The draft general budget bill for 2021 recently reached the Iraqi Council of Representatives, after a vote on it by the Council of Ministers last week.

The spokesman for the Iraqi Council of Ministers, Hassan Nazim, confirmed earlier that the salaries of employees will not be delayed in the coming months, indicating that the budget was built on a reform vision provided by the Ministry of Finance, and will work to revitalize the private sector.

On December 21, the Iraqi Council of Ministers voted on the 2021 budget bill in an extraordinary session held under the chairmanship of Prime Minister Mustafa Al-Kazemi.

According to the leaked draft of the federal budget law for 2021, it included a deficit of more than 58 trillion dinars, and the estimated revenues from the export of crude oil were calculated on the basis of the price of 42 dollars per barrel, and the rate of exporting 3 million and 250 thousand barrels per day.

Parliamentary planning launches 13 points of clarification to reduce spending in the budget
  
{Baghdad: Al Furat News} The Chairman of the Committee to Monitor the Implementation of the Governmental Program and Parliamentary Strategic Planning, Hazem Majeed Al-Khalidi, released 13 illustrative points to reduce spending in the federal budget for 2021.

Al-Khalidi said in a statement that Al-Furat News received a copy of, "We renew our demands to reduce the exaggerated estimates of the 2021 budget spending, especially since the closest year to 2020 did not exceed the actual total spending of more than (72) trillion dinars, and we explain the justifications for our demand with the facts below:
1 - In the Deficit Financing Law, the government submitted a request for an amount of (41) trillion dinars for a period of four months only, but the real need did not exceed (12) trillion dinars for the same period.
2- The government submitted the draft budget for 2020 to the House of Representatives in the ninth month of the same year and requested an amount of (148) trillion dinars, although the Ministry of Finance stated in an official letter that the total actual spending for the eight months of 2020 was (46) trillion dinars If eight months require spending (46) trillion dinars only, then this means that the remaining amount requested by the government, amounting to 102 trillion, is intended to be spent in only four months, so how can he ask to spend money in a third of a year equivalent to more than twice the amount spent in Two-thirds of the same year (2020).
3- Current expenditures for the year 2020 in the eight months up to 9/1/2020 amounted to (44.8) trillion - forty-four trillion and eight hundred billion dinars), while the 2021 budget proposes current expenditures at the amount of (120) trillion dinars - one hundred and twenty trillion dinars).
4- The actual expenditures of goods and services during the year (2020) (1.93) trillion dinars (one trillion nine hundred billion dinars), while the 2021 budget proposes (19.5) trillion dinars - nineteen trillion dinars and five hundred billion dinars).
5- Asset maintenance expenditures during the eight months of 2020 amounted to (89) billion dinars (eighty-nine billion dinars), while the 2021 budget proposes (578) billion dinars - five hundred seventy-eight billion dinars).  
6- Actual expenditures for special programs in the eight months of 2020 amounted to (51) billion dinars (fifty-one billion dinars), while the 2021 budget proposes an amount of (1.1) trillion dinars - one trillion and one hundred billion dinars).
7- Actual capital expenditures for the eight months of the year 2020 amounted to (52) billion dinars (fifty-two billion dinars), while the 2021 budget proposes an amount (638 billion dinars - 
Six hundred thirty-eight billion dinars).
- The actual expenditures for the title (grants, subsidies, interest and other expenses) for the eight months of the year 2020 amounted to (7.3) trillion (seven trillion and three hundred billion dinars). The schedule of the Deficit Financing Law for the remaining four months of the year 2020 does not include adding amounts to this address, while it suggests 2021 budget for the same address amount (18.5 trillion dinars - eighteen trillion five hundred billion dinars).
9- The actual spending of investment expenditures for the year 2020 (3.1) trillion dinars - three trillion and one hundred billion dinars), while the budget for 2021 is proposed (27 trillion dinars - twenty-seven trillion dinars). 
10- The budget articles refer to the calculation of the Kurdistan region’s dues for previous years from the total actual spending that the financial control accounts show within the budget laws allocations for the years (2014-2.19) despite the regional government’s failure to deliver any oil or non-oil revenues to the public treasury. .
11- The budget obliges the region to deliver (250) thousand barrels of crude oil per day at the price of marketing the exported oil from 
SOMO, meaning that this text permits the region to sell oil directly and is obligated to deliver its value. This is a clear constitutional violation and the other violation is that the same article allows the region to dispose of what has exceeded Its production even if it reaches (500) thousand barrels, as the same article stipulates (the quantities exceeding that are used to cover domestic consumption in the region and the costs of production, operation and transportation) and this is an implicit acknowledgment of the legality of the partnership contracts that the region concluded with foreign companies without the approval of the federal authority !!
12- The budget obliges the Ministry of Finance to bear the region’s loans and financial obligations during the years (2014-2019) in the form of annual payments, and among these loans are the dues of foreign companies operating in the region, 
contrary to the constitution.
13- We demand the necessity of canceling the provisions of the budget for the deduction of salaries of employees and imposing tax on them while retaining the deduction of the salaries of the three presidencies, ministers, deputies, and higher and special ranks.

