Specialists: Activating the tax system more beneficial than deductions employees' salaries

 Baghdad / Baghdad

With the adoption of 2017 budget year and the adoption of government austerity and taxation of state employees policy, did not calm the feelings of discontent and criticism of the various popular and economic circles, and with the return to reduce those deductions ratio from 4.8% to 3.8% for reasons still yet vague, though increasing oil imports , according to the rise in oil prices compared to what was estimated in the budget law for the current year, specialists describe economic affairs, those steps without the studied, and beyond being a "tickle the emotions of the people" means with it the start of the race propaganda for the elections, while others confirm, that the citizen is the victim of each financial distress Or budget deficit, while not subject to tax businessmen and contractors who have large incomes, and this in itself is a big mistake.
Says economic safety Sumaisem expert in an interview (range), the deduction percentages of salaries and then stop deductions, is considered one of the steps that are not subject to the study of economic planning, follow - up: which indicates clearly the imbalance in how to issue economic decisions, but that most of the abomination that justification provided for those decisions, wondering is it possible to stop the cuts but it is a result of improvement in the financial situation of Iraq because of rising oil prices , ? Are we in the "Alwa" for the sale of vegetables, we sell Vntzlm money to go to salaries and wages.
It continues to Sumaisem her: If so, how can we offer to borrow from the World Bank, and the last of these loans was before the days of the resolution above, Mrdvh: that all of these things indicate that "tickle the emotions of the people" policy has already begun, in pre - empt the preparatory propaganda for the elections and nothing else, pointing out : that it here has nothing to do with the improved performance of the economy as they claim.
Showed economic expert: that this economic policy , particularly with regard to the effects of loans and economic consequences, which will be paid by the next generation and their descendants will be dire, pointing: that we are working in accordance with the principle of "pay what in your pocket , you are in the unseen , " a concept that does not serve the Iraqi economy and its citizens in the long term ".
after the parliamentary Finance Committee said in previous statements, that the budget for fiscal year 2017 sent by the government to the House of Representatives included deductions of employees and the salaries of retirees, having been in the budget of 20 163%, it became in the budget of 2017 of 4.8%, according to the words of the Committee, paragraph withholding 3% go for the crowd divisions B and displaced, while the remaining 1.8% of the deduction added to other expenses, "she does not know where to go money 1.8% withheld, it returned to announce the 04/27/2017 no need to deduct the employees ' salaries , according to what has been approved in the budget for the current year, given the the rise in global oil prices, has therefore voted to reduce the percentage of deduction from state employees from (4.8%) to (3.8%).
On the other hand , says economic expert on behalf of Antoine in an interview (range), unfortunately, that whenever financial or budget deficit distress occur, the government resorted to borrowing or deductions, and was supposed to expand the tax base. Afterthought: but not at the expense of the employee and this is a big mistake, but must be at the expense of entry that are not subject to tax. Following up: when we want to apply the deductions system to expand the tax base must be those who do not pay taxes , such as businessmen and contractors, who work and have a large entry, but they are not subject to taxes.
He stressed Antoine: that there is a direct tax and other indirect and citizens in all cases is the victim of direct and indirect taxes apply the decisions, there are very few category covered by ,. However , he noted : paid, there is a failure to provide accurate statistics on non - covered in the tax system and are not covered.
Emphasizes specialists, that the budget year 2017 included the deduction of taxes the proportion of the simple citizen , which means that there is a bug facing decision - makers in the issues associated with an increased burden on the citizens, as issues of lifting subsidies or reducing salaries or imposing new taxes, which comes for several reasons , including Achievements miserable previous governments and corruption.
The House of Representatives had voted in 24.10.2016 during its 25th legislative term of the third legislative year to approve the 2017 budget law, valued at more than 100 trillion dinars and the total deficit of more than 21 trillion dinars.
