Al-Abadi said in a televised statement, "The poor decision-making by political leaders in certain periods gave an opportunity for Baghdad to be an arena for regional and international conflicts.

He continued, Al-Kazemi continues his consultations with the political blocs and offered his ministerial cabinet equally to them, not to a bloc at the expense of another, noting that the list of names of the booth that were leaked in the media, most of them are correct and a small part of them are inaccurate.

He explained that the electoral process requires that the blocs form the government, stressing that the electoral system in Iraq does not recognize the largest bloc, but rather a group of blocs that constitute the majority forming the government.

Al-Abadi attributed the reason for the fact that the blocs agreed not to nominate the prime minister to the upcoming elections, because the government is temporary preparing the ground for early elections, in addition to reducing doubts about tampering with the election results and using public funds for electoral advertising purposes by the prime minister.

He pointed out that Al-Kazemi confirmed that he will be the head of a transitional government, and that he does not intend to form a specific party or political line, stressing that Al-Kazemi has completed his ministerial cabinet and checked the names in it in the criminal record and accountability and justice procedures.

Concerning the popular crowd, al-Abadi said that there is a political struggle within the crowd, warning against the impact of this conflict on the military system of the crowd.

He pointed out that there are several parties that joined the crowd for the financial and political benefit, calling on the Prime Minister, Commander-in-Chief of the Armed Forces to undertake reforms within the crowd in order to preserve them.

On the fiscal austerity that was taken in his era, Al-Abadi stressed that there are major challenges the government faced in 2014, including the fight against terrorism and the collapse of oil prices, noting that the decisions of austerity fought the mafia of corruption that was living on state funds, despite its impact on projects.

He explained that upon his assumption of the position of prime minister in 2014 he conducted financial and administrative reforms in light of the challenges, noting that he was able to reduce the salaries of the three presidencies and special grades, as the President’s salary was 82 million dinars and it was reduced by 70%.

Salih, Parliamentary finance committee discuss gov't formation

Iraqi President Barham Salih on Tuesday welcomed at the Presidential Palace in Baghdad the Chairman of the Parliamentary Finance Committee in the House of Representatives, alongside with a number of committee's members.

The President underlined the need for concerted efforts aiming at accelerating the formation of the new government striving to achieve the desired reforms in the midst of current economic challenges which are resulted from the spread of the new coronavirus outbreak.

Therefore, the situation requires all of us to stand together to ensure the preservation of the livelihoods of the low-income citizens. And employees' salaries in particular low grade's salaries should remain intact.

The President noted the importance and the investment of national capacities to support local and national products to facilitate self-sufficiency.

Regarding the pending issues between the Federal Government and the KRG Government on revenues and oil and gas law, the President emphasized that he saw the need for recourse to constitutional principles.

The situation calls for full adherence to the budget law and the national interest to reach a better understanding that is not dependent upon any political consideration and preserves the rights of all Iraqis as a whole, he added.

His Excellency explained that settlement of financial claims is a required right according to constitution and budget law, but it should not prevent the commitment to securing employees' salaries of KRG on an equal footing with the rest of Iraqi provinces. And it is a constitutional right and should be protected from the altered political environment.

He indicated that the faithful will not accept the citizens and their livelihood to bear the brunt of political differences.
