With the advent of the new calendar year, we present to our dear Iraqi people wishes that it will be a year of prosperity and tranquility, in which hopes are strengthened and difficulties are overcome, during which the Corona pandemic ends, and the security and economic challenges that we still suffer from in Iraq and the entire region.

We bid farewell to 2020, the year of pain and crises, as we witnessed exceptional challenges, from the Corona pandemic and the pain we were subjected to in the separation of family and loved ones, and in political storms and security and economic crises that nearly pushed the country towards dangerous slides.
The successive crises and challenges confirm the size and reality of the structural defect in the existing system and the way of governance, and that historical and national responsibility requires serious work to end the cycle of crises afflicting our country, and this requires us to acknowledge that the system of governance that was established after 2003 has undergone a major crack, and it cannot serve The citizen who has become deprived of his most important legitimate rights, therefore, we urgently need a new political contract that establishes a capable, capable and fully sovereign state.
It is not possible for the Iraqi citizen to bear the tax of conflicts, political failures and corruption, to the point of tampering with his daily power, and this calls for new reform reviews and decisions based on frankness and based on a basic principle not to involve citizens in political conflicts, as it is not possible to link citizens ’strength and salaries. Employees in Iraq, including in the Kurdistan region, are suffering from political conflicts and the scourge of corruption. 
Also, in this difficult economic circumstance, there must be priority in supporting the poor classes through a package of effective and fast measures, and the continuation of the war on corruption and the corrupt, as there is no room for favoritism and courtesy at the expense of the country's sovereignty, the imposition of law, the consolidation of the state’s reference and the confinement of weapons in its hands.
 In the new year, fateful entitlements await us, which are the completion of the reform project by preparing for early, fair and fair elections that guarantee the Iraqi voter's right to choose away from manipulation, fraud, pressure and stealing votes.
It is imperative to complete the reform planned by the blood of the innocent and martyrs, who have spent the most precious and precious in order to enjoy a country in which they live in freedom and dignity, in which there is no place for extremists, corrupt and outlaws.
The Iraqis deserve more than they are now, in a country that God has blessed with good deeds and a geopolitical position that enables it to be a meeting point for regional and international interests, and to be a point of contact and balance between peoples and countries, and this will not be achieved without removing Iraq from the policy of international axes and trenches, and to operate Iraq has an active role in bringing peace and security to the region.
We bid farewell to a difficult year full of challenges and pains, and we are optimistic about a new year in which we mobilize the elements of success in this country, and triumph in it for the aspirations and aspirations of our people for a free and dignified life worthy of its present and triumphing for its ancient civilization.
Thank you to the protectors of life from the medical staff who are watching over the safety of citizens from the Corona pandemic, thank you to the protectors of the homeland, our heroes in the security forces of various types who are vigilant for the safety of citizens, thank you to the masses of young volunteers in various fields in order to cleanse the wounds of the nation.
May God protect Iraq and its people from all evil, and mercy for all the martyrs.

{Baghdad: Al Furat News} The head of the Iraqi coalition, Mr. Ammar Al-Hakim, called for the conclusion of a new social and political contract, describing "the early elections as critical and disastrous."

