Shafaq News / The Kurdistan Regional Government stated, on Monday, that Baghdad had issued a decision that includes stopping the distribution and renewal of agricultural land contracts within the borders of Kirkuk governorate and its environs.

 

A statement issued by the office of Khaled Shawani, the regional minister for talks with Baghdad, reported to Shafaq News Agency, "by sending a letter dated 2/3/2021 to the Ministry of Agriculture in the federal government regarding the problem of agricultural lands within the borders of Kirkuk governorate and its environs and the renewal of agricultural contracts, which is in violation of Article 140. From the Iraqi constitution, as well as that these agricultural lands are in accordance with Iraqi Cabinet Decisions No. 29 of 2012 and the Presidency’s decision itself for the year 2007 regarding the abolition of contracts for all agricultural lands in the region with the aim of changing the identity and demography of Kirkuk.  

 

The statement added, "On the other hand, the Federal Ministry of Agriculture responded with Book No. 1020 on 5/4/2021 to the region’s letter and informed it that the distribution and renewal of contracts for land has been suspended." By a higher committee that will be within the framework of Article 140 of the constitution. " 

 

The statement added, "All of this comes as a result of the continuation of the dialogues, the exchange of views and the continuous meetings of the regional minister for dialogue with the concerned parties regarding disbanding the contract and preparing the appropriate ground to find an objective solution to the pending problems of Kirkuk and its surroundings, including the problem of agricultural lands and other related issues in accordance with Article 140 of the Constitution."

A trade statement said, "The Director General of Commercial Control at the Ministry of Trade, Muhammad Hanoun, met the Deputy Minister of Trade and Industry in the Kurdistan Region, and during the meeting, joint work mechanisms were discussed as well as joint work and a coordination mechanism for the control teams at the regional government and center level."

The statement added, "The meeting discussed the possibility of solving the problems found in the branches of the ministry's companies in the Kurdistan region, following up the mechanisms of the marketing season and scrutinizing the types of wheat marketed by farmers and farmers."

The Director General of the Supervision Department pointed out, "Directing the Minister of Commerce, Alaa Al-Jubouri, to provide all support and attribution to the departments of the Ministry of Commerce in the region, for the purpose of carrying out their tasks as well as solving all outstanding problems and finding unified work mechanisms that contribute to the improvement of the level of work and achievement, especially within the limits of the work of the Commercial and Financial Supervision Department." And the creation of joint audit and oversight mechanisms that contribute to developing the work of the oversight bodies in the Ministry of Trade in the Kurdistan Regional Government.

For his part, the Deputy Minister of Commerce in the Kurdistan Regional Government stressed "the importance of exchanging visits between employees of departments and companies in the Ministry of Trade with the regional government, for the purpose of benefiting from experiences as well as finding joint work mechanisms that contribute to improving work and uniting efforts to confront corruption."

He pointed out, "The importance of following up the mechanisms of the marketing season," stressing that "the Kurdistan region contributes greatly to the success of the marketing season through the cultivation of large quantities of wheat crop."

MP Abboud Al-Issawi, a member of the Parliamentary Committee on Agriculture, Water and Marshlands, called on the government to pay farmers' dues amounting to nearly 1.8 trillion dinars, which were included in the budget and not yet released, and despite the proximity of the strategic rice crop cultivation in the country, peasants and farmers did not receive their dues, while the Ministry speaks Agriculture is about "modern mechanization" and other things, in addition to the water scarcity season that Iraq is experiencing and the other problems that are currently facing the first vital outlet for the country's economy.
In an interview with Al-Sabah, Al-Issawi stressed that “mechanization is required in agriculture, especially since Iraq lives in every season with scarcity of water, and the future of water is not reassuring. Therefore, we need alternative agricultural methods that take into account the rationing of irrigation, as well as the use of Modern methods of growing seedlings in orchards and preparing harvesters' machines to modify the land ». Directing his questions to the ministers of agriculture, trade and finance, as well as to the prime minister: "Where are the farmers' dues?" He added, "We are heading to the rice cultivation season, which is considered one of the strategic crops. Farms need money to buy seeds, as well as fertilizers and pesticides, organize the land, etc., and our farmers have not yet received their dues from the wheat crop, and before that the rice paddy."

Shafaq News / The Presidency of the Iraqi Council of Representatives (Parliament) pledged, on Saturday, that it will work to oblige the finances to pay farmers' dues within a week.

 

The media department in the council stated in a statement received by Shafaq News, that "the presidency of the council will follow up with the sectoral committee to oblige the Ministry of Finance to implement the clause of paying farmers' dues during this week."

The Federal Minister of Agriculture, Muhammad Karim al-Khafaji, announced, on Sunday, that an agreement has been reached with the Kurdistan region on most issues related to agricultural production.

Al-Khafaji said in a press conference  that "we discussed with the prime minister of the Kurdistan region many issues related to agricultural products," adding that "most of the issues were agreed upon."

He explained that "the issue of smuggling agricultural products from Iran, Turkey and other countries was discussed."

And he added, "It was agreed on the issue of receiving wheat and barley crops by the farmers of the Kurdistan region," adding, "We will pay the Kurdistan Region farmers' dues next week."

He continued, "It was agreed to receive all agricultural products from within the region and in return for exporting crops from the south to the north, stressing the ministry's readiness to support the farmers of the Kurdistan region."

Shafaq News/ The head of the Parliamentary Agriculture, Water and Marshlands Committee, Salam al-Shammari, announced on Wednesday the disbursement of the first payment of farmers and farmers' dues, amounting to 500 billion dinars, next Sunday.