Shafaq News / On Saturday, the Parliamentary Finance Committee discussed the draft budget for 2021 and its "large" deficit, before submitting it to Parliament for discussion.

 

This came during a committee meeting headed by Haitham Al-Jubouri, head of the committee, according to a statement received by Shafaq News.

 

During the meeting held at its headquarters, the committee identified a number of basic points in the paragraphs of the budget law, the most important of which is "the large deficit ratio and the deductions imposed on employees' salaries and the size of the financial allocations to the provinces."

 

She pointed out, "the importance of addressing the large budget deficit, taking into account the situation of the Corona pandemic and not completely relying on current oil prices as they are subject to change, as well as taking into account the ratios of financial allocations to the provinces, taking into account the degree of deprivation for each governorate." 

 

The Iraqi government approved the draft of the draft last month and sent it to Parliament for discussion and approval in the coming weeks. 

 

According to the draft seen by Shafaq News, the budget is 164 trillion dinars, with a fiscal deficit of 71 trillion.

 

The budget was based on an estimated price of $ 42 per barrel of oil and an export rate of 3.250 million barrels per day, including 250 thousand barrels from the fields of the Kurdistan Region.

He asked: “Where are promises to maximize non-oil revenues, combat waste of public money and prevent the waste of national wealth?! A member of the bloc, Jamal al-Muhammadawi, said in a statement that Mawazine News received a copy of: “We mark a set of observations that were included in the draft Federal Budget Law for the year 2021 regarding state-owned assets, as the draft law included dangerous articles that would grant the current government the right to act. On those principles, including:
 1- Article (41), which includes two matters:
  A- It allows correcting the category of lands burdened with the right to dispose of agricultural owned by the state, converting them into residential plots, transferring ownership of them from the state for residential purposes, and ending their exploitation for plant or animal production purposes. It allows the owner of the right of disposal to convert it from an agricultural purpose to a residential or commercial purpose.             
B - The Ministry of Finance grants the right to sell agricultural lands to the owners of the rights to dispose of them. Dealing with this issue requires determining the method that is most beneficial to the state’s revenues. Is it achieved by selling those lands or maintaining lease contracts for owners of disposable rights or for the same ministry companies to establish investment projects that are a source for increasing the state’s imports on a permanent basis without the method of selling that provides one-time revenues and then discontinues. The set of the above questions calls for hesitation in approving this article, and it was more appropriate for the topic to be discussed independently and not a paragraph within the budget law to choose the most beneficial method for the state in order to achieve greater and more lasting revenues. Therefore, we demand that this article be removed from the draft budget 
2- Article (47) of the budget includes a dangerous principle in which there is an extreme negligence of the state’s assets owned by public companies, whereby the ministries have the right to sell those assets, noting that these assets have been spent by the state on building tens of billions of dollars for many years and the most dangerous in this article is that they are sold under conditions of domination. Corruption is based on the state’s decisions, which means that it will lead to selling them at the cheapest prices. It is certain that influential politicians and through their commercial interfaces will acquire these national assets, and from this article and similar materials in the 2021 Budget Law, the government's policy is clear to end the state’s ownership of all productive assets, whether agricultural or Industrial and offered for sale, and I do not know the extent to which this trend is linked to the policies and advice of the International Monetary Fund and its harsh conditions on Iraq!