Mr. Ammar al-Hakim said in his speech at the Al-Nahrain Center for Studies symposium in Baghdad today, Thursday, “At the beginning, we thank the organizers of this seminar for the good choice of the topic (religious and ethnic diversity) for its great importance in this exceptional circumstance that Iraq is going through. The great diversity on the ethnic, religious and sectarian levels, this diversity is one of the country's strengths, not its weaknesses, as some erroneously claim.
He added, "When some view this diversity and multiplicity from a narrow perspective, the soul hopes that all Iraqis are of one race, religion, or sect, and they may see this as a strength for the country, in terms of social harmony, political cohesion, ease of governance, speed of decision-making, etc." In addition to the racism, intolerance and narrow-mindedness that this thinking is characterized by, it carries many problems, the most important of which are the following:
1- It does not fit with our current era, where distances shrink, global social communication multiplies, the dialogue of civilizations and the convergence of cultures interacts. ”Man is no longer as he was in the past or centuries from now, governed by specific geographical areas that close to the self or on one group and one idea. And a single culture, our age is an era of communication, overlap, rapprochement and openness, it is not possible in light of this large amount of global means of communication that we can multiply that in a specific area such as our country, compared to the world.
 2- Managing diversity: in the past the world used to talk about the value of equality among people nationally or globally, meaning equality in duties and rights before the law, patience and familiarity with accepting others, permanent tolerance and emphasis on the participants, and all this was viewed from the windows of rights and Law, contracting and ethical dimensions, to make coexistence succeed and ease social tensions and blockages, but our world today looks beyond the concept of equality, tolerance, and the other, in steps. Today’s discussion is about managing diversity and investing it as an evolving concept that is ahead of the concept of equality. Diversity management means that it should not be We are satisfied with respecting the other and tolerating him with regard to what he disagrees with us, and it does not mean just patience with those differences, but work to transform that diversity into real opportunities and invest them practically in the development of society. Managing diversity also means investing it in strengthening society and the state by investing in the strengths of each of its joints.
He added, "Through this perception, it becomes clear that the presence of the Kurds in Iraq is the point of our connection with the Kurds in the region, the presence of the Arab Sunnis is the point of our contact with the Arab and Islamic countries neighboring us, and the presence of the Arab Shiites is the point of our contact with Shiites, Arabs and Iran, just as Turkmen are with Turkey and as Christians are. Iraq is with the Christians of the world and so on .. Hence, we do not only look at the Sunnis and Shiites from the perspective of equality, tolerance and coexistence, but also from the perspective of importance, investing in strengths and commonalities, and strengthening communication and dialogue with our neighbors and the world.
And between "when the home of Shiism in Iraq, this communication doubles its importance and role, and when Iraq includes the shrines of the leaders of the major Islamic sects such as Imam Abu Hanifa al-Nu'man and the leaders of the Sufi orders such as Sheikh Al-Kilani, and others, this means that we communicate with hundreds of millions of Shiites and Sunnis and Sufis spiritually and ideologically." And cognitively before any other step.When we talk about the home of the Prophet Abraham in Iraq, we are talking to Jews, Christians and Muslims in the world from this point more easily and smoothly.Based on this understanding, this diversity should not remain within the limits of the call to equality, rather it must be It goes beyond that to comprehensive cooperation, cultural dialogue and social cooperation.
The diversity and pluralism of politics, if properly managed internally, will directly reflect on the robustness of decisions, the richness of ideas, and the lack of hasty decision-making. This administration remains in need of hard work, vigorous social and political maturation, education, training and upbringing. Managing diversity means how we should listen to each other, how we transform this deep dialogue into unified decisions, and how we implement these decisions together out of conviction and free will. Thus, diversity becomes a blessing not a curse, an opportunity not of a threat, a slander rather than a fond, durability not fragility, and strength for the weak.
Mr. Ammar al-Hakim pointed out that "achieving all progress is possible in Iraq in a very short time. Perhaps many believe that the social components in Iraq will collapse in the face of factional fanaticism, and that frictions will continue in our country for decades, but we are clearly seeing how society restores itself within years." There is little, how rapprochement today has become the basis of the scene, and everyone who wants to breach this rapprochement is accused of sectarianism and racism. And this step remains in need of more maturity to move to the stage of (managing diversity). "
He explained, "We have proposed in an Iraqi coalition the project (cross-component alliance) and we see it as a basic approach for managing political and social diversity. With these national alliances, we will move from the stage of confinement and superficial understanding to the stage of deep joint collective cooperation and solidarity. - With this approach, we can politically manage our social diversities. Governmentally and socially. • The other window that we have presented is (the new social and political contract) and we all know that the current contract has been elaborated in light of a confusing and socially and politically confused historical moment with known accumulations and sensitivities.
"After these years have passed and after this acquired collective maturity, we believe that the time has come for a new social and political contract, in which we move from the stage of demanding equality as a formula for preserving rights to demanding the management of diversity as the equation of stability, prosperity and building for a modern, just, strong and diverse state," he said. Anew, with a new vision, a new understanding, and a new awareness, all for the sake of creating a safe and solid future, the honorable presence ... It is not possible to talk about Iraq and its components, and the state is threatened in its entity, project, image and symbolism. "
Mr. Ammar al-Hakim asked how to "preserve the components in light of the threat of the state and the desire to weaken it? How can the components express themselves, their culture and their project when they see the non-state approach threatening everyone, including the large components. It is certain that the two approaches (the state and the state) have left the stage of description and approached The sorting station between them, and it became clear from deeds, not words, what the state’s approach and the opposite approach mean, and we have to choose any model we want and any model capable of preserving Iraq, its diversity and its components.
He added, "The fact that the stampede has reached the point of insulting and insulting and name-calling by targeting state men is a dangerous indicator. The official does not work in his personal capacity but in his legal capacity. Any targeting aimed at breaking the official, weakening him and reducing his value in front of the Iraqi public is targeting the Iraqi state, its cultural depth and its regional and international standing. Dear beloved, elections. "But what elections do we want? Do we want a numerical addition to the previous electoral practices so that Iraq has entered other new elections? Or are the elections in themselves not an end but a means to achieve change and reform?"
He stressed that "early elections are decisive and decisive, and we must invest them in order to move towards political stability that achieves security stability, revives the soul in the economic reality, achieves prosperity and strengthens people for their homeland and their land. Achieving this goal requires broad participation, so that no one falls under the national mandate, and the law allows for a large margin of change and breakthroughs."