 

Al-Shammari said in a statement received by Shafaq News Agency, "After the urgent request from the Parliamentary Agriculture Committee and Parliament to the Ministry of Finance and the sectoral ministries concerned with disbursing farmers' dues, 500 billion dinars were allocated as a down payment."

 

He added that "the payment is for the disbursement of previous and current dues for the crops of corn, barley, rye and wheat." 

 

He explained that "the announcement of the exchange process will take place through a press conference at the headquarters of the Mesopotamian General Seed Company on Sunday, June 6."

{Local: Al Furat News} The Minister of Agriculture, Muhammad Al-Khafaji, announced today, Thursday, that he discussed with the Ministries of Finance and Trade, securing the dues of farmers for the current year within the shortest possible period, as it is one of the amounts governing the exchange.
 

Al-Khafaji added in a press statement: "We discussed with the Agriculture Committee the dues of farmers for the year 2020 for the rye crop, the Iraqi company, and the Mesopotamian Company, which will pay all dues next Sunday for the corn and wheat crops 100%.

Al-Khafaji confirmed, "It has been approved to disburse the 2014 and 2019 dues, but some of the dues have security checks and will be processed for more than 400 to 500 farmers during the current week."

Al-Khafaji announced, "the formation of a joint committee to check the damage caused to the fish lakes in the cities and the Imam district in Babylon and to treat them as soon as possible," stressing that "there are committees formed by the Cabinet Secretariat to follow up on compensation for those affected by fish breeders, floods and fires."

Al-Khafaji explained, "There is a great development in supporting the agricultural sector, protecting the local product and preventing smuggling, as more than 80% of self-sufficiency has been achieved for chicken and eggs and more than 22 other agricultural materials."

He added, "A specialized technical committee was formed to diagnose animal diseases and the central laboratory was opened in front of the region to analyze animal diseases to be joint coordination in this regard, which is an important achievement." 
Al-Khafaji continued, "It has been agreed to involve employees of the Ministry of Agriculture in the Kurdistan Regional Government in the workshops and courses organized in the Ministry of Agriculture inside and outside the country, and agreement will be made with the Ministry of Planning in this aspect."

On Thursday, the Parliamentary Agriculture Committee announced its agreement with the Ministry of Agriculture to pay all farmers’ dues for the year 2020, while noting that “influential people” had obtained approvals to create allowances outside of regulations and law.  

 

  

A member of the Parliamentary Agriculture Committee, Abdul Amir al-Dabi, said in a statement to the official agency, followed by "Nass" (June 10, 2021), that "the committee recently hosted the Minister of Agriculture, the general managers of agriculture and the Ministry of Trade to demand the payment of farmers' dues."  

He added, "The hosting resulted in the issuance of a decision to pay all farmers' entitlements for the year 2020 related to the marketing of wheat, barley and rye crops."  

Regarding the unlicensed increases in fruits and vegetables, Al-Dabi confirmed that "the allowances are linked to the municipal departments," noting that "these departments did not take legal measures against these unauthorized increases, which is a failure in the performance of their work."  

And he added, "Influential people obtained approvals to create bonuses outside the regulations and the law, which greatly affected the official bonuses obtained from the municipal departments," explaining that "the unofficial premium is trying to reduce prices in order to attract customers and sell as many agricultural products as possible because they do not pay any Taxes to the municipality affiliated to it, unlike the owner of the officially approved allowance, he is obliged to pay sums to the municipality.  

Al-Dabi called for "the concerned authorities, including the municipal departments, to move towards these increases and close them, as they constitute a violation of the law."  

  

The Ministry of Agriculture announced, earlier, the completion of the payment of all the dues of the yellow corn marketers and the owners of the rye.  

The ministry stated in a statement that "Nass" received a copy of it (June 10, 2021), that "in implementation of the directives of the Minister of Agriculture, Muhammad Karim Al-Khafaji, the Iraqi Seed Production Company has completed paying all the dues of farmers marketing the yellow corn crop for the 2020-2021 season."    

The statement added that this came "as part of the ministry's constant endeavor to provide financial dues to seed marketers and all farmers, organize the marketing process and obtain the amounts due in a timely manner and without delay, according to the directives of the Minister of Agriculture."    

The statement indicated that "the payment of the dues of the Shalab marketers for the 2020 season has also been started."

Al-Karaawi announces the distribution of bonds for farmers' entitlements in Najaf
  
{Economic: Al Furat News} The Deputy Governor of Najaf, Hashem Al-Karaawi, announced today, Wednesday, that the farmers in the province will be handed over their full financial dues in the form of sukuk.

Al-Karaawi told {Euphrates News} that "a sum of 82 billion dinars was deposited as their dues to farmers in Al-Rasheed and Al-Rafidain banks, and the bonds were issued from all silos and marketing centers."

He added, "It has already been delivered from today to the farmers as their full financial dues for the rye crop."

Mubasher: The Iraqi Minister of Trade, Alaa Al-Jubouri, announced today, Tuesday, the launch of a batch of 100 billion dinars; One of the values of wheat marketed for the 2021 season by farmers and farmers.

The minister confirmed, in a statement to the ministry, that the launch of this batch comes in implementation of the directives of Prime Minister Mustafa Al-Kazemi.

The minister explained that, in cooperation and coordination between the Ministry of Finance and Trade, an amount of 100 billion dinars was secured; To be paid to the wheat marketers for this year and according to the applicable contexts of the General Company for Grain Trade.

Al-Jubouri pointed out that the amount will be distributed to farmers and marketers after checking by the Financial and Commercial Supervision Department and according to a plan drawn up by the General Company for Grain Trade and according to special schedules set for this topic.

The minister indicated that the Ministry of Commerce paid the full dues of farmers, farmers and marketers for the wheat crop in the country's governorates for the year 2020.