Al-Muhammadawi added: "Based on the above, we call for the deletion of the two aforementioned articles, as they contradict the government's claim to support the agricultural sector, and it also opens the door legally for the corrupt to seize assets, agricultural lands and real estate owned by the state." The council’s media department stated in a statement, of which Al Furat News received a copy, that “At the beginning of the session, a number of deputies denounced the issuance of a decision by the US Treasury Department related to imposing sanctions on the head of the Popular Mobilization Authority, noting the decision taken by the House of Representatives a year ago by voting. On the removal of foreign forces from Iraq, including the United States, calling for a stand by the three presidencies against the US decision.
For his part, Al-Halbousi directed each of the Parliamentary Foreign Relations, Security and Defense Committees to follow up the issue with government agencies, especially the Ministry of Foreign Affairs, to inform the House of Representatives about the Iraqi government's position in this regard.
The House of Representatives ended the first reading of the draft Federal Budget Law of the Republic of Iraq for the fiscal year 2021 submitted by the Finance Committee, which aims to frame the financial activities and operations of the ministries and entities not associated with a ministry and the governorates during the fiscal year and to determine the financial revenues, current and investment expenditures and the expected deficit and ways to address them, and to put in place an accurate and transparent mechanism in Distribution of state financial resources.
In the same regard, the Chairman of the Finance Committee indicated that there is a large deficit of more than 44% of the total value of the general budget, and this violates the Financial Management Law, warning of the repercussions of the financial deficit that pushes the government to borrow internally and externally and leads to an increase in the financial burden on the state.
The First Vice President of the Council, Hassan Al-Kaabi, during the session that he chaired part of, also directed to discuss the draft federal budget law in a session next Monday.
On the other hand, the general discussions of the deputies focused on the demand to amend Article 57 of the Personal Status Law related to child custody and the formation of a parliamentary committee to follow up the files of the Ministry of Oil, especially the licensing rounds, as well as the formation of a committee to follow up the file of the lecturers in Diyala governorate, disbursement of the farmers' dues in Wasit governorate for the year 2019 and granting the share The water allocated to the governorate, in addition to the demand to ensure the flow of water quotas to the agricultural areas south of Baghdad, the call for fairness to holders of contracts and the daily procedure within the 2021 budget law, and the demand to increase the percentage of those admitted to the police and military colleges from the Turkmen component.

Specialists have criticized the 2021 budget bill, which is based on large spending in light of a government economic program that includes rationalizing public spending.

He pointed out that the ration card project is one of the failed projects due to financial and administrative corruption, explaining that the budget deficit should not exceed 3% of GDP, but in the current year budget it reaches 20%.

The parliament began yesterday, Saturday, to read the draft budget for the year 2021, amid reservations by some political blocs on the mechanism of formulating it.

While the economic expert, Hammam Al-Shamaa, said that the 2021 budget created stagnation and inflation, by imposing income taxes and many goods and services, in addition to increasing inflation by changing the dollar exchange rate.

He added that treating inflation requires deflationary measures, and treating recession requires inflationary measures. The treatment will be difficult in this budget because the economy depends on oil.

