Parliamentary finance in the "guest house" to discuss the budget

  Baghdad: Hoda Al-Azzawi

In the next few hours, the "guest house" in the Council of Ministers is expected to host the president, reporter and members of the Finance Committee in the House of Representatives, to discuss the details of the draft federal budget for 2021 that the government completed and submitted to the House of Representatives.
The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, stated that the deficit in the draft budget, which is estimated at 71 trillion dinars, “constitutes about 22 percent of Iraq's GDP, and this is contrary to Financial Administration Law No. 6 of 2019 Article 6 Paragraph 4 which states that (No The deficit in the planning public budget exceeds 3 percent of GDP).
Al-Saffar confirmed, in an interview with Al-Sabah, that “the deficit is unreasonable, neither economically nor financially, and is contrary to the government's financial policy expressed in the (White Paper) and what it confirmed in the first axis of the paper and its endeavor to rationalize expenditures and increase revenues, which led to that This budget faces a deficit that constitutes 44 percent of the total public spending in the draft budget, and the most dangerous of this is that this deficit will be financed up to 47 trillion dinars through deducting treasury transfers from the Central Bank, ”noting that“ in the past, 15 trillion dinars were borrowed, then 12 trillion, in addition to 47 trillion, and the total borrowing is 74 trillion dinars, and this poses a risk to the central bank’s cash reserves.
With regard to the government's securing of salaries for the current month of January, Al-Saffar explained that “the government has rounded balances, and the price of a barrel of oil has increased, and the state receives revenues in dollars, in addition to the high exchange rate of the dollar against the Iraqi dinar providing the government with sufficient funds, so no I think that there is a problem with paying salaries, ”noting that“ the achieved oil revenues are more than $ 5 billion per month (in light of current oil prices), except for non-oil revenues, and the government has financial pockets in some ministries, and what is left of the loan can be Through which the salaries are paid ».

Information / Special ...

The Government Program Monitoring Committee revealed, on Tuesday, that the government has requested amounts to buy goods and services in the 2021 budget, ten times as much for banks in 2020, despite the agreement to reduce spending.

A member of the committee monitoring the implementation of the parliamentary government program, Hazem Al-Khalidi, told / Al-Maalouma / that "it was agreed with the government before preparing the budget to reduce the amounts of purchasing goods and services and reduce them from what was spent in 2020."

He added, "Parliament was surprised by the government's request for an amount of 10 times the bank in 2020," noting that "the actual agreement to purchase goods and services in 2020 amounted to one trillion and 900 billion dinars at a time when the government requested for the year 2021 nearly 19 trillion dinars."

Al-Khalidi explained that "the budget is shocking, reversing all agreements by compressing expenditures, but it came by doubling the exchange and demand in 2021, indicating that" the actual exchange of assets for the year 2020 amounted to 87 billion dinars and the government requested 587 billion dinars.
