached a dead end, reflecting the insistence of the two on different candidates for the post of President of the Republic. thirds.
The leader of the National Union, Ghiath Al-Sorji, said that his party is committed to the position of the Presidency of the Republic, "since this position is a political entitlement, and our only candidate until now is (Barham Salih) and there are dialogues with all parties to support this nomination."
Al-Sorji added in a press statement, "We warn against any difference between the two main Kurdish parties in the Kurdistan region of Iraq regarding the position."
He pointed out that "the repercussions of the dispute will push towards division between them and bypass the previous agreement since 2007 and the time of the former head of the National Union, Jalal Talabani, concluded with the aim of stabilizing the region."
This comes while the representative of the Kurdistan Democratic bloc Mahma Khalil said: "Hoshyar Zebari's candidacy for the presidency of the republic enjoys the support of Shiites and Sunnis, and it will pass with great comfort" in Parliament.
Khalil added that "Zebari enjoys broad acceptance and support from all Shiite and Sunni forces and allies of the Kurdistan Democratic Party within the region, with the exception of the Patriotic Union of Kurdistan," pointing out that "understandings and agreements between the forces have been reached for Zebari to assume the presidency of the republic."
He added that "the presidency of the republic is an electoral and constitutional entitlement for the Kurdistan Democratic Party, in addition to the great political role of Zebari in the political process over the past years and his acceptability with the political forces."
It seems that the PUK did not agree internally on a single candidate, as party leader Latif Rashid applied to run for the position of President of the Republic, which complicates the scene further, especially in light of the presence of more than one Kurdish candidate for the position, including Judge Rizgar Muhammad Amin.

A member of the media office of the Union, Karwan Anwar, told Al Furat News that: "The dialogues and negotiations regarding the sovereign position and the entitlement of the Kurds will be calm and without any breach," recalling "in our recent agreement with the Kurdistan Democratic Party that the message be the same in Parliament; but from Without prior permission, we saw that he nominated Hoshyar Zebari for the presidency, knowing that the agreement governs that the position be for the Union." 
He added, "Now and to this moment, things have not gone as we planned in advance and have not been resolved yet, and time is still ahead of us and the National Union is sticking to the position." 
Anwar explained, "The position of the presidency after 2003 belongs to the Kurds as a major component, and among the Kurds, according to the agreements concluded, it is from the share of the Patriotic Union of Kurdistan and the Democratic Party receives the presidency of the government and the Kurdistan region, and the time has not yet run out, and we are still committed to our entitlement according to the agreements."
He pointed out that "in the event that we do not reach an agreement, the 2018 scenario will be present, which includes all signatures to vote on the union's candidate, but hopefully we will reach an agreement that includes everyone, and we have no way but to engage in the parliamentary battle in collecting signatures."

Al-Tamimi told Al-Furat News that: "The Iraqi constitution did not specify in the candidate the most numerous bloc mentioned in Article 76 the gender of the candidate, but it came absolutely without restriction, and it was not mentioned in Article 77 of the constitution, which is the conditions of the candidate for the presidency of the Council of Ministers, which distinguishes between men and women, but rather it was general Includes male and female.
He added, "Also, Article 14 of the Constitution equalized between women and men in rights and privileges, and Article 16 of the Constitution supported that in terms of equal opportunities."
Al-Tamimi continued, "There is no legal impediment in the relevant laws that prevent a woman from taking over the presidency of the Council of Ministers. As for the doctrinal aspect related to the hadith of the Prophet, a people led by a woman will not succeed. It has nothing to do with the issue, neither from near nor from afar, as it came on a specific historical occasion and it is not a general legislation Rather, it is a special fact and does not constitute a general rule that must be applied.”  
Al-Tamimi indicated that “the Holy Qur’an referred to the leadership of women in Surat Al-Naml..(They said, “We are the ones who possess strength and are given great valor, and the matter is up to you, so see what you command.”) And women are for their homelands of goodness and blessing.”
He concluded by saying, "The institutions that govern in parliamentary systems, not the prime minister alone, as in Germany..Merkel..and in India..Indira Gandhi."

The leader of the Change Movement (Goran) Governor Latif Mustafa said: "The term Kurdish fears is not accurate, but rather the Kurdish blocs' fears over their interests in the government formation in Baghdad.
Mustafa explained, in an interview with "Al-Sabah", that "the Kurdish blocs are very divided, and it is more correct to ask about the fears and struggle of the two parties over the positions of President of the Republic, Deputy Prime Minister, and Governor of Kirkuk."
The Kurdish politician continued by saying: "The two parties will not go united to Baghdad. The Kurdistan Democratic Party is the one who decides, because the competing parties are weak," noting that "the union's partnership with the Democratic Party is formal, because the latter rules the region and controls money and influence," he said.
For his part, the media advisor to the leader of the Kurdistan Democratic Party, Kifah Mahmoud, told Al-Sabah that "the largest winners in the parliamentary seats, namely the Democrat, followed by the Patriotic Union, entered into in-depth discussions with the coordination framework and the Sadrist movement."
Mahmoud added that "the data confirms the existence of Kurdish efforts to unify the Shiite house, and the call to heal the rift between the Sadrist bloc and the coordination framework."
The researcher in Kurdish political affairs, Muhammad Fatih, criticized the current moves of the two parties, saying: "They are racing to obtain positions, without caring for the interests of the Kurdish people, and therefore they are afraid that they will not reach those positions."
Fateh added, in an interview with "Al-Sabah", "We, as a Kurdish people, are not afraid of being marginalized in the new government, but we are waiting for the formation of a strong government that takes into account the interests of all."
The writer and political analyst Mahmoud Al-Hashemi said that the results of the recent elections are not the decisive factor in the power industry and the government industry in the future.
Al-Hashemi explained to "Al-Sabah", "We used to adopt consociationalism and partnership as a principle in the political experience after 2003," adding that "this includes the differences that occurred in the first session of Parliament between the National Democratic Union and the Democratic Union, as these differences amount to major problems in which they are discussed about Digging up the past, and in the end everyone is subject to external pressures," as he put it.
