BAGHDAD - 
The 11th international conference held at Karbala University under the patronage of the Minister of Higher Education and Scientific Research Qusay al-Suhail and in cooperation with the holy sites Husseiniya and Abbasiyah, came out with a set of recommendations that will be presented to decision-makers in the Iraqi government. 
According to a statement of the threshold of Husseiniya received a copy of it, the conference, which concluded on Tuesday (30/4/2019) witnessed the participation of (322) researchers from inside and outside Iraq , discussed (142) scientific research within the themes of the conference, which includes maintaining security Iraq, its sovereignty, the consolidation of its democratic system, the financial, economic and developmental axis, the axis of sustainable development, social services, the axis of reconstruction, infrastructure, the axis of government performance and administrative reform.
Head of the recommendations committee Hashim Marzouk Al-Shammari said that the conference came out with (17) recommendations based on the findings of the research participating in the conference, noting that the first recommendation is to emphasize the importance of having a close link between the universities represented by scientific research centers and holding conferences, seminars and workshops In accordance with the requirements of the public and private sector represented by its research departments concerned and this is through the monitoring of sufficient amounts within the general budget is appropriate to the nature of scientific research.
Al-Shammari added that Al-Shammari stressed that the Ministry of Planning must coordinate with all ministries to develop the necessary plans aimed at finding a kind of compatibility between the outputs of education and the requirements of the labor market. Of the universities to prepare all the necessary requirements to provide an investment climate attractive to investments with the activation of all methods and methods leading to the access of information to all investors. 
The recommendations stressed the need to abandon the implementation of the balance of items and planning for the adoption of the State strategy to implement the budget programs and performance by involving universities in this regard, in addition to the universities to develop the financial system inIraq according to the recommendations of the International Monetary Fund to keep pace with global developments in the field of modern monetary and financial systems.
The recommendations stressed the need for public and private institutions to expand the use of multi-variable control and control panels in the process of quality control in industrial and service activities in order to achieve high quality standards prepared by the universities and the need for universities to adopt new organizational structures that are consistent with the nature of their objectives and the government program Manage as Risk Management.
The recommendations also pointed to the importance of activating the private sector to absorb the huge numbers of university graduates, thus contributing to achieving security, economic and political stability, as it is a reason for low inflation, rising standards of living, reducing terrorism and the contribution of universities to assess the quality of local products through indicators for this purpose in coordination with the Department of Standardization and Quality Control The seventh and final recommendation was to emphasize the importance of reports dealing with sustainable development with clear indicators for measuring sustainable development activities. Ending / 25