Mubasher: The head of the Committee for Monitoring the Implementation of the Governmental Program and Strategic Planning in the Iraqi Council of Representatives, Representative Hazem Al-Khalidi, renewed his request to reduce the estimates of spending the 2021 budget, stressing that it is exaggerated .

 

Al-Khalidi confirmed, according to a statement by the Media Department of the House of Representatives, that the closest year to the 2021 budget is 2020, as the actual total spending for it did not exceed more than 72 trillion dinars.

According to the council’s statement, Al-Khalidi provided 13 justifications for these demands. The first is that the government presented in the Deficit Financing Law a request for an amount of 41 trillion dinars for a period of 4 months only, indicating that the real need did not exceed 12 trillion dinars for the same period.

Al-Khalidi added that the government presented the draft budget for the year 2020 to the House of Representatives in the ninth month of the same year and requested an amount of 148 trillion dinars, although the Ministry of Finance stated in an official letter that the total actual spending for the eight months of 2020 was 46 trillion dinars. Eight months needed to spend 46 trillion dinars only, meaning that the remaining amount requested by the government, amounting to 102 trillion, is intended to be spent in only 4 months, so how can he ask to spend money in a third of a year equivalent to more than twice the amount spent in two-thirds of the same year?

The head of the Strategic Planning Committee noted that the current expenditures for the year 2020 in the eight months up to the first of September amounted to 44.8 trillion dinars, while the 2021 budget proposes current expenditures of 120 trillion dinars.

He pointed out that the actual expenditures of goods and services during the year 2020 amounted to 1.93 trillion dinars, while the 2021 budget proposes to be 19.5 trillion dinars, and that the expenses for maintaining assets during the eight months of the past year amounted to 89 billion dinars, while the current year budget proposes to be 578 billion dinars .

Al-Khalidi revealed that the actual expenditures for the special programs amounted to about 51 billion dinars in the eight months of 2020, while the 2021 budget proposes an amount of 1.1 trillion dinars, and demands an amount of 638 billion dinars for capital expenditures, while in the first 8 months of last year it reached 52 billion dinars. .

As for the actual expenditures under the item of grants, subsidies, interest and other expenses, Al-Khalidi said that in the first 8 months of 2020 they reached about 7.3 trillion dinars, and the schedule of the Deficit Financing Law for the remaining four months of last year did not include adding amounts to this title, while the 2021 budget proposes for the same This address amounts to 18.5 trillion dinars.

The actual spending of investment expenditures for the year 2020 amounted to 3.1 trillion dinars, while the 2021 budget proposes to be 27 trillion dinars, according to the committee chairman.

The head of the Committee for Monitoring the Implementation of the Governmental Program and Strategic Planning pointed out that the budget articles refer to the calculation of the dues of the Kurdistan region for previous years from the total actual spending that the financial control accounts show within the budget laws allocations for the years (2014-2019) despite the regional government’s failure to deliver any Oil or non-oil revenues to the public treasury .

He pointed out that the budget obliges the region to deliver 250 thousand barrels of crude oil per day at the price of marketing the oil exported from the Iraqi Oil Marketing Company (SOMO). Meaning that this text allowed the region to sell oil directly and obligate it to deliver its value, and this is a clear constitutional violation, and the other violation is that the same article allows the region to dispose of what increased its production even if it reached 500 thousand barrels, as the same article stipulates (The quantities exceeding that are used to cover consumption This is an implicit acknowledgment of the legality of the partnership contracts concluded by the region with foreign companies without the approval of the federal authority.

Al-Khalidi stated that the budget obliges the Ministry of Finance to bear the region's loans and financial obligations during the years (2014-2019) in the form of annual payments, and among these loans are the dues of foreign companies operating in the region, contrary to the constitution .

Finally, the Chairman of the Strategic Planning Committee called for the necessity of canceling the budget paragraphs for withholding employees' salaries and imposing tax on them, while keeping the salaries of the three presidencies, ministers, deputies, and higher and special ranks deducted .
