Defect in the smart card program delay the disbursement of pensions for two months in Kut

Retired student in the city of Kut, on Monday, the Ministry of Finance to intervene to late payment of salaries two months ago because of the smart card reading device for fingerprint, which was confirmed by authoritative source in the Rafidain Bank to a malfunction in the device software.
 

He retired Allawi Mohsen said in an interview for "Alsumaria News", that "dozens of retirees have not been paid late two months ago because of the smart card reading device (ironing card) to imprint retired."
 

And the optimizer that "the owners of the smart card exchange offices as well as the Rafidain Bank could not deal with it and were satisfied with the launch flimsy arguments," adding that "retirees and beneficiaries of the social welfare network and large numbers suffer from the same problem."

It is noteworthy that the smart card program was introduced in 2005, and began working out with retirees and beneficiaries of social protection network and have been adopted by a number of government departments, and has contributed to disclose many of those who earn more than a salary from the state.

Great article Yota in that we know for these Smart Cards Iraq has actually the capabilities to process the cards.  The structure is there.  They also found the drawbacks when it came to the fingerprint signature.

Strange. Authentication can be done either with a PIN or fingerprint. And since this is a biometric ID card as well, they can also identify the cardholder via images of the iris of the eye.
